CITY OF CENTRAL FALLS
SPECIAL CITY COUNCIL MEETING AND INFORMATIONAL PUBLIC FORUM
MONDAY, OCTOBER 29, 1990
A Special City Council Meeting and Informational Public Forum was held in the City Hall Council Chambers on the above date at 7:01 P.M.

Councilwoman Moreau
Councilman Vaudreuil
Couuncilman Sienkiewicz absent due to illness.
Quorum present.
Council President Albert O. Laroche presided.
Council President Albert O. Laroche mentioned the passing of former Councilman Thomas Reilly and asked for unanimous consent to consider of Resolution.
Motion was made by Councilman Charbonneau and seconded by
Councilwoman Moreau to approve Resolution on condolences to the Family of Thomas A. Reilly.
All Agreed. So Voted.
Mayor Lazieh commented on the awarding of Bonds and introduced Frank Juchnik the financial consultant to the City of Central Falls from Fleet National Bank.
Frank Juchnik spoke regarding structures of bond debt payments. He explained that the interst is 9.25 per year.
Councilman Charbonneau asked questions.
Frank Juchnik responded and explained that the New England economy has affected the rates.
Mayor Lazieh commented and stated that Holyoke was paying a rate of 11%. He further commented of the Baa rating that the City has managed to retain when other Communities in New England has lower ratings. This is very crucial.
Councilman Charbonneau continued to question Frank Juchnik.
Mayor Lazieh commented and recommended that the bid be awarded to the only bidder. He further commented that the interest is reimbursed by the state at a rate of 84%. Bond Counsel is present if there are any questions. He also complimented Fleet & Adams McAtee.
Members of the School Committee Norman Bergeron and Maurice Brousseau were present. School Committeeman Bergeron commented on the need to sell bonds quickly.
Edna Poulin stated that it is imperative that the bonds be sold.
Councilman Vaudreuil moved to accept the resolution on the bonds. Motion seconded by Councilwoman Moreau. All Agreed. So Voted.

Extended Hours for Fundraiser dance bar to close at 1:00 A.M. hours to be extended to 3:00 a.m. (Money to be used to provide Christmas Gifts for poor Children in the City)
Motion to approve was made by Councilman Charbonneau and seconded by Councilman Vaudreuil. All Agreed. So Voted.
City Referendum On November 6, 1990 "Authorizing the City of Central Falls to adopt a System of Property Tax Classification."
Mayor Lazieh read ballot explanation from public handout regarding the Referendum.
He spoke on the importance of supporting tax classification. He also commented on a $3000.00 tax exemption for owner occupied dwellings.
Elaine Partridge of Earle St. questioned the owner occupied exemption.
