Motions

 

A meeting of the Belding City Council was convened in open and public session at the Pere Marquette Depot, 100 Depot Street, Belding, MI 48809, at 7:00 p.m. on Tuesday, June 20, 2023 at 7:00 p.m.

   

Mayor Bruce Meyers called the meeting to order at 7:00 p.m. and gave the Invocation followed by the Pledge of Allegiance.

 

City Clerk, Janae Ortego, took the roll call:

 

Members present:          Shelley Gladding, Bonita Steele, Jeannine Leary, Jorel Davis and Bruce Meyers

 

Members absent:            None

 

Approval of Agenda

Moved by Leary seconded by Davis to approve the agenda as presented.  Motion carried by the following roll call vote: Yes – all.

 

Public Hearing

Moved by Davis, seconded by Steele to open the Public Hearing on Short-Term rentals at 7:03 p.m. Hearing no discussion, Mayor Meyers closed the Public Hearing at 7:04 p.m.

 

Consent Agenda

Moved by Davis, seconded by Leary to approve the Consent Agenda as presented.  Motion carried by the following roll call vote:  Yes – all.  The Consent Agenda is as follows:

 

A.           Approve Independent Bank Checks 80030 to 80096 in the amount of $46,219.64

Approve Independent Bank ACH Notifications – (4)

B.            Approve Minutes:                                                                                       

City Council regularly scheduled meeting – June 6, 2023                           

                                                                            

Reports by Council Liaisons

Leary reported that the Library Board will meet on June 26th and the Museum Board will meet on June 27th.

 

Davis reported that the Planning Commission is scheduled to meet on June 27th

Mayor Meyers reported that the Housing Commission will meet this Thursday.

 

New Business

A.   Moved by Davis, seconded by Gladding to adopt the Short-Term Rental Ordinance #558.  Motion carried by the following roll call vote:  Yes – all. 

B.    Moved by Steele, seconded by Leary to appoint Shelley Gladding to the Solid Waste Committee.  Motion carried by the following roll call vote:  Yes – all. 

C.   Moved by Davis, seconded by Leary, to approve the Budget Amendments for the 2022/2023 FY.  Motion carried by the following roll call vote:  Yes – all.  The Resolution is as follows:

 

RESOLUTION NO. 2023-06-14

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AMENDING THE FISCAL YEAR 2022/23 BUDGET

 

WHEREAS,  on the 17th day of May, 2022, the City Council of the City of Belding, Michigan adopted its 2022/23 Fiscal Year Budget for the administration of all funds and activities; and,

 

WHEREAS, unanticipated revenues and expenditures are projected which may exceed budget appropriations listed in said budget; and,

 

WHEREAS,  the Fiscal Year 2022/23 Budget must be changed to reflect these adjustments;

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the Fiscal Year 2022/23 Budget be amended pursuant to the attached worksheet.

         

THIS RESOLUTION DECLARED ADOPTED THIS 20TH DAY OF JUNE, 2023.

 

D.   Moved by Steele, seconded by Gladding to approve the Special Events Application for the Gus Macker 3-on-3 Basketball tournament.  Motion carried by the following roll call vote:  Yes – all.

E.    Mayor Bruce Meyers presented Jim and Carol Carpenter with a Good Neighbor Award for their volunteer work painting the picnic benches at East Riverside Park.

 

City Manager Comments

City Manager Jon Stoppels provided updates on the following topics of interest:

·         Music in the Park

·         Street paving starts tomorrow; determined by pacer ratings vs. road conditions

·         Hot patching will be done when the paving is completed

 

Council Comments

Steele commented on the continued improvements.

 

Davis thanked the Carpenters. Davis thanked the Planning Commission, Williams & Works, Stoppels and anyone who helped on the new Short-Term Rental Ordinance.

 

Leary seconded Davis’ comments.  She further thanked Jenny Bennett for the Beatnik Bazaar—there were roughly 4,000 people reported to be there. Leary thanked those involved with Music in the Park.

 

Mayor Meyers offered many thanks as follows:

·         Ortego for her work on Music in the Park

·         the VFW for their efforts to sell food during Music in the Park

·         Gladding for volunteering for the Solid Waste Committee

·         Becky Schlienz, City Treasurer for her work on the budget

·         The Planning Commission and people on boards throughout the city

·         Jim and Carol Carpenter

 

Mayor Meyers called for a brief recess at 7:33 p.m. to enter into Closed Session per 15.268(d) to discuss a real estate purchase.

 

Back on the record at 7:35 p.m.

 

Moved by Davis, seconded by Steele to enter into Closed Session.  Motion carried by the following roll call vote:  Yes – all. 

 

Moved by Leary, seconded by Steele to go back into Open Session at 8:42 p.m.

Motion carried by the following roll call vote:  Yes – all.

 

Back on the record at 8:43 p.m.

 

Moved by Leary, seconded by Davis to all Stoppels to continue to discuss the real estate purchase as discussed in the closed session.  Motion carried by the following roll call vote:  Yes – all.

Moved by Gladding, seconded by Steele to adjourn the meeting at 8:45 p.m.  Motion carried by the following roll call vote:  Yes – all.
