Claims Committee Meeting
City Hall Council Chambers

A meeting of the Central Falls Claims Committee was held on the above date in the City Hall Council Chambers at 6:15 p.m.
Chairman Gene R. Noury presided and noted for the record that all members were present.
Regarding R. Sheridan Kelly –Legal fees- requested by Mayor Lee M. Matthews.
Mayor Matthews thanked the Chairman for the opportunity to have open discussion on the issue of this claim. He pointed out areas that in his opinion may be outside the scope of the dates provided for in the billing and he stated his concerns regarding bills that may be part of the ongoing issues that remain in the Court.
Mr. Sheridan was present and stated his reason for the claim.
Discussion centered around Administrative issues.
The Mayor asked the Committee to analysis the Claim before making any decisions.
He commented on the three separate issues that took place during the last Council’s tenure.
Councilman Leger commented.
Councilman Patino asked why these bills were not paid during that time and that this is not the fight of the present Council.
Councilman Leger stated that there are many issues that come before Councils that may have been inherited from a previous Council. The issues still have to be remedied.
Councilman Weber questioned Mr. Sheridan.
Mr. Sheridan stated that he has represented many Communities in the past as well as now and that in his experience he has never filed a claim against the Community.
Matthew Oliverio stated that section 2-106 of the Charter provides for the Council to hire an outside Attorney provided that the hiring is within the scope of the issues that the Legal Department has not provided advise to the Council such as the writ of mandamus during the tax bill issue.
Chairman Noury closed the discussion.
Councilman Leger commented on the summons that the Council received and that the Council had only 1 day to respond otherwise there was no representation for the Council.
Councilman Weber stated that in the future whenever there is a need for the Council to hire an attorney, then the Council President should appoint one person to ask the attorney questions, so that, the billable hours are limited.
Chairman Noury explained.
Councilman Patino commented.
Councilman Leger responded.
A.) R. Sheridan Kelly, Esq. for outstanding invoice in the amount of $3,701.10.
Motion to approve the payment of the Claim in the Amount of $3,701.10 was made by Councilman Leger and seconded by Councilman Issa.

Motion to approve the payment of the Claim in the amount of $3,681.00 was made by Councilman Leger and seconded by Councilman Issa.
