SPECIAL CITY COUNCIL MEETING

A Special Meeting of the City Council was held on the above date in the City Hall Council Chambers at 8:10 P.M.

Councilwoman Moreau
Councilman Vaudreuil
Quorum present.
City Council President Albert O. Laroche presided.
Call for the Meeting was read by Council President Laroche.
Motion was made by Councilwoman Moreau and seconded by Councilman Charbonneau for use a loud speaker at anti crime march.

Council President Laroche suggested that a 12" main be tapped and spoke on liability.
City Clerk Issa read a letter from the law firm of Powers, Kinder, Kenney & Brody requested by City Council President Laroche.
Councilwoman Moreau questioned Mr. Brody on the Credit & Liability of City.
Mr. Brody responded.
Councilman Charbonneau questioned Mr. Brody on the occupancy rate.
Mr. Brody responded.
Marshall Wyatt commented.
Councilman Charbonneau read zoning amendment and questioned language.
Mr. Brody responded.
Councilman Charbonneau questioned Mr. Wyatt further on inmates.
Mr. Wyatt responded and Mr. Brody expanded on answer.
Councilman Charbonneau questioned Mr. Muksian.
Council President Laroche questioned Mr. Brody about Board.
Council President Laroche questioned Mr. Muksian on Contract.
Council President Laroche questioned Mayor on taxes on property.
Mayor Lazieh responded that the taxes will be paid in full soon.
Councilman Charbonneau questioned Mayor Lazieh on open space report.
Mayor Lazieh responded.
Discussion ensued.
Mayor Lazieh commented on long term and revenue to City.
Councilwoman Moreau asked about inmates.
Mr. Brody responded that this would be federal inmates only.
Councilwoman Moreau questioned breaks and quoted figures from ACI relative to them.

| 1991 | 2812 prisoners | 39 escapes all walk aways. |
Mr. Brody responded and Mr. Ventutulo responded. They stated that there would be no work release on this project.
Mr. Charbonneau questioned construction costs.
Mr. Brody responded.
Councilman Laroche questioned Don Wyatt regarding state inmates at facility.
Mr. Wyatt stated that there would be no state inmates.
Mr. Ventutulo agreed that this would be written into agreement.
Councilman Charbonneau stated that the City Council should hire a lawyer before any further action and made this into a form of a motion. There was no second on the motion.
Councilman Brousseau commented.
City Clerk Daniel J. Issa read letter from Mayor Lazieh on Resolution Detention facility.
Motion to accept and place on file was made by Councilman Brousseau and seconded by Councilman Vaudreuil.

Mayor Lazieh commended Marshall Wyatt on his 23 years of service to the United States Marshalls Service and thanked him for his assistance to this project.
