SPECIAL CITY COUNCIL MEETING
FRIDAY, JUNE 1, 1990
A Special City Council Meeting was held in the City Council Chambers in City Hall on the above date at 7:10 P.M.

Quorum present.
Council President Albert O Baroche presided.
1. The Annual Operating Budget Ordinance.
2. The Capital Program Ordinance.
3. The Annual Capital Program Ordinance.
4. An Ordinance Pertaining to Salaries of Department Heads and Others in Unclassified Service.
5. An Ordinance Amending Section 2-68 "Salaries of Firemen & Policemen.
6. An Ordinance Amending Chapter 2, Article VII, Section 2-67 (Wage Schedule Generally) of the Revised Ordinances as Amended.
7. An Ordinance Establishing the Classes of Positions, the Maximum Number of Employees and the Number of Employees in certain classes in the City Departments.
8. An Ordinance Establishing a Juvenile Hearing Board.
9. An Ordinance Amending Chapter 14 entitled "Licenses Generally".
The above Ordinances were Introduced by City Council President Albert O. Laroche.
1. An Ordinance Amending Chapter 11 Article II entitled Collection of Refuse.
City Clerk, Daniel J. Issa read the Ordinance.
Motion to approve was made by Councilwoman Moreau and seconded by Councilman Vaudreuil. All Agreed. So Voted.
2. An Ordinance Amending Chapter 11 Article III entitled "Refuse Disposal Facilities.
City Clerk Daniel J. Issa read the Ordinance.
Motion to approve was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted.
1. Resolution Authorizing the Mayor and the President of the City Council to sign a contract between the City of Central FAlls and Local 1627, AFSCME, Council 94, representing the Highway workers, City Hall, Library and Police Clerks.
2. Resolution Authorizing the Mayor and the President of the City Council to sign a contract between the City of Central Falls and Lodgs #2, Fraternal Order of Police.
3. Resolution authorizing the Mayor and the President of the City Council to sign a contract between the City of Central Falls and Local 1485, International Association of Firefighters.
All Resolutions were introducted by City Council President Albert 0. Laroche.
1. Resolution Honoring Rev. Joseph F. McCabe on the 60th Anniversary of His Ordination to the Priesthood.
City Clerk Daniel Issa read Resolution.
Motion to approve was made by Councilwoman Moreau and seconded by Councilman Charbonneau. Unanimously Approved.
2. Resolution Honoring Pawtucket Times Reporter Mike D'Ambra on his Retirement.
City Clerk Daniel Issa read Resolution.
Motion to approve was made by Councilman Charbonneau and seconded by Councilman Sienkiewicz. Unanimously Approved.
3. Resolution In Support of the Implementation of Phase II of the Governor's School Project for the Margaret I. Robertson School.
City Clerk read Resolution.
Motion to approve was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted.
4. Resolution Congratulating Mr. & Mrs. Merrill S. Loynds, Sr. on their 70th Wedding Anniversary.
City Clerk Daniel Issa read Resolution.
Motion to approve was made by Councilman Charbonneau and seconded by Councilman Moreau. All Agreed. So Voted.
Councilman Laroche commented.
5. Resolution In Support of School Regionalization in Central Falls and Pawtucket.
City Clerk, Daniel Issa read Resolution.
Motion to approve was made by Councilman Sienkiewicz and seconded by Councilman Vaudreuil. Unanimously Approved. Council President Laroche commented on the resolution.
6. Resolution regarding School Bonds and Proceeds thereof.
City Clerk Daniel J. Issa read Resolution.
Letter from Norman Bergeron, Vice Chairman of School Committee was read by City Council President Albert O. Laroche.
City Council President read a prepared statement which stated that due to the significant financial impact on the City, School Committee and School Building Committee, he would request that the Resolution be tabled until such time as the mentioned parties have an opportunity to meet to address all areas of concern both legally and financially.
Councilman Charbonneau made a motion to table the Resolution. Councilman Sienkiewicz seconded the motion.
Under discussion, Mayor Lazieh commented on the Resolution. Penny Register, Bond Counsel, was present to answer questions regarding bonds or the Resolution.
No questions were asked of her.

Motion carried: 4 yes 0 no 1 abstention.
Councilwoman Moreau asked a question during the vote.
Council Members and Mayor Lazieh commented. Mayor Lazieh stated that $4.00 four dollars would be added to the tax rate if this Resolution wasn't pased.
Mayor Lazieh asked Bond Counsel to speak.
Penny Register from Tillinghast, Collins and Graham was present to speak.
Motion was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau to end discussion on motion. All Agreed. So Voted.
Evelyn Resto-Itinerant Restaurant for Sat. & Sun. at Higginson Ave.
Sports Complex for Baseball Games. deferred 4/9/90 Council Meeting.
Motion to defer was made by Councilwoman Moreau and seconded by Councilman Charbonneau. All Agreed. So Voted.
Motion to adjourn was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau. All Agreed. So Voted. Time 8:30 P.M.
