SPECIAL CITY COUNCIL MEETING
THURSDAY, FEBRUARY 27, 1992

A Special Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 8:15 P.M.

Councilman Matthews
Councilwoman Moreau
Councilman Paquette
Quorum present.
Council President Robert J. Canavan presided.
Council President Canavan opened the meeting to a public hearing at 8:16 p.m.
William Siemers commented on the Historic District Zoning. He explained the Tax Credits this zoning would allow.
Maurice Brousseau of Pacific St. commented in favor of this and asked questions regarding page 41 of the Ordinance.
Gertrude Chartier a property owner on Central St. asked questions relative to her property and commented in favor of this type zoning.
Norman DeGillio of 61 Cottage Street read from a prepared statement in favor of Historic District Zoning.
Marianna Bauman, President of Historic Central Falls spoke in favor of Historic District Zoning.
Councilman Matthews questioned Marianna Bauman about the letter sent by Historic Central Falls to the residents of Historic District.
Carolyn Sheehan of 86 Summit St. spoke in favor of Historic District Zoning. She stated that she has lived in Central Falls for five years, three years as a property owner.
Annette Bachand of Cross St. questioned William Siemers.
William Siemers responded.
Annette Bachand commented that she is uncertain about Historic District Zoning.
Ann Lavallee commented in favor of Historic District Zoning and commented on the YWCA and that she is a resident of Ward I.
Leo Leclerc commented on Historic District Zoning, he stated, however that he is a property owner but not in the Historic District.
Albert Laroche of Central St. commented in favor of Historic District Zoning.
Ricardo Patino of 7 Darling St. commented in favor of Historic District Zoning.
Kenneth Castle of 16 River St. commented in favor of Historic Zoning he stated that as the Chairman of the Redevelopment Agency he could see the many advantages of this type zoning.
John Lefrancois of 27 Sumner Ave. spoke in favor of Historic District Zoning and related that he is a member of Historic Central Falls.
Robert Hallal of 86 Summit St. spoke in favor of Historic District Zoning and commented on the increase of property values this type of District will create.
Council President Canavan commented that there are two ward affected Ward 1 and 3.
Councilman Matthews commented that he would like a list of the Historic District Houses. He spoke of doing a house to house survey of the property owners in this District.
Councilman Matthews commented on the duties of the Historic District Commission.
Discussion ensued between Council President Canavan and William Siemers.
Charles Pytel, Minimum Housing Director commented.
Councilman Matthews commented on siding and gutters.
Senator Issa spoke in favor of Historic District Zoning.
Council President Canavan commented.
Councilman Matthews commented on loans, tax credits etc.
William Siemers commented.
William Siemers commented on a Resolution before the Council for filing of a grant for "Young Rangers" program for parks maintenance program.
Council President Canavan asked if the City could pull out of this program two years from now if necessary.
William Siemers responded yes, but this program will allow for more preservation grants than the City is presently eligible for.
Councilman Matthews commented.
Public Hearing closed at 10:20 P.M.
Councilwoman Moreau read Resolution for grant application for Parks and Recreation Act 1978.
Motion to approve was made by Councilwoman Moreau and seconded by Councilman Paquette.

Motion carries 4 yes 0 no 1 absent 1 abstention.
Council President Canavan opened the floor for discussion on next meeting date for further discussion on Zoning Ordinance. It was decided that the next meeting would be March 5, 1992 at 8:00 P.M.
Motion to adjourn was made by Councilman Matthews and seconded by Councilman Paquette. All Agreed. So voted. time 10:30 P.M.
