A Special Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 8:05 P.M.

Councilman Sienkiewicz absent due to illness.
Quorum Present.
Council President Albert O. Laroche presided.

Motion to approve was made by Councilman Charbonneau and seconded by Councilman Vaudreuil and Councilwoman Moreau. All Agreed. So Voted.

Motion to approve was made by Councilwoman Moreau and seconded by Councilman Vaudreuil. All Agreed. So Voted.
Joint Meeting with City Council at the request of the School Committee; re: Appeal of Budget Fund Request.
Joint Meeting with School Committee began at 8:10 P.M.
School Committee Chairman Robert Canavan addressed the City Council with regards to the School Budget.
Superintendent of School Roland Deneault commented on the School Budget and gave a brief summation of the following:
Salaries $8.8 million
Fringe Benefits $2.2 million
Davies Tuition $300,000
Special Ed. $846,000
Total expenditures $12 million which is $800,000 less than appropriated from the original request of $13.5 million.
School Committee Chairman Canavan stated that it is impossible to run a School on the present cuts.
Councilman Charbonneau asked if the City has any money to allocate to the School.
Mayor Lazieh responded that he didn't have enough money to run the City now, if the City Council wanted to raise taxes then we can fund the school. He further stated that he understood the problems of the School Committee because he has the same problems. He explained the various cuts in revenue and in State Aid.
School Committeeman Norman Bergeron asked a question about the Budget.
Edna Poulin responded.
School Committeeman Bergeron commented on the School's allocation being $800,000 less than last year and he expected an increase not a decrease in this allocation.
Mayor Lazieh responded.
School Committeeman Bergeron commented on Restricted and un-restricted accounts.
Mayor Lazieh and Edna Poulin responded.
Mayor Lazieh commented on the personnel cuts to the City and the possible deficits in this year's budget.
Council President Laroche commented on accumulative deficit.
Edna Poulin and Mayor Lazieh responded.
Council President Laroche commented that the Council has been generous given the City's hardship.
School Committeeman Bergeron commented that the City has not shared the increase with the School Department.
Mayor Lazieh responded that the City is not balancing the budget on the School Department and reminded that the City has faced some very painful cuts.
James Martin commented on State Aid and the 2 year reference.
Superintendent Deneault commented on the process necessary to proceed.
Mayor Lazieh questioned if this was final budget.
School Committee responded no as presented tonight because this is the original request made by the School Committee of $13,534,942.
Roland Deneaultcommented that the School Committee has amended this budget to $11,062,101.
Motion was made by Councilman Charbonneau and seconded by Councilwoman Moreau to deny the request of the School Department for more money and keep request at present allocation of $11,062,101.
All Agreed. So Voted.
