REGULAR CITY COUNCIL MEETING
Monday, August 27, 1990
A Regular Meeting of the Central Falls City Council was held in the City Hall Council Chambers on the above date at 8:03 p.m.

Absent due to illness Councilman Sienkiewicz.
Quorum present.
City Council President Albert O. Laroche presided.
Motion was made by Councilman Charbonneau and seconded by Councilwoman Moreau to accept collectively and place on file the minutes to the previous meetings. All Agreed. So Voted.
Building Inspector; Electrical Permits; Plumbing Permits; Municipal Court; Police Report.
Motion to accept collectively and place on file was made by Councilwoman Moreau and seconded by Councilman Vaudreuil. All Agreed. So Voted.
An Ordinance Amending Section 18-10 "Entitled Abatement of Nuisances."
Introduced by Council President Laroche.
An Ordinance Authorizing the implementation of an escrow system with respect to revenues of the City to provide for payment of all the City's Bonds and Notes, including the Bonds.
City Clerk Daniel J. Issa read the Ordinance.
Meeting was opened for a public hearing by City Council President Laroche.
Councilman Charbonneau commented.
Frank Juchnik, Penny Register and John Loiselle were present to answer questions pertaining to this Ordinance.
Frank Juchnik commented and recommended passage of this Ordinance.
Public hearing closed.
Motion to approve was made by Councilman Charbonneau and seconded by Councilwoman Moreau. All Agreed. So Voted.
In Support of a November Referendum Authorizing the establishment of a Property Tax Classification in the City of Central Falls.

City Clerk Daniel J. Issa read the Resolution as requested.
Councilman Charbonneau commented.
Penny Register, Bond Counsel, commented on Tax Classification and explained the rationale of this system.
Council President Laroche commented.
Letter from Mayor Lazieh was read by the City Clerk.

Daniel J. Issa, City Clerk read correspondence from Mayor Lazieh regarding this appointment.
Motion to approve appointment was made by Councilwoman Moreau and seconded by Councilman Vaudreuil.
Councilman Charbonneau commented on this appointment.
Mayor Lazieh commented on the qualifications and the no cost factor involved in this appointment as Mr. Briden has volunteered to assume the duties of Assistant City Solicitor at no salary.
Councilman Vaudreuil commented.
Mayor Lazieh commented.
George Muksian, City Solicitor, commented on the need for an Assistant and cited several instances where he had to make court appearences at the same time. He further stated that the City has been embarassed by this situation several times. He commented that the City Solicitor's Office could no longer function without an Assistant and do proper service to the people of this City.
Mayor Lazieh commented.
Councilwoman Moreau stated that she was pleased with Mr. Briden's offer to assist the City.
Mayor Lazieh commented that the need is there. He further stated that the City Council and the Mayor's Office have to work together for the future of the City.
Councilman Charbonneau commented.
Council President Laroche stated that he welcomed Mr. Briden's help.
On the motion to approve all agreed. So Voted.
Mayor Lazieh commented that James Briden would be sworn in Thurs. at 7:00 P.M.
Roland J. Bouvier, City Assessor
Motion to adjourn to Executive Session to discuss personnel matters as requested by Roland Bouvier was made by Councilman Charbonneau and seconded by Councilman Vaudreuil. All Agreed. So Voted. Time 8:43 P.M.
Council reconvened at 9:35 p.m.
Council President Albert O. Laroche read the following prepared statement regarding Mr. Bouvier.
"We have entered into Executive Session for the purpose of considering the request of Mr. Bouvier, who has served this City with selfless dedication for Twenty Years and has now retired under the provisions of the State Law, to grant him the cash value of 150 accumulated unused sick days. This is the sum that is given to City Union Workers upon their retirements. As a Department Head, Mr. Bouvier is not a union member and as such, is not entitled to this particular benefit."
Motion was made by Councilwoman Moreau and seconded by Councilman Charbonneau to deny the request of Mr. Roland Bouvier for unused Sick Leave Pay.

Mr. Meyer was present with his Attorney to answer questions pertaining to this business.
Councilman Charbonneau requested Chief Sasso to commented on this matter.
Police Chief Robert Sasso spoke against the granting of this license due to the nature of the business and its location. He explained that Dexter Street is a problem area and feared that this type a business would add to the existing problems in the area. He recomended that the Council deny this license.
Councilman Vaudreuil commented on the possible problems with hangouts.
Mr. Meyer and his Attorney commented on this business.
Chief Sasso commented that the Police Department is trying to clean up Dexter St.
Discussion ensued among the Council Members.
Mayor Lazieh addressed the City Council as the Public Safety Director and stated that, at this time, he cannot recommend that the license be granted. Councilman Charbonneau commented.

Councilwoman Moreau commented.
Mayor Lazieh commented that the Dexter St. area is not the proper site for this business, however, other sites in the future are possible.
Council President Laroche stepped down from the Chair.
Council President Pro-Temp. Charbonneau recognizes Councilman Laroche.
Councilman Laroche moved that the decision on this matter be continued to the next regular meeting. Councilman Vaudreuil commented. Councilman Vaudreuil seconded the motion. Unanimously agreed to continue to next meeting of the City Council, Council President Laroche returned to the Chair.

Chief Sasso commented on this type of operation and suggested that the only identifications of any value would be issued by the Registry of Motor Vehicles for the State and birth registrations by the City. He further stated that he recommend that the City Council deny this request.

Police Chief Sasso commented on this application and recommended its approval as Mr. Leclerc is a school teacher and makes frequent door to door visitation as such and this license would be helpful in his job performance.

Councilman Charbonneau questioned Edna Poulin, Finance Director on the Personnel Specialist vacation and questioned if she took 2 weeks. Edna Poulin responded yes.
Councilwoman Moreau submitted a letter to Mayor Lazieh as a correspondence dated 8/27/90.
She read the letter.
Mayor Lazieh commented on recent newspaper advertisment regarding the subject of dual office holding.
