Mayor Meyers noted the following additions to the agenda: Under New Business add Item D. Special Event Application – B Foundation and Item E. Special Event Application – Sober Events. Moved by Leary, seconded by Davis to approve the agenda as amended. Motion carried by the following roll call vote:

B. Approve Minutes: Regular scheduled meeting, August 20, 2024
Davis reported that the Planning Commission meeting was cancelled due to a power outage and that Williams & Works had a booth set up during Labor Day for citizen input for the new Master Plan.
Leary reported that Library Board continued to review their policy manual. The Museum Board Meeting was cancelled due to a power outage.
Mayor Meyers reported that the Housing Commission discussed their Fiscal year-end business and inspections.
A. Mayor Meyers presented Good Neighbor Awards to the following individuals:
1. Windy Hartuniewicz, in appreciation of her volunteer time and efforts handing out popcorn at the city’s Music by the River summer concert series.
2. Misty VanGessel, in appreciation of her time and efforts bringing the Silk City Market to Belding and successfully reestablishing a market for the Gathering Place.
B. Robert Siterlet, the owner of property on unimproved Cleveland Street in the southern portion of the city requested Council to consider his request to vacate Cleveland Street. He is seeking to have the city vacate the street right-of-way. His intention is to develop his property for residential purposes. Cleveland Street, as platted, is located off of S. Bridge Street and runs East to West. Moved by Leary, seconded by Davis to direct staff to proceed with the processes to vacate Cleveland Street with legal assistance from the city attorney. Motion carried by the following roll call vote: Yes – all.
C. The police department will be needing to purchase a new police vehicle in fiscal year 2025/26. Since the vehicles are special orders, it is necessary for the Chief of Police to place the order during the current fiscal year for delivery in 2025. Moved by Steele, seconded by Gladding to approve the ordering of a new police vehicle in advance of the budget year in which it will be purchased. Motion carried by the following roll call vote: Yes – all.
D. Approve Special Event Applications:
1. Moved by Davis, seconded by Leary to approve the Special Events Application for the 14th Annual B Foundation Glow Run as recommended by the Special Events Committee. Motion carried by the following roll call vote: Yes – all.
2. Moved by Steele, seconded by Davis to approve the Special Events Application presented Sober Events to hold a color run in Lightning Bend as recommend by the Special Events Committee. Motion carried by the following roll call vote: Yes – all.
Sue Howe, 54 Belhaven, commented on the tennis courts, the skate park, the fence by Belhaven II, the parking lot at Belhaven II, and erosion by the river.
City Manager Jon Stoppels gave an informational update on the following items topics of interest:
· Labor Day
· Dog Park Grant
· Last week’s power outage resulting in limitations at City Hall; however, Lieutenant Marci Cooper; Janae Ortego, City Clerk and Stoppels worked partial/full days.
· Williams & Works conducted a Citizen Survey at the Labor Day Event.
· One set of Stakeholder meetings took place for the new Master Plan, the other set was cancelled due to the power outage. Those sessions will be rescheduled.
· The Belding Bugle will go out early and will contain the Master Plan survey, a link to the survey and a QR Code for the survey.
· Stopples advised that he will research the budget regarding the street repairs at Belhaven II.
Mayor Meyers noted that Merrick and Ellis Street repairs came in over budget and advised that the city owns the street (Belhaven); the Housing Commission owns the parking lot (Belhaven II).
