REGULAR CITY COUNCIL MEETING

MONDAY, SEPTEMBER 10, 1990

 

A Regular Meeting of the Central Falls City Council was held in the City Hall Council Chambers on the above date at 8:00 P.M.

 

Roll Call Present

 

Councilman Charbonneau

Councilman Laroche

Councilwoman Moreau

Councilman Vaudreuil

 

Quorum Present.

 

Councilman Sienkeiwicz absent due to illness.

 

City Council President Albert 0. Laroche presided.

 

CITY OFFICER'S REPORTS (AUGUST)

 

Building Inspector; Electrical Permits; Plumbing Permits; Municipal Court Report; Police Report; Animal Control Officer Report.

 

Motion to accept collectively and place on file was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted.

 

ORDINANCE (FIRST PASSAGE)

 

An Ordinance Amending Section 18-10 "Entitled Abatement of Nuisances."

ARCADE LICENSE (DEFERRED COUNCIL MEETING 8/27/90)

 

Harold A. Meyer, III

d/b/a Dexter Arcade

854 Dexter St., Central Falls.

 

Councilman Vaudreuil questioned Mr. Meyer.

 

Mr. Meyer responded. Comments followed.

 

Mayor Lazieh commented that he doesn't recommend this license be granted nor does the Police Department.

 

Mr. Meyer commented that he feels the City's position is prejudicial.

 

Mayor Lazieh commented.

 

Dialogue followed.

 

George Muksian, City Solicitor questioned Mr. Meyer on his partnership.

 

Mr. Meyer responded that S. Beecher Amusements are his partners. He further stated that no pool tables would be in the establishment and that the cost to operate the videos would range between 25-50 cents per game. He further stated that there would be a superintendant on the premises at all times. The Hours of operation for the business would comply with City Ordinance and the building is equipped with an Alarm and locked fence for the parking lot in the rear of the building. There may be some pinball machines, there is toilet facilities and the building is air conditioned.

 

Council President Laroche read the Ordinance relating to Amusement Centers and stated that the hours are 10 a.m. to 10 p.m. in July & August. However, during school the establishment must be closed between the hours of 10 p.m. to 2:30 p.m.. Mr. Meyer stated that he would comply with the Ordinance.

 

Motion to deny the application was made by Councilman Vaudreuil and seconded by Councilwoman Moreau. All Agreed. So Voted.

NEW BUSINESS

 

Monthly Neighborhood Meeting- City Council and Department Heads-Discussion Councilwoman Moreau commented in favor of concept. Councilman Vaudreuil agreed. Councilman Charbonneau commented. Council President Laroche commented.

 

Councilman Charbonneau questioned the Mayor on the status of the School Bonds. Edna Poulin responded.
