REGULAR CITY COUNCIL MEETING
MONDAY, JANUARY 14, 1991
A Regular Meeting of the City Council was held in the City Hall Council Chambers on the above date at 8:00 P.M.
Roll Call present:

Quorum present.
Councilman Sienkiewicz absent due to illness.
Council President Albert O. Laroche presided.
Motion was made by Councilman Charbonneau and seconded Councilwoman Moreau to accept and place on file the minutes to the previous meetings. All Agreed. So Voted.
Building Inspector, Minimum Housing, Electrical Permits, Animal Control Report, Plumbing Permits, Municipal Court Report, Police Report.
Police Annual Report (1990) Motion to accept collectively and place on file was made by Councilman Vaudreuil and seconded by Councilwoman Moreau. All Agreed. So Voted. Councilman Laroche commented.
Mayor Lazieh read from a prepared statement which addresses the City's finances as of January 1991. He reported that staff has been reduced to the minimum, Dept. Heads are doing double duty and that there have been no pay increases for the past year. He stated that the Administration is doing all it can to stretch the dollar. He expected the deficit of $800,000 to be slashed by $650,000 to make the deficit about $150,000. He also addressed the School Department's spending over the next six months.
Finance Director Edna Poulin explained some of the deficit which is related to the $9.9 million school bond. $120,000 is over budget for this bond because of the delay in selling the bonds. Another $60,000 is in dispute with the School Department for services provided by the City to the School.
Council President Laroche asked questions pertaining to the Police Department.
Edna Poulin explained that the Police Department has 3 new recruits and a new Radar program which will wash out the overtime spent in the Police Department.
Council President Laroche asked Finance related questions.
Council President Laroche commented on need for additional personnel.
Mayor Lazieh agreed that personnel was very tight.
Councilman Charbonneau asked questions regarding the need for full time Housing Director.
Mayor Lazieh Commented.
George Muksian, City Solicitor addressed the issue of Housing Court.
Extended discussion continued regarding the purchase of used State Police Vehicles with the Mayor, Council President Laroche, Councilman Charbonneau and Chief Sasso.
Councilman Charbonneau questioned the Finance Director.
Council comments ensued.
School Committee Chairman Robert Canavan commented on School Department Budget.
An Ordinance Establishing A Tax Classification System in the City of Central Falls.
Introduced by Council President Laroche.

Christopher Shea, Director of the Blackstone Valley Community Health Center - Re: Minimum Housing Fees.
Mr. Shea addressed the Council and explained the use of the facilities on Broad St. he told the Council that much of his funding comes from the federal government. These funds are scarce and he asked the Council to waive the fees for building renovations that are taking place at the Broad St. facility.
Motion was made by Councilman Charbonneau and seconded by Councilwoman Morrow to waive Minimum Housing fees. All Agreed. So Voted.
Resolution requesting the General Assembly to enact legislation authorizing Municipalities, which have Municipal Courts, to adjudicate Violation of R.I.G.L. 31-20-17 by procedures similar to R.I.G.L. 31-20-17.1.
