SPECIAL CITY COUNCIL MEETING
MONDAY, JANUARY 22, 1990
A Special Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 7:05 P.M.

Council President Albert O. Laroche presided.
An Ordinance Amending Section 16-19-4 of the Traffic Ordinance Entitled "Penalties".
An Ordinance Amending Section 16-20-4 of the Traffic Ordinance Entitled "One-Way Streets Designated".
Introduced by Council President Albert O. Laroche.
An Ordinance Amending 16-3-16 of the Traffic Ordinance Entitled "Stopping on Travelled portion of open Highway permitted".
City Council President Albert O. Laroche asked the City Clerk, Daniel J. Issa to read the Ordinance. So Read.
Motion to approve was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted.
Deputy Chief John Fram commented on the Ordinance.
An Ordinance Related to Department Heads.
Two versions of this Ordinance was read by City Clerk, Daniel J. Issa at the request of the City Council President, Albert O. Laroche. The City Council chose the Ordinance which contained one section to act on.
Motion to approve was made by Councilwoman Moreau and seconded by Councilman Charbonneau and Councilman Vaudreuil. All Agreed. So Voted.
Mayor Lazieh commented on this Ordinance.
Deputy Chief John A. Fram; re: "Penalties" in the Traffic Ordinance. City Clerk Daniel J. Issa read this letter to the City Council.
Motion to accept and place on file was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau. All Agreed. So Voted.

City Clerk Daniel J. Issa was instructed to read this letter by City Council President Albert O. Laroche. So Read. Motion to accept and place on file was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau. All Agreed. So Voted.
Chief Rene A. Coutu, Central Falls Fire Department; re: making Kendall Street a one Way Street.
City Clerk Daniel J. Issa was instructed to read this letter by City Council President Albert O. Laroche. So Read. Motion to accept and place on file was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau. All Agreed. So Voted.
Councilwoman Moreau commented on Kendall Street and explained the reason for the request to make Kendall Street a one-way from Lonsdale to Pine St. This would allow for children to be on curb side when exiting a vehicle.
Chief Coutu explained the problems with the fire truck in making a turn from Moore Street to Kendall in this situation.
Deputy Chief John Fram also commented on this problem.
Councilwoman Moreau questioned the City Solicitor on the liability of making a one way from Pine to Lonsdale and allowing children to cross the street.
Assistant City Solicitor George Muksian responded.
Chief Coutu asked that Parker Street be made a One Way.
Council President Albert O. Laroche questioned Deputy Chief Fram and Chief Coutu on making one side parking on Parker Street.
Dep. Chief Fram commented on the difficulties of making Kendall St. a one way from Lonsdale to Pine.
Council President Laroche commented on the Ordinance and suggested that the City Council wait until the Public Hearing on the Ordinance before deciding on which direction the one way should be made.
Councilman Charbonneau questioned Deputy Chief Fram.
School Committeeman David Bergeron of Ward V addressed the City Council and spoke in favor of making Kendall Street a One Way from Lonsdale to Pine. He explained that for the safety of the children it was better to drop off children at curb side than to allow them to cross the street.
Council President Albert O. Laroche requested that the Police & Fire Departments make a time test to see which way was best for the Public Safety and to submit their reports at the next City Council Meeting February 12, 1990.
Rene G. Pilon, Chairman of the Board of Pensions & Retirement; re: Disability Retirement of Police Sergeant Michael Long.
Motion to accept and place on file was made by Councilman Sienkiewicz and seconded by Councilwoman Moreau. All Agreed. So Voted.
Mayor Thomas Lazieh; re: Board Appointments deferred from City Council Meeting of January 8, 1990.
Councilman Charbonneau questioned the City Council President Albert O. Laroche and requested that the City Council be given a full report as to the reason for Sergeant Long's disability retirement. The City Council President stated that he would entertain a motion to adjourn to executive session.
Motion to adjourn to executive session was made by Councilman Charbonneau and seconded by Councilman Vaudreuil. All Agreed. So Voted.
Executive session to discuss medical records on the disability retirement of Michael Long was attended by the members of the City Council, Mayor Lazieh, Legal Department Assistant City Solicitor, George Muksian and City Clerk, Daniel J. Issa. The Executive Session also included discussion of personalities of Board Members for the Mayor's Board Appointments.
Meeting reconvened at 8:56 P.M. by City Council President Albert O. Laroche.
Sergeant Michael Long, Central Falls Police Department. Motion to approve the disability retirement was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau. Approved Unanimously. Council President Albert O. Laroche thanked Michael Long for his dedicated years of service to the Central Falls Police Department on behalf of himself and the entire City Council.
Mayor Lazieh expressed his personal thanks to Michael Long for his dedicated services and expressed his best wishes for the future.
