Motion to accept and place on file the minutes to the following meetings was made by Councilman Charbonneau and seconded by Councilwoman Moreau.

Council President Laroche asked that the minutes of the May 28, 1991, last page, be amended to read that the probate judge's salary increase should be eliminated.
Also, minutes of June 7, 1991 page 5 to include what Council President Laroche and Councilman Brousseau commented.
Council President Laroche also asked to amend the meeting of June 27, 1991 page 1 -- to include what President Laroche commented on the Mayor's veto message.

Council President Laroche spoke on the recorded minutes of the City Council and stated that in order to make them official public record the City Council should accept them and place them on file by motion as is done with the written minutes.
Motion was made by Councilman Brousseau and seconded by Councilman Charbonneau to accept and place on file the recorded minutes from the date of their inception to present.

Councilman Charbonneau asked for unanimous consent to present to the "Bouvier Brothers" resolutions passed by the City Council for their call to Country in Operation Desert Storm.

An Ordinance Amending Article IV "Hawkers & Peddlers"
Council President Laroche asked what is the current number of licenses issued for this year.
Deputy City Clerk, Elizabeth Crowley responded that there were 8 active licenses to date.
Councilman Charbonneau asked if this included all types of peddler and hawkers ie. fruit and vegetables, ice cream trucks etc.
Deputy Clerk Crowley responded yes.
Councilman Brousseau commented on the current status of peddler licenses.
Councilman Charbonneau stated that selling on Broad and Dexter Streets should be prohibited to peddlers.
George Muksian, City Solicitor stated that perhaps the City Council could stipulate this on a case by case application.
Motion was made by Councilman Charbonneau and seconded by Councilman Brousseau to amend as follows:
(E) Hawkers and Peddlers are prohibited from selling on Dexter and Broad Streets within the City Limits.

An Ordinance Amending Chapter 3 "Alcoholic Beverages"
Council President Laroche commented that he would like to drop the maximum number of Class B victualling licenses to 25. He also stated that he would like this to be done when licenses are not renewed or are revoked by the Liquor Board. He also stated that the four licenses presently not issued could be changed to B Limited.
Councilman Brousseau commented that he would agree that new licenses should not be issued, however, present licenses should be able to be transferred. he also agreed that licenses could be dropped when revoked or not renewed.
George Muksian commented on licensing and stated that the City Council has the right to set a maximum no matter what licenses are active and that they could deny transfers on that basis.
Councilman Brousseau asked the Deputy Clerk, Elizabeth Crowley why Class A Licenses (Liquor Stores) were not included in this Ordinance.
Elizabeth Crowley, Deputy City Clerk explained that the maximum number of Class A Licenses issued are set by State Law according to a community's population.
Discussion ensued.

An Ordinance Amending Chapter 12 entitled "Housing"
Councilman Brousseau commented that he had some changes to make on this ordinance and requested that first passage be deferred to the September meeting.
Motion to defer was made by Councilman Brousseau and seconded by Councilman Charbonneau.

Councilman Charbonneau commented on the use of this additional property.
Mr. Siemers responded that this would increase the open space inventory for the City by 11% and that it would extending the Riverfront walkway and a softball field would also be there.

Palagi's Ice Cream (see correspondence from City Clerk) Councilwoman Moreau requested that a representative from Palagi's Ice Cream be present at this meeting so that she could inform them of several complaints she received. She informed Palagi's that the bells should not be used after 9 p.m. and that there is a problem with his drivers blocking driveways.
The manager of Palagi's stated that the problems would be taken care of and thanked the Council for this information.
Council President Laroche asked that unanimous consent be given to consider the following. Unanimous consent given.
Jose Ida Cordas to peddle dry goods by van.
Motion to approve was made by Councilman Vaudreuil and seconded by Councilwoman Moreau subject to the following provisions:
Hours Monday through Friday from 9 am to 7 pm and Sundays from 12 noon to 7 pm subject to the provisions of the pending Ordinance related to peddlers and hawkers.

Helene's Beauty Salon 437 Dexter St.
The applicant requested a temporary license subject to a Zoning Variance.
Charles Pytel, Minimum Housing Director explained the reason for this stating that the owner of the property was under the impression that this property was already properly zoned and allowed the applicant to begin renovations with the assumption that there would be no problems with acquiring a certificate of occupancy.
Council President Laroche stated that if the Council allows exception to this license if would be setting a policy different from what is now in effect and could cause many future problems.
Motion to Deny was made by Councilman Charbonneau and seconded by Councilman Brousseau. Motion withdrawn. Council Discussion ensued.
Motion to approve subject to Zoning was made by Councilman Brousseau and seconded by Councilman Vaudreuil business not to operate before Zoning approval.

City Council President Laroche asked if the City Solicitor could advise on this request.
City Solicitor Muksian advised that this should be discussed in Executive Session as its a personnel matter.
Councilman Brousseau stated that this should be taken up at the Sept. 9, 1991 meeting.

City Council President Laroche instructed the City Clerk's Office to send out a letter to all parties involved with this matter informing them of this meeting.
John Lefrancois, Special Programs Coordinator re: Car Show
John Lefrancois addressed the City Council and informed them on the progress with the second annual Car Show.
Council President Laroche commented on the success of last year's show. He asked about vendors and where they will be placed.
John Lefrancois explained that for the most part he was not encouraging peddlers for this event, but rather, to promote the present businesses in the City. He also stated that he would make room available for Broad St. businesses to set up stands on Dexter St. He said that presently there are only two peddler applications for the event which he will ask for a temporary 1 day permit for from the Council at a $10.00 fee. He also told the Council that there would be entertainment at Quinn Square. He is presently making arrangements with St. Matthews Parish relative to this event.
Richard Muggle
Re: Ordinance on Certificate of Occupancy and putting Council Meetings on Cable TV
Discussion relative to the Ordinance was addressed at the beginning of this meeting.
Mr. Muggle related to the Council that the Council should consider putting the meetings on Cable TV. He stated the benefits to the elderly, the business person and that this would be a permanent video recording of the meetings. He also related to the Council how the process of this is done with Heritage Cablevision. He also related that two members of C.A.L.L. will be certified to film these meetings shortly. He then asked that the Council begin filming by the October meeting.
Councilman Charbonneau asked why the Council couldn't begin this the first of next year.
Mr. Muggle commented.
Council President Laroche stated that this was done by the School Committee for some time with High School Student and stated that problems getting someone there for every meeting has arisen.
Councilman Vaudreuil asked if the Cable Company itself does this instead of individuals.
Mr. Muggle explained that volunteers certified by the Cable Company do the filming not the company.
Council President Laroche spoke on the good and bad side of using volunteers and made reference to the Cumberland Town Council Meetings.
Councilwoman Moreau commented that the is an excellent idea which would keep more people informed of the Council's Agenda especially those who are unable to attend for one reason or another.

Council President Laroche asked City Solicitor Muksian to comment on the correspondence received from a concerned citizen regarding transport of prisoners.
City Solicitor Muksian explained Police and Court policy regarding transporting of prisoners.
Council President Laroche asked the Deputy City Clerk, Elizabeth Crowley to read the correspondence from Roland A. Hemond. So read.
Finance Director Edna Poulin requested to speak. Request granted by Council President Laroche. She spoke on the rumors that she was leaving for a position with Fleet National Bank. She informed the City Council that this was false and that she intended to be here for the duration.
Council President Laroche asked her for the status on their request for a least of real estate taxes more than 9 months outstanding.
Edna Poulin replied that her office has not yet been able to respond to that request as a result of tax collections and vacation schedules.
Council President Laroche replied that this was requested several months ago and the Council would subpoena the records.
Councilman Brousseau asked Edna Poulin if the American Spinning Properties taxes were paid.
Edna Poulin responded no.
Motion was made by Councilman Brousseau and seconded by Councilman Charbonneau that a Resolution requesting the tax delinquent records the arrangements made by those delinquents and the status of Worcester Bank relative to the American Spinning Taxes be submitted to the City Council by September 9, 1991, the next regular meeting of the City Council.
