A Regular Meeting of the Central Falls City Council was held in the City Hall Council Chambers at 8:06 P.M.

Council President Albert O. Laroche presided.
Motion was made by Councilman Charbonneau and seconded by Councilman Sienkiewicz to accept collectively and place on file the minutes to the previous meetings. All Agreed. So Voted.
Minimum Housing, Electrical Permits, Plumbing Permits, Police Report, Municipal Court Report, Animal Control Report.
Motion to accept collectively and place on file was made by Councilwoman Moreau and seconded by Councilman Sienkiewicz. All Agreed. So Voted.

Motion to table until Feb. 12, 1990 Meeting was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau. The Council wished the residency of the above Council Appointments be checked. All Agreed. So Voted.

Council President Albert O. Laroche stated he would hold his appointments for the above Committees until he had an opportunity to discuss the Committees with each individual Council Member.
Debra Rice Personnel Specialist
Motion was made by Councilman Charbonneau and seconded by Councilman Sienkeiwicz to table.
Mayor Lazieh commented on this appointment and asked the City Council to consider this appointment.

The Council suggested that a Special Meeting of the City Council could be held to act upon the appointment of the Personnel Specialist.
Mayor Lazieh commented on the qualifications of the new Finance Director, Edna S. Poulin.
Motion to accept the schedule for the Regular Meetings of 1990 was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau. All Agreed.
So Voted.
Councilman Charbonneau moved to table the Board appointments. Motion seconded by Councilman Sienkiewicz.
Mayor Lazieh commented on the Board Appointments and asked the City Council to act upon at least the re-appointment of the Board of Pensions & Retirement Member.

City Council President Albert O. Laroche recessed the Meeting at 8:40 P.M.
Meeting was reconvened by the City Council President, Albert O. Laroche, at 9:22 P.M.
Mayor Lazieh introduced Debra A. Rice, nominee for the Personnel Director's Position.
Debra A. Rice addressed the City Council and related her qualifications and experience relative to the personnel field.
Councilman Charbonneau withdrew his motion to table the appointment of Personnel Director. Second also withdrawn.
Motion to reconsider the Mayor's appointment of Debra A. Rice for the position of Personnel Director was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau. All Agreed. So Voted.
Motion to approve the appointment of Debra A. Rice for the position of Personnel Director was made by Councilwoman Moreau and seconded by Councilman Vaudreuil. Unanimously Approved.
Motion was made by Councilman Charbonneau and seconded by Councilman Sienkiewicz to accept a correspondence from Michael Healey, resigning his position as a Board Member. All Agreed. So Voted.
Motion to adjourn was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted. Time 9:33 P.M.
