CITY OF CENTRAL FALLS
SPECIAL CITY COUNCIL
ORGANIZATIONAL MEETING
MONDAY, JANUARY 1, 1990
A Special Meeting of the Central Falls City Council was held on the above date in the City Council Chambers at City Hall at 11:15 A.M.
Elizabeth A. Crowley, Deputy City Clerk sat as acting City Council President and read the roll call:

Quorum Present. Deputy City Clerk, Elizabeth A. Crowley opened the floor for nominations for City Council President.
Councilman Sienkiewicz nominated Councilman Laroche.
Deputy City Clerk Elizabeth Crowley asked for any other nominations.
Councilman Laroche nominated Councilman Sienkiewicz.
Councilman Sienkiewicz addressed the City Council and thanked them for the many years of support he has received from them as Council President. He declined the nomination.
Councilman Sienkiewicz made a motion to close the nominations which were seconded by Councilman Vaudreuil.
It was unanimously voted that Albert O. Laroche be City Council President.
Deputy City Clerk Elizabeth Crowley turned over the gavel and Council President's chair to the newly elected Council President Albert O. Laroche.
City Council President Laroche opened the floor for nominations for City Council President Pro-Temp.
Councilman Vaudreuil nominated Councilman Hector E. Charbonneau for City Council President Pro-Temp.
Council President Albert O. Laroche asked for any other nominations, after three requests and no counter-nominations, Councilman Sienkiewicz motioned to close nominations which was unanimously seconded.
City Council President Albert O. Laroche cast one vote for Councilman Hector E. Charbonneau and declared Hector E. Charbonneau the President Pro-Temp. of the City Council
Daniel J. Issa
Councilman Charbonneau addressed the City Council and stated his concerns regarding the appointment of Daniel J. Issa as City Clerk while he is also a State Senator.
Mayor Lazieh addressed the City Council and explained his appointment of Mr. Issa. He further explained that the R.I. Ethics Commission was contacted and no conflict was found for this appointment. Motion to approve the appointment was made by Councilman Vaudreuil and seconded by Councilwoman Moreau.

John M. Rodrigues
Motion to approve was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau. All Agreed. So Voted.
Roland J. Bouvier
Motion to approve was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau. All Agreed. So Voted.
George M. Muksian, Esq.
Mayor Lazieh requested that the City Council amend the appointment to read Assistant City Solicitor.
City Solicitor Raymond P. Cooney addressed the City Council and thanked the City Council for his years of service to the City.
Council President Laroche relinqueshed the Chair to the President Pro Temp.
Councilman Laroche commented on the appointment of the Assistant City Solicitor and asked that the present City Solicitor, Raymond P. Cooney stay for at least one month.
City Council President Laroche resumed the Chair.
Mayor Lazieh commented on the appointment of the Assistant City Solicitor and thanked the present City Solicitor Raymond P. Cooney for his years of service to the City.
Motion was made by Councilman Vaudreuil and seconded by Councilwoman Moreau to approve the appointment of the Assistant City Solicitor. All Agreed. So Voted.
Thomas J. Shannahan
Motion to approve was made by Councilman Sienkiewicz and seconded by Councilman Vaudreuil. All Agreed. So Voted.
Mayor Lazieh addressed the City Council and introduced the new Director of Finance to them Edna S. Poulin. He congratulated the new Department Heads on their appointment and confirmation by the City Council.
Motion to adjourn was made by Councilman Sienkiewicz and unanimously seconded. All Agreed. So Voted. Time 12:12 P.M.
