SPECIAL CITY COUNCIL FINANCE COMMITTEE MEETING
MONDAY, MARCH 4, 1991
A Special City Council Finance Committee Meeting was held on the above date in the City Hall Council Chambers at 8:02 P.M.
Roll Call present:
Councilman Charbonneau
Councilman Laroche
Councilwoman Moreau
Councilman Vaudreuil
Quorum Present.
Chairman Kenneth Vaudreuil presided.
Mayor Lazieh was also present at this meeting.
Chairman Vaudreuil stated the reason for this Meeting.
Mayor Lazieh commented.
Councilwoman Moreau moved to go into Executive Session. No second. Motion dies.
Edna Poulin, Finance Director commented on the need to convene into Executive Session stating that litagation and Collective Bargaining matters were to be discussed.
Councilwoman Moreau questioned and commented on the question of Executive Session.
Mayor Lazieh commented on the need for Executive Session.
Councilwoman Moreau made a motion to convene to Executive Session. No Second. Motion Dies.
Councilman Charbonneau moved to adjourn.
Councilman Laroche asked if there would be a meeting if there was no Executive Session.
No Second on motion. Motion Dies.
Mayor Lazieh again explained that discussion would center around litigation and collective bargaining.
Councilman Laroche commented.
Edna Poulin explained meetings with the bank and state. She also commented on $1.8 million dollar deficit and stated that she needed the direction of the Council.
Mayor Lazieh read from open meetings law and cited exception for Executive Session in law.
Councilwoman Moreau moved to go into Executive Session.
Chairman Vaudreuil step down from Chair. Councilman Laroche takes over podium.
Councilman Vaudreuil seconds motion.

Councilman Charbonneau motions to adjourn.

Mayor Lazieh requests Edna Poulin to speak on those items she could.
Edna Poulin itemized the following accounts that were overspent.
$10,000 re-valuation. $5,000 in overtime for Finance Office.
$44,000 in Police Department. $37,484 in sewer and waste.
$18,800 in Claims. $1,858,000.00 school deficit.
Councilman Charbonneau asked for written figures.
Edna Poulin explained that the first quarterly collection for the 1991 tax bills would be gone just to pay these bills. She extimated that the $4 million collected would be disbursed in the following manner $2.1 million deficit and $1.5 million T.A. Bonds.
Councilman Vaudreuil commented.
Edna Poulin explained that $2.1 million is the accumulated deficit from the previous administration and $2 million from this years deficit would take the whole $4 million collected on this year's first quarterly tax. She also commented that the City will have a serious cash flow problem. There would be no way to acquire additional money.
Councilman Charbonneau commented that the City could not borrow TANS and that the City can't support itself.
Councilman Laroche questioned the $1.8 million school portion of the deficit.
Mayor Lazieh commented on the $1.8 million school deficit.
Councilwoman Moreau moved to go into Executive Session.
Councilman Laroche asked Councilwoman Moreau to explain the need for Executive Session.
Councilwoman Moreau explained. Councilman Laroche seconded the motion. All Agreed. So Voted.

School Committee Chairman Robert Canavan agreed to attend Executive Session to discuss litigation only.
Council adjourned to Executive Session at 8:36 P.M.
Reconvened at 9:28 P.M.
Councilman Vaudreuil commented.
Motion to adjourn was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted. Time 9:30 P.M.
