A Regular Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 8:23 P.M.

Quorum present.
Council President Albert O. Laroche presided
Motion was made by Councilman Charbonneau and seconded by Councilwoman Moreau to accept and place on file the minutes to the previous meeting. All Agreed. So Voted.
Police Report, Animal Control Officer Report, Municipal Court Report Councilman Charbonneau questioned the Animal Control Officer.
Motion to accept collectively and place on file was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed.
So Voted
Fire Department Annual Report (1990) Councilman Vaudreuil commended the Fire Chief. Council President Laroche commended the Fire Chief and the Fire Department for the job well done at the High School on Friday, Feb. 8, 1991.
Motion to accept and place on file was made by Councilwoman Moreau and seconded by Councilman Vaudreuil. All Agreed. So Voted.
Police Department Annual Report Motion to accept and place on file was made by Councilman Vaudreuil and seconded by Councilwoman Moreau. All Agreed. So Voted.
Minimum Housing Ordinance Introduced by Council President Laroche.
An Ordinance Establishing A Property Tax Classification System in the City of Central Falls.

Leo Leclerc thanked the Council for their Resolution and spoke on Project Operation Pride which is being held on Sat. Feb. 16, 1991 to show support for the troops in the Middle East. He invited all to attend.

City Tax Assessor
James A. Briden, Esq.

Councilman Charbonneau expressed that in his opinion Mr. Briden didn't have the necessary qualifications for this office.
Council President Laroche questioned the present Assessor, Roland Bouvier.
Mr. Bouvier explained that before he became Tax Assessor, nearly twenty years ago, he was a salesman taking courses towards certification real estate. Mr. Bouvier further stated that he recommends that appointment of Mr. Briden and that he would be a great asset to the due to his training and abilities.
Mayor Lazieh commented on the qualifications of Mr. Briden.
Councilman Charbonneau again stated that he didn't feel Mr. Briden was qualified.
Councilwoman Moreau questioned Mr. Briden.
James Briden stated his qualifications expressing his knowledge with real estate law, real estate broker, law degree and bachelors degree.
Councilman Charbonneau responded to Mr. Briden's remarks Motion was made by Councilwoman Moreau to approve the appointment of Mr. Briden as Tax Assessor. Motion seconded by Councilman Vaudreuil.
