CITY COUNCIL WORKSHOP
TUESDAY, JANUARY 21, 1992
CITY HALL COUNCIL CHAMBERS
A City Council Workshop was held on the above date in the City Hall Council Chambers at 7:10 P.M.
Members present:
Councilman Matthews
Councilman Ferri
Councilman Canavan
Councilman Paquette
Councilwoman Moreau
Council President Canavan conducted the meeting.
Council President Canavan spoke on Agenda Items and suggested that Public Comments on Agenda Items should be heard first. He requested that the City Clerk separate RESOLUTION/PUBLIC HEARING AND ORDINANCE/PUBLIC HEARING and make them two items on agenda, holding the public hearing first and acting later on ordinance or resolution. Council President Canavan also suggested that the Council begin its meetings by have the Pledge of Allegiance. Council Members concurred with this request.
The Council talked on posting the Agenda at the entrance of the Chambers so that the Public could know what Items were before them.
Council President Canavan requested that Council Sub-Committee Reports be place on the agenda.
Sub Committee Chairs were discussed.
The following is a list of the Sub-Committees and their Chairs.
Police & Fire Sandra Moreau
Municipal Court Sandra Moreau
State Review Commission Robert Canavan and alternate Lee Matthews
Pensions & Retirement Louis Paquette
Public Works Robert Ferri
Minimum Housing Sandra Moreau
Claims Committee Robert Paquette
Finance Lee Matthews
Charter Review Committee was discussed it was decided to wait until a later date to make appointment for this Committee.
The City Council asked that the City Clerk include the hours of operation and the days of the week for each license request and include them on the agenda to save time.
Council President Canavan discussed the budget and stated that he will talk with the Mayor relative to sitting in on Contract Negotiations.
The Council Members discussed Rules of the Council.
1. Will vote by Ward.
2. 72 Hour notice with 48 hour for emergencies.
Councilman Ferri discussed the possibility of curfew for the Council.
Council President Canavan commented that this was acceptable if unanimous with the Council.
Discussion ensued.
Council President Canavan commented on the Feb. 10th Council Meeting and asked that the Council Members meet at 5:30 for the Executive Session and then with Mr. Benson and the Finance Director at 6:00 P.M. They commented that the Regular Meeting will begin at 7:30 P.M.
The City Council commented on the role of the Liquor Board and talked about researching state statutes etc.
Councilman Matthews handed the Council Members a two page document regarding the Comprehensive Plan. Discussion ensued relative to this plan.
Discussion on the day on which Council Meetings would be held followed. It was decided that the Meetings would remain on the second Monday of each month with the agenda's to be delivered to the Council on Thursday Afternoon. It was also agreed that meetings that would be deemed to take considerable time on certain matters would be held separately from Regular Meetings.
Discussion took place relative to the Council Appointments. The City Clerk was instructed to send the current job holders a letter of thanks for the jobs they have done and to invite them to fill out an application and re-apply for these positions. Benefits and salary was discussed.
Councilman Matthews commented that the Zoning Ordinance was important to read and suggested that the Council should review it. He also stated that a Public Hearing on Zoning should be held on a separate night from the Regular Meeting.
Councilman Ferri and Councilwoman Moreau commented.
Councilman Paquette asked that on the Workshop meeting of Jan. 27, 1992 that Edna Poulin be invited to attend.
Workshop closed at 10:20 p.m.
