REGULAR CITY COUNCIL MEETING
MONDAY, OCTOBER 15, 1990
A Regular Meeting of the Central Falls City Council was held in the City Hall Council Chambers on the above date at 8;18 P.M.
Roll Call present

Quorum present.
Councilman Sienkiewicz absent due to illness.
Council President Albert O. Laroche presided.
Motion was made by Councilman Charbonneau and seconded by Councilwoman Moreau to accept and place on file the minutes to the previous meeting. All Agreed. So Voted.
Building Inspector, Electrical Permits, Plumbing Permits, Police Report, Municipal Court Report, Animal Control Officer.
Motion to accept collectively and place on file was made by Councilman Vaudreuil and seconded by Councilwoman Moreau. All Agreed. So Voted.
Councilman Charbonneau questioned the Animal Control Officer's report. Animal Control Officer William Benson responded to Councilman Charbonneau's questions.
Councilwoman Moreau questioned Electrical and Plumbing reports.
Mayor Brian Sarault of the City of Pawtucket to address the City Council regarding November referendum relating to Off Track Betting in Pawtucket.
Motion to defer was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted.
An Ordinance Amending Section 18-10 "Entitled Abatement of Nuisances."
Correspondence from American Civil Liberties Union relating to this Ordinance was read by City Clerk, Daniel J. Issa.
Correspondence from City Solicitor, George Muksian read by City Clerk, Daniel J. Issa.
City Clerk, Daniel Issa read Ordinance.
City Solicitor George Muksian addressed the City Council and informed them that this Ordinance was Constitutionally defective.
Police Chief Robert Sasso agreed that this Ordinance would be difficult to enforce.
Councilman Charbonneau moved to defeat Ordinance.
Council President Laroche opened the meeting to a public hearing at 8:37 P.M.
Richard Muggle of C.A.L.L. commented on this Ordinance and asked that the Ordinance be withdrawn.
Public Hearing closed at 8:40 P.M.
Motion was made by Councilman Charbonneau that due to legality of this Ordinance that this be defeated. Motion seconded by Councilwoman Moreau. Council President Laroche thanked Mr. Muggle for his effots. On the motion to defeat. All Agreed. So Voted.
An Ordinance Amending Section 16-10-9 of the Traffic Ordinance Introduced by Councilwoman Moreau.
Resolution Authorizing the City of Central Falls to Purchase Property located at 19-21 Garfield St. C.F.
Mayor Lazieh read the resolution and commented.
Council commented, Chief commented.
Motion to approve was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted.
Resolution authorizing the Mayor to enter into a Lease Agreement between the City of Central Falls and Roman Bogacz.
Attorney Marran answered the questions of the City Council.
Mayor Lazieh commented in favor of the lease and explained reasons.
Discussion between Council, Mayor and Attorney.
Councilman Charbonneau prefers a 20 year lease.
Motion by Councilman Charbonneau to reduce time to 20 years, with 20 year renewal option. Seconded Vaudreuil. All Agreed. So Voted.
Resolution Recognizing Down Syndrome Awareness Month in Central Falls.
Motion to approve was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted.

Broad St. Central Falls deferred from 9/10/90 meeting.
Albert J. Vitali, Jr. son of the owner, addressed the Council and explained that he wants a family atmosphere for this operation. He further explained the Arcade would be helpful to parents while they shop at the depot. There would also be kiddie rides.
The Council questioned different aspects of the operation.
Mayor Lazieh commented that three quarters of the depot is located in Central Falls. He further commented that this was the best location for the arcade and that it would be located on the Central Falls side of the depot. Mayor Lazieh recommended a 3 month license and commented that the parking was excellent.
Councilman Charbonneau commented that we denied one license last month.
Council President Laroche commented that that license was requested in a congested, densely traveled area and that this area was more feasible.
Chief Sasso commented and suggested that with limited hours of operation, operational guarantees, security and a probationary period that he saw no problem with this request.
City Solicitor Muksian commented on the difference between the two license requests and although the City could be sued the other operation varied greatly from the Depot application. This operation being a part time operation and the other a full time operation.
Councilman Charbonneau moved to have the license deferred and ask the applicant to make an application in the City of Pawtucket. Motion dies no second.
Mr. Vitali explains that the Arcade is located in the Central Falls side of the depot.
Mayor Lazieh also comments that the Arcade would be on the Central Falls side of the depot.
Councilman Vaudreuil moves to approve. Councilwoman Moreau seconds.
