SPECIAL CITY COUNCIL MEETING

FEBRUARY 19, 1991

 

A Special Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 8:15 P.M.

 

Roll Call Present:

Councilman Charbonneau

Councilman Laroche

Councilwoman Moreau

Councilman Vaudreuil

Quorum Present.

City Council President Albert O. Laroche presided.

 

ORDINANCE PUBLIC HEARING/FINAL PASSAGE

 

An Ordinance Establishing a Property Tax Classification System for the City of Central Falls.

City Clerk Daniel Issa read Ordinance.

City Council President Laroche opened the meeting to a public hearing at 8:20 P.M.

Maurice Brousseau of 70 Pacific St. C.F. passed out a copy of the bill and asked questions pertaining to the certification of tax list.

Mayor Lazieh responded.

Mr. Roland Bouvier of 75 Clay St. commented and explained the certification process and steps. He stated that certification doesn't come until the tax roll is completed and presented to the State Department of Administration.

Mr. Brousseau asked why the rush in passing this ordinance.

Councilman Charbonneau commented.

Mayor Lazieh responded. He further stated that the homeowner would benefit by this and will have the lowest rate.

Mr. Brousseau commented.

Mayor Lazieh, Councilman Charbonneau and Councilwoman Moreau all commented.

Roland Bouvier commented that this would provide an equal tax burden for everyone.

Councilwoman Moreau commented.

Roland Bouvier explained the difference between computer revaluation and door to door and stated that the cost difference was $40,000 for computer vs. $250,000 for door to door.

Mr. brousseau asked when the people would know the new values of their properties.

Mr. Hallal of Summit St. asked if the City was following the proper steps.

Mayor Lazieh responded yes.

Robert Hallal questioned James Briden.

Mayor Lazieh responded.

Councilman Charbonneau asked why Cranston was sued.

Mr. Hallal responded that he didn't know.

Councilwoman Moreau commented.

Senator Issa commented on different legal counsel who reviewed the proposed statute.

Mayor Lazieh commented.

Council President Laroche commented on tax rate for cars.

Maurice Brousseau questioned Roland Bouvier on "mixed use".

Roland Bouvier explained.

Public Hearing closed at 9:08 P.M.

 

Motion to approve Ordinance was made by Councilwoman Moreau and seconded by Councilman Vaudreuil. All Agreed. So Voted.

 

Motion to adjourn was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted. Time 9:15 P.M.
