OMA Notice

 

A Special Meeting of the City Council of the City of Belding, Michigan was convened in open and public session at the Pere Marquette Depot, 100 Depot Street, at 7:00 PM on Monday, December 9, 2024.                        

 

Mayor Jeannine Leary called the meeting to order at 7:00 PM.

 

Mayor Leary gave the Invocation followed by the Pledge of Allegiance.

 

City Clerk, Janae Ortego took the roll call:

 

Members present: Bonita Steele, Shelley Gladding, Jorel Davis and Jeannine Leary

 

Members absent:  None

 

Approval of Agenda

Moved by Steele, seconded by Gladding approve the agenda as presented.  Mayor Leary advised the council members that the City Manager was awaiting clarification from the City Attorney as to how to proceed with New Business, Item A.  Consider Bruce Meyers Resignation for Belding City Council.  She further advised that per the City Charter, the resignation of a council member shall be accepted at the next regularly scheduled meeting.  As the next regularly scheduled meeting after Bruce Meyers announced his resignation from City Council was cancelled due to the lack of a quorum, and that the current meeting is a special meeting, if it is deemed appropriate to proceed with Item A. Under New Business. Absent a response from the City Attorney at this time, it was moved by Gladding and seconded by Steele to amend the agenda and to table the matter to the next regularly scheduled City Council meeting.  Motion carried by the following roll call vote:  Yes - all.    

 

Consent Agenda

Moved by Steele, seconded by Gladding, to approve the consent Agenda as presented.  Motion carried by the following roll call vote:  Yes – all.  The Consent Agenda is as follows:  

A.   Approve Independent Bank Checks 82686 to 82781 in the amount of $3,695,961.59.

B.    Approve Independent Bank ACH Notifications

Reports by Council Liaisons

Davis reported that the November, 2024 Planning Commission meeting was cancelled.  The City Clerk advised that the November and December meetings were both rescheduled into one meeting to be held on Monday, December 16th.

 

Gladding advised that she was available to step into the role of City Council Liaison to the Housing Commission.  Ortego noted that she would add that topic to the next City Council Agenda for consideration.

 

Steele advised that the Recreation Advisory Board meeting was cancelled so the Special City Council meeting could be held in its place.

 

 Mayor Leary gave updates on the Museum Board.  Topics of interest included:

·         A successful quilt show

·         Excess damage was discovered on the porch roofs, equating to approximately an $11,000 project increase

·         Discussed their future events

 

New Business

Ortego briefly apprised council members of the City Charter’s 30-day deadline to appoint a new member to City Council once Bruce Meyers’ resignation is accepted.  She distributed proposed interview questions and requested their review.

 

Public Comment

Bridget Kuitert, 316 E. Ellis, commented on Bruce Meyers resignation and the appointment process.

 

Jim Mason, 210 S. Broas Street, commented on the Friends of the Library Candlelight Reception and inquired about obtaining Closed Session meeting minutes.

 

City Manager Comment

Stoppels commented on the following topics of interest:

·         Lead line replacements continue

·         First ice/snow storm of the season

·         Leaf program

 

Council Comments

Davis read a prepared statement and ultimately announced his resignation from the City Council, which would take place at the conclusion of the meeting.  (Copy of statement and resignation on file in the Clerk’s Office.)

 

Gladding addressed Davis’s comments. 

 

Steele addressed Davis’s comments. 

 

Mayor Leary addressed Davis’s comments and offered appreciation to all who attended the meeting. 

 

Adjourn

Moved by Leary seconded by Steele to adjourn the meeting at 7:33 p.m.  Motion carried by the following roll call vote:  Yes – All.
