A Regular Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 7:05 P.M.

An Ordinance Amending Chapter 12 entitled "Housing" deferred from Aug. 26, 1991 Meeting.

Councilman Brousseau proposed the following amendments:

 

section (a) delete Department of Public Safety.

 

section (b) The position shall be appointed similarly to the present Deputy City Clerk and Deputy Finance Director. The Deputy Director of Minimum Housing shall have such functions and duties as are authorized and delegated to the Division of Housing Standards, as provided by the Revised Ordinances of the City. The Deputy shall work under the supervision of the Director of Minimum Housing. delete and shall serve at the pleasure of the Mayor. section (d) the salary shall be the same as the Deputy City Clerk and Deputy Finance Director.

 

Motion to amend was made by Councilman Brousseau. No Second.

 

Councilman Brousseau commented on his amendments.

 

Councilman Charbonneau questioned Councilman Brousseau about this ordinance creating a new position.

 

Councilman Brousseau responded that it would not.

 

Councilwoman Moreau questioned Councilman Brousseau and commented.

 

Councilman Vaudreuil seconded motion to amend.

Charles Pytel, Director spoke on Ordinance in favor. He explained the need for Ordinance.

 

Councilman Brousseau questioned need for this Ordinance.

 

Discussion ensued.

 

Councilman Charbonneau spoke. Councilwoman Moreau commented.

 

Motion was made by Councilwoman Moreau that a fine of $25.00 for first Offense and $50.00 for second and any additional offenses also that the words "may be charged be deleted." No second.

 

City Solicitor George Muksian commented.

Officer Allen commented on the events that took place regarding patrons leaving the establishment with cups of beer. He explained that the employees were not co-operative.

 

Councilman Charbonneau commented that according to Rhode Island Law it was not unlawful for patrons to bring to a restaurant alcoholic beverages to be consumed while they were eating. Mrs. Seriano commented.

 

Also present was Angela Zolom who is an employee of the Restaurant. Discussion ensued.

 

Motion to bring owners to next meeting was made by Councilman Charbonneau and seconded by Councilman Vaudreuil.

 

Motion withdrawn.

 

CABLE TELEVISION

 

Discussion to implement Cable T.V. coverage of City Council Meetings.

 

Council Discussion.

 

Motion was made by Councilman Charbonneau to table until January 1992 for the next Council to decide. Seconded by Councilman Brousseau.

Attorney Kagan representing the petitioner explained that this would be a club for young people and that no alcoholic beverages would be served. He also commented that this business would be opened Thursday, Friday & Saturday.

 

Councilman Brousseau commented on the lack of parking in the area.

 

Dora Engram commented on the parking.

 

Chief Sasso stated his concerns relative to location, he commented on sound, capacity and spillover of kids waiting outside to enter. He questioned the hours of operation.

 

Councilman Brousseau commented and stated that he doesn't think the location is conductive to this type of business.

 

Councilwoman Moreau commented on the residents in the area having to put up with activities.
