A Regular Meeting of the Central Falls City Council was held in the City Hall Council Chambers on the above date at 8:00 P.M.

Councilman Sienkiewicz absent due to illness.
Council President Albert O. Laroche presided.
Motion was made by Councilman Charbonneau and seconded by Councilman Vaudreuil to accept and place on file the minutes to the previous meeting. All Agreed. So Voted.
Animal Control Report, Municipal Court Report, Police Report.
Mayor Lazieh commented.
Councilman Charbonneau commented on the Police Department revenues and read from the report.
Council President Laroche commented on the Municipal Court fees. Motion to accept collectively and place on file was made by Councilman Charbonneau and seconded by Councilwoman Moreau and Councilman Vaudreuil. All Agreed. So Voted.
Regulating Certificates of Occupancy for Apartments.

Animal Control Code
Motion was made by Councilman Vaudreuil and seconded by Councilwoman Moreau to table. All Agreed. So Voted.
An Ordinance Amending Article X Section 16-10-9 of the Traffic Ordinance entitled "Pedestrians Soliciting Rides"
Council President Laroche opened this meeting to a public hearing at 8:08 P.M.
Councilwoman Moreau, who introduced this Ordinance, explained the intent of increasing the fines for this offense.
Ronald Doucet asked if this is constitutional.
Councilwoman Moreau responded yes.
Public hearing closed at 8:10 P.M.

Authorizing the Purchase of One Million Four Hundred Fifty Thousand Dollars (1,450,000.00) General Obligation Tax Anticipation Notes for the City.

Edna Poulin, Finance Director commented on the Tax Anticipation Notes and recommended the low bid:
7.92 - 250,000.00 Hospital Trust - Awarded to Hospital Trust
8.27 - 250,000.00 Hospital Trust
8.25 - $1.450 million Fleet National - Second.
$1.200 million awarded to Fleet.
