A meeting of the Belding City Council was convened in open and public session at the Pere Marquette Depot, 100 Depot Street, Belding, MI 48809, at 7:00 p.m. on Tuesday, May 2, 2023 at 7:00 p.m.
Mayor Bruce Meyers called the meeting to order at 7:00 p.m. and led with the Invocation, followed by the Pledge of Allegiance.
City Clerk, Janae Ortego, took the roll call:
Members present: Shelley Gladding, Bonita Steele, Jeannine Leary, Jorel Davis and Bruce Meyers
Members absent: None
Mayor Meyers noted the following additions to the agenda: Add Presentation by Fleis & Vandenbrink prior to the first Public Comment. Moved by Leary, seconded by Gladding to approve the amended agenda. Motion carried by the following roll call vote: Yes – all.
Fleis and Vandenbrink gave an updated the councilmembers on the new WWTP project. They will be submitting the permit application next Friday to approve the construction. Advertisements to bid will be for the period of May 24th through June 29th. The bids will be opened on June 29th. F&V will be meeting with trade contractors. They provided two handouts with diagrams of the new facility. There are currently 170 plan sheets now. Council Member Davis inquired on the plant’s ability to handle future growth. Mayor Meyers commented on the size of the plant versus the size of the lagoons. The City will continue to seek additional grants and/or funding avenues, including working with Representative Pat Outman and Senator Rick Outman.
Moved by Leary, seconded by Davis to approve the Consent Agenda as presented. Motion carried by the following roll call vote: Yes – all.
The Consent Agenda is as follows:
A. Approve Independent Bank Checks 79768 to 79828 in the amount of $136,755.34
Approve Independent Bank ACH Notifications – (4)
Approve Mercantile Bank Checks 1423 to 1427 in the amount of $4,065.52
B. Approve Minutes: City Council regularly scheduled meeting – April 18, 2023
Leary reported that the Library Board and the Museum Board met however she was not able to attend.
Davis reported that the Planning Commission met on April 25th. An applicant for the Planning Commission was interviewed and a Recommendation for Appointment was forwarded to City Council for formal appointment.
Mayor Meyers reported that the Housing Commission will be meeting on May 11th at 6:15 p.m.
A. Moved by Davis, seconded by Leary to approve the appointment of Jennifer Stone to the Planning Commission. Motion carried 3-2 by the following roll call vote:

B. Moved by Steele, seconded by Gladding to set a hearing date of Tuesday, May 16, 2023 at 7:00 p.m. to hear citizen input on a request submitted by William Bennett, owner of C3-23, LLC to establish an Industrial Development District for 401 Crawford in the City of Belding. Motion carried by the following roll call vote: Yes – all.
C. Moved by Davis, seconded by Leary to approve the sampling and sale of wine in the Gathering Place during the approved dates of the Beatnik Bazaar for 2023. Motion carried by the following roll call vote: Yes – all.
D. Moved by Davis, seconded by Steele to set a public hearing for May 16, 2023 at 7:00 p.m. to hear citizen input on the proposed resolution to increase both water and sewer rates as prescribed in a document prepared by both city staff and consultants. Motion carried by the following roll call vote: yes - all.
E. Moved by Leary, seconded by Steele to approve Good Neighbor Awards for Mary and Eric Brown (present) and Jane and Stuart Forth (not present) for their efforts to thoroughly clean and set up the Depot for use by the city for public meeting space and Dial-A-Ride operations. Their efforts included, but were not limited to; dusting, deep cleaning of all surfaces, as well as carpet, upholstery and window cleaning. Motion carried by the following roll call vote: yes – all.
F. 2023/24 Proposed Budget Review – City Manager Jon Stoppels advised the Councilmembers that the Public Hearing is set for the next regularly scheduled City Council meeting.
Mike Brady, 927 Masonic, commented his disappointing interactions with city hall employees regarding water bills. He commented on learning how to interact and treat people with respect. Brady further commented the water bill payment process and the 15-day grace period not being enough. With the rates going up, he advised, it would be an appropriate time to revisit the process.
Jenny Bennett, 1125 Kenwood, commented on water and sewer bill rates not being disclosed on the bill. She commented on finding better ways to read water bills and saving employee time, such as by doing virtual readings.
Bob Brown, 759 Jay Street, commented on the damage in one of the parks over the weekend and the need for cameras and motion lights.
Stoppels commented on the following topics of interest:
· Bids for the damaged storm sewer on Congress Street were $85,000+ at 16 feet. For cost savings, the city is looking into working with a local contractor and Russell’s. The storm sewer is stabilized. The project will begin on Friday.
· The city is looking into doing virtual readings for water bills. It would save time and money however it is a $400,000 - $500,000 project.
· Stoppels thanked Brown for his comment on installing motion detecting lights. Solar lights could be purchased at a minimal cost. The city would like to do what they can to safeguard the Veteran’s Memorial Park.
· Advised that DPW is busy as people are busy. There are employees off for training and one foreman is on limited duty for a work-related injury.
· DPW will be working on the road program later this summer.
· Stoppels has not been able to locate a public service training specific to government.
Davis commented on the following:
· Thanked Fleis & Vandenbrink for their update
· Thanked Mary and Eric Brown and Jane and Stuart Forth for their efforts to clean the Depot
· Thanked Jenny Bennett for the Beatnik Bazaar and the comment regarding virtual meters.
· Thanked Mike Brady for his idea regarding water bills
· Wished good luck to the DPW Employees going through testing
· Gave a short story regarding customer service and apologized for the negative interaction with the city employee
Gladding thanked Mary and Eric Brown and Jane and Stuart Forth for their efforts to clean the Depot and appreciated the comments of constructive criticism.
Steele thanked Mary and Eric Brown and Jane and Stuart Forth for their efforts to clean the Depot and commented that some of what has been frustrating is changing.
Leary commented on the positive tone and suggestions. Leary further commented on hearing from Mr. Bennett about his business coming to Belding.
Mayor Meyers commented on the following:

· Thanked Fleis & Vandenbrink for their presentation and their continued work.
· The details on the color run
· Chief Sower’s letter regarding the impact that the approval of Jenny McNinch to full time has made in the police department.
· The reality of the WWTP and the rates.
· That there is an emergency fund available to help people pay their bills.
· Continuing to look at rates and grants for the WWTP.
· Thanked everyone who came up and talked.
