A Regular Meeting of the Central Falls City Council was held in the City Hall Council Chambers on the above date at 8:01 P.M.

Ordinance Amending Article IV Hawkers & Peddlers.
Ordinance Amending Chapter 12 entitled Housing.
An Ordinance Amending Chapter 3 Alcoholic Beverages.
An Ordinance Creating Restricted Reserve Accounts.
Introduced by Council President Laroche.
Councilman Charbonneau requested that the City Clerk write a letter to Joseph Peckham, Union Representative from Local 1627 to attend the August 26, 1991 Meeting.
Lois Wims Gamache presented by Mayor Lazieh and Chief Sasso.
Moved to end of agenda.
Resolution Honoring Gladys T. Burns on her retirement.

Motion was made by Councilman Brousseau and seconded by Councilman Charbonneau to adjourn to Executive Session to discuss Personnel.

City Solicitor Muksian gave opinion.
Mayor Lazieh and Chief Sasso presented a commendation to Dr. Lois Wims Gamache for the donations of her time and effort in Operation Dear John. Both the Mayor and Chief praised her for this effort.
Councilwoman Moreau presented a City Council Resolution to Lois Wims Gamache and expressed the thanks of the City Council for a job well done.
Councilwoman Moreau presented a City Council Resolution to Chief Sasso for the Work of the Central Falls Police Department accomplished in Operation Dear John.

Applicant stated that his hours would be from 10:00 a.m. to 7:00 p.m. Friday, Saturday and Sunday.
Motion to approve also with a Sunday Sales License was made by Councilman Brousseau and seconded by Councilman Charbonneau.

Rafael Morrobel was represented by his accountant.
Councilman Charbonneau asked why Mr. Morrobel was not present.
His accountant answered that Mr. Morrobel had a problem with the English Language and thought it best that the accountant represent him, he further detailed the nature of the business.
Motion was made by Councilman Charbonneau to defer until next meeting when Mr. Morrobel could be present.
No second. Motion dies.

Councilman Charbonneau questioned security for this event.
Joseph Faria, representing the Club, explained the security measures taken last year and stated that the same would hold true for this event.

Re: Grievances regarding fruit & Vegetable peddlers
Craig Kishfy was present on behalf of the above and read from a prepared statement telling the Council of the feeling of the area businesses relative to fruit and vegetable peddlers.
City Clerk Issa commented.
Council President Laroche read from State Law.
City Solicitor Muksian responded to Council questions related to the number of licenses to be issued.
Council discussion continued.
Council President Laroche thanked the City Clerk for his information regarding this matter.
Richard Muggle, President of C.A.L.L. addressed the City Council regarding Section 2.5 of the Housing Code and letters sent to the Mayor's Office about this matter. He stated that this code calls for a Technical Steering Committee charged with any aspect of urban renewal and the regulation or improvement of housing conditions. He asked why there is no committee as called for in the Code.
Mayor Lazieh responded to Mr. Muggle's questions.

Council President Laroche read Mr. Cameron's Letter. Re: Side Walk Planters
Mr. Cameron addressed the Council and requested permission to plant flowers at Quinn Square in the planters.
Mayor Lazieh commented and commended Mr. Cameron on this project.

Mayor Lazieh asked that this be deferred.
Council Discussion on legal representation and legal counsel.
Council President Laroche spoke on the issues of legal counsel to represent the City Council.
Councilwoman Moreau asked about the assistant City Solicitor.
Councilman Brousseau commented.
Motion was made by Councilman Brousseau to appoint Raymond Cooney at a salary of $1.25 per year to the position of Legal Counsel to the City Council.
Discussion by various Council members ensued.
City Solicitor Muksian commented that the City Solicitor is not the Mayor's lawyer and that the position of City Solicitor is to represent the City. He also pointed out that the appointment of City Solicitor is confirmed by the Council.
City Clerk Issa asked the following questions regarding this position:
1. Would the City provide letterhead. Council response no.
2. Would the City provide health/pension benefits. Council response no.
3. Would the City provide copier and other supplies. Council response no.
4. Would the City provide other resources or benefits. Council response no.
5. Who would pay the $1.25 fee. Council response. The City Council.
6. Would this position have access to confidential records. Council no.

Edna Poulin responded that the list has not yet been prepared due to the work on the budget.
Council President Laroche recognized Mr. Muggles and asked for further comments on Ordinance.

Councilman Charbonneau asked the Finance Director about the clothing allowance for the Dog Officer.
Edna Poulin responded.
William Benson commented.
It was agreed that the Dog Officer would meet with the Finance Director relative to this matter.
Councilman Charbonneau requested that a letter be sent to Bank of Worcester on his behalf asking when payment would be made on ASI delinquent taxes.
Discussion ensued.
Council President Laroche asked for motion.
Motion was made by Councilman Charbonneau and seconded by Councilman Brousseau that the City Clerk be instructed to send a letter to Commerce Bank of Worcester regarding the back taxes for the American Spinning facility.

Mayor Lazieh commented on the 4th of July and asked that the residents of Central Falls keep their outside lights on during this Holiday and that the Police Department was asking for neighborhood volunteers to watch for fires and other suspicious activities during this time.
Councilwoman Moreau requested that a letter be sent to Palagi's Ice Cream reminding them that the bell should not be used after 9:00 p.m. and that driveways and other traffic situations should not be obstructed by the ice cream truck.
Council President Laroche asked if she would make this in the form of a motion.
Councilwoman Moreau motioned that the above be sent and seconded by Councilman Brousseau.
