A Regular Meeting of the Central Falls City Council was held in the City Hall Council Chambers at 8:10 P.M.

Motion to accept and place on file collectively the minutes of the previous meetings was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau.

Building Inspector, Plumbing Permits, Electrical Permits, Police Report, Municipal Court Report, Animal Control Officer Report.
Motion to accept collectively and place on file was made by Councilman Charbonneau and seconded by Councilman Vaudreuil. All Agreed. So Voted.
An Ordinance Amending Article II Section 19-37 "Police Division Vacancies-Generally."
An Ordinance Amending Chapter 11 Article II of the Revised Ordinances entitled "Collection of Refuse."
An Ordinance Amending Chapter 11 Article III of the Revised Ordinances entitled "Refuse Disposal Facilities."
An Ordinance Amending the Recycling Ordinance.

Mayor Lazieh asked the City Council to act upon the resolution regarding the Notre Dame Ambulatory Facility because Congressman Ronald Machtly was present to speak on behalf of this Resolution.
Resolution Authorizing the Mayor to enter into an Agreement for the Aquisition of the former Notre Dame Ambulatory Care Facility.
Mayor Lazieh asked the City Council to amend this Resolution to read" Authorizing the Mayor and President of the City Council".......
Mayor Lazieh introduced Congressman Machtley to the City Council.
Daniel J. Issa, City Clerk read the Resolution.
Congressman Machtley addressed the City Council and explained the process of his activity on the Federal level to with regards to Health Care Facilities. He stated that Health Care and Community Services were far exceeding the Facilities that are in present use. He stated that he was very impressed with the Health & Community Care Facility presently in use in Central Falls and commended the organizers of the facility. He stated that the facility was a first class Health Care Facility and he urged the support of the Council to endorse the Mayor's program with regard to the facility. He stated that he would assist in any way possible on the federal level to seek all possible aid for this facility.
Councilman Charbonneau questioned the Mayor on the cost to the City for the acquisition of this facility.
Mayor Lazieh explained that the facility would not cost the taxpayers of the City $1.00. He further explained that $75,000 would come from Community Development Block Funding and $29,500 would be a charitable donation from the seller to the purchaser. The Notre Dame Ambulatory Care facility would be $1.00 which would be donated by Mayor Lazieh. He further explained that the City would enter into two contracts which would be reviewed with the City Solicitor, one with Ray Car Realty Corp. and the other with Notre Dame Ambulatory Care. He further stated that the City would benefit by acquiring $400,000 worth of property at no cost to the Taxpayer, which in turn would be leased to a Community Health Care Facility. He further stated that the Community would be receiving much needed Community and Health Care services at no outlay of City money.
Councilman Cahrbonneau questioned the Mayor further on this property.
Motion to amend the Resolution to include "and the City Council President" was made by Councilman Sienkiewicz and seconded by Councilman Vaudreuil. All Agreed. So Voted.
Motion to approve the Resolution as Amended was made by Councilman Sienkiewicz and seconded by Councilman Vaudreuil. Unanimously Approved.
Resolution Authorizing the Mayor to file for Grants to make Improvements to the Higginson Ave. Sports Complex.
Mayor Lazieh explained this resolution and stated that the funds were available through the Open Space Bond for recreational purposes.
Councilman Sienkiewicz questioned Bond.
Mayor Lazieh explained that this was Grant money available for open space.
Motion to approve was made by Councilman Sienkiewicz and seconded by Councilman Vaudreuil. Approved Unanimously.
Resolution In Support of An Act Relating to the Preservation of Public Records of Cities & Towns.
Mayor Lazieh explained the problem with the records held in the City Clerk's Office. He explained that the City was looking at various ways to preserve the records. He introduced the Deputy City Clerk, Elizabeth Crowley to the Council.
Elizabeth A. Crowley, Deputy City Clerk explained the condition of many of the vital record, deed, probate and Council Books. She explained that the records date from 1731 when Central Falls was a Village in the Town of Smithfield. The Resolution before the Council is a small part in the beginning of preservation for these records. She explained that as part of the 200th celebration of the entering of Rhode Island into Statehood, the legislature, recognizing the value that these records, is enacting legislation to begin this preservation.
Motion to approve was made by Councilman Vaudreuil and seconded by Councilman Charbonneau. Unanimously Approved.
Richard H. Leclerc, Community Counseling Corporation.
Richard Leclerc explained the services provided by Community Counseling at the Hunt St. House he further explained that there are 12 residents presently living at this facility.
Mayor Lazieh commented that he contacted Mr. Leclerc and had numerous discussions regarding the project. He explained that the services provided at Hunt St. House are for persons who have physical incapacities as well of a need for mental health care. He commented that Hunt St. House has undergone over $100,000 worth of repairs to the facility.
Councilman Charbonneau commented on the facility.
Council President Laroche commented on the facility and thanked Mr. Leclerc for taking time to meet with the Council to explain the services provided by the Hunt St. House facility.

Marion Pelletier

Marion Pelletier addressed the City Council and informed them of a residence on the corner of Hunt and Washington St. that is storing vehicles and other things that are creating a problem to area residents.
Mayor Lazieh informed the Council that the Minimum Housing Department was working on the problem and letters were sent informing the owner of the violations Council President Albert O. Laroche commended the Central Falls Fire Department and area Fire Departments for the outstanding performance of containing a fire on Dexter St. He also commended Andre Lambert, John Lefrancois and Ronald Doucet for their job performance at this fire.
Mayor Lazieh also commended the performance of the Fire Department, Minimum Housing and area businesses for the outstanding job and for the performance of the City Council President Albert Laroche.
Councilman Charbonneau addressed the City Council with regards to a proposal from the All Citizens Advisory Council relative to the conditions of the Police Station. He reported that he received a letter from this Committee which states that they would volunteer their services to clean the Police Station. He questioned they Mayor as to why their request was refused.
Mayor Lazieh responded that he never received a letter from this Committee. He further stated that he was upset that this letter was not seen by the Administration. He further stated that no one approached him with this offer. Mayor Lazieh commented that he would be happy to meet with any organization to discuss the possibilities of volunteers to clean the Police Station.
Further comments were made by the Mayor and Councilman Charbonneau.
Mr. Demeule asked the City Council President to speak.
Council President Laroche responded no. That this is not a Public Hearing.
Mayor Lazieh responded that he would review the offer.
Councilman Charbonneau asked who the Mayor was to deny the offer.
Council President Laroche cautioned Mr. Demeule that he was out of order.
Mr. Demeule stated that Capt. Sasso, Lt. Minke and Deputy Chief Fram were all aware of the offer.
Council President Laroche again cautioned that Mr. Demeule was out of order.
City Sergeant Raymond Paine asked Mr. Demeule to be seated.
City Clerk and Purchasing Agent Daniel Issa commented on the conditions at the Police Station.
Motion to adjourn was made by Councilman Vaudreuil and seconded by Councilman Sienkiewicz. All Agreed. So Voted. Time 10:15 P.M.

Discussion
Council President Laroche commented to the City Council about the possibility of Video Taping Council Meetings. He mentioned that the School Committee has offered the services of the School Department relative to this project.
Councilman Sienkiewicz stated that he would be cautious of video taping.
Councilman Charbonneau commented on video taping
Councilman Vaudreuil also commented.
Mayor Lazieh stated the importance of video taping and that the Council meetings would reach more of the City Residents through this media. He also stated that the Students at the school would have a valuable learning experience through this program and that this was a great opportunity for the youth of this City.
Further discussion took place on the subject.
Council President Laroche stated that he would establish a committee to pursue the particulars of this program.
The discussion was deferred to a later date by the City Council.
