A Regular Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 8:15 P.M.

City Council President Albert O. Laroche presided.
Motion to accept and place on file collectively the minutes to the previous meetings was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted.
Personnel Matters and Litigation
Motion to recess to Executive Session was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed.
So Voted. Time 8:20 P.M. Meeting reconvened at 8:45 P.M.
City Clerk, Daniel J. Issa informed the City Council that today the Boy Scouts took over the City. He then read a resolution passed by the Boy Scouts.
Motion was made by Councilman Charbonneau and seconded by Councilwoman Moreau to accept the Resolution and place on file. All Agreed. So Voted.
Minimum Housing, Electrical Permits, Building Permits, Building Inspector, Police Report, Municipal Court Report, Animal Control Report Councilman Brousseau asked if year to date figures could be included in the monthly reports.
Councilwoman Moreau questioned the Plumbing and Electrical Permits.
Motion to accept collectively and place on file was made by Councilman Charbonneau and seconded by Councilwoman Moreau.

An Ordinance Amending the Municipal Court Ordinance as amended.
Introduced by Council President Laroche.
An Ordinance Related to Chapter 10 of the Revised Ordinances entitled "Fire Prevention" Article III Section 10-17 "Hazardous Materials Permit to Store and Use."
City Clerk Daniel J. Issa read the Ordinance.
Councilman Brousseau commented on the Ordinance.
Motion was made by Councilman Brousseau and seconded by Councilman Charbonneau to amend this Ordinance as follows:
Amend Section (a) Last sentence add "On the Property."
Section (c) Change sentence from "For each day the the violation of this section continues." to Each Day that Hazardous Materials are stored without the required permits shall constitute a new violation.
Section (d) Amend to $50.00.
Section (f) End of sentence add "the storage and or transportation"
All Agreed. So Voted.
Motion to approve as amended was made by Councilman Brousseau and seconded by Councilman Charbonneau. All Agreed. So Voted.
An Ordinance Related to Chapter 10 of the Revised Ordinances entitled "Fire Prevention" Section 10-18 "Designating Certain City Roadways on which Hazardous Materials may be Transported.

Councilman Brousseau questioned if Section 10-19 and 10-20 Should be separate Ordinances Motion to act upon Section 10-18 was made by Councilman Brousseau and seconded by Councilman Charbonneau. All Agreed. So Voted.
Councilman Brousseau motioned to amend #4 to read:

Mayor Lazieh asked the City Council to Introduce Ordinances relating to Section 10-19 and 10-20 at this meeting so that they can be considered for first passage at the next meeting of the City Council.
An Ordinance Related to Chapter 9 of the Revised Ordinances Entitled "Fire Division" Article 1 "Fire Alarm System"

Councilman Brousseau moved to amend. Seconded by Councilman Vaudreuil. All Agreed. So Voted. Amendments made as follows:
9-9 (a) Change Fire Alarm Fund to "Special Fire Equipment Fund" Section 9-10 Change paragraph two from A copy of this statement will be sent to all master box owners in the City if this is agreeable to the Public Safety Director, Finance Director and City Council." to A Copy of this statement will be sent to all master box owners upon its passage.
Section 9-10 paragraph change the word account to fund.
Motion to approve as amended was made by Councilman Brousseau and seconded by Councilman Vaudreuil. All Agreed. So Voted.
An Ordinance Related to Chapter 10 of the Revised Ordinances entitled "Fire Prevention" Article II Section 10-19 "Maintaining a Fire Hazard Prohibited."
An Ordinance Related to Chapter 10 of the Revised Ordinances entitled "Fire Prevention" Article II Section 10-20 Related to Portable Heaters.
Introduced by Unanimous consent of the City Council.

Motion to approve was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted.
Councilman Brousseau read from a prepared statement thanking the City Council on this Resolution and the hard work involved to achieve the best quality education for the children of the City and to relieve the burden of the taxpayer.
Council President Laroche also commended Mayor Lazieh and Finance Director Edna Poulin for their efforts.
Councilman Vaudreuil commented that the City's Senators and Representatives should also be thanked for their assistance in the State takeover of the School Department.

Resolution Authorizing the Mayor to file an application for Community Development Grants.

Resolution Welcoming Home Sgt. Russell Fontaine from operation Desert Storm.
Introduced by Councilwoman Moreau.

Resolution Congratulating Elizabeth A. Crowley on her successful opening of the "Adopt-A-Book" Preservation Project.

Council President Laroche commented and thanked Deputy City Clerk, Elizabeth Crowley on her performance on this project. Mayor Lazieh also commented on Mrs. Crowley's performance and thanked her for her dedication.
Resolution Congratulating Central Falls Librarian, Thomas Shannahan on his Lorenzo De Nevers Art Exhibit.

Mayor Lazieh read a Correspondence from Cumberland Town Council related to the Closing of the Branch St. Bridge.
Mayor Lazieh requested that the City Council draw a similar Resolution against the Closing of Branch St.
Motion was made by Councilman Brousseau and seconded by Councilman Vaudreuil that it is Resolved by the City Council against the Closing of Branch Street in Pawtucket.
Councilman Charbonneau commented on sidewalk signs in front of area businesses. He asked if there were any Ordinances governing their size. He stated that he had received several complaints from senior citizens with regards to this matter.
Mayor Lazieh commented and suggested that an Ordinance could be drawn up by the City Solicitor regulating the size of the signs.
City Solicitor Muksian asked for some guideline that the Council wished to be included in this Ordinance.
Mayor Lazieh suggested that the maximum and minimum size should be included and the number of signs and the footage space for pedestrians access.
Senator Issa commented on the Enterprise Zone Legislation.
