A meeting of the Belding City Council was convened in open and public session at the Pere Marquette Depot, 100 Depot Street, Belding, MI 48809, at 7:00 p.m. on Tuesday, April 4, 2023 at 7:00 p.m.
Mayor Bruce Meyers called the meeting to order at 7:00 p.m. and led with the Invocation, followed by the Pledge of Allegiance.
City Clerk, Janae Ortego, took the roll call:
Members present: Shelley Gladding, Bonita Steele, Jorel Davis and Bruce Meyers
Members absent: Jeannine Leary
Moved by Steele, seconded by Davis to excuse the absence of Leary per section 4.5f of the City Charter. Motion carried by the following roll call vote: yes – all.
Moved by Davis, seconded by Gladding to approve the agenda as presented. Motion carried by the following roll call vote:

City Council regularly scheduled meeting – March 21, 2023
City Council Closed Session meeting – March 21, 2023
Davis reported that the Planning Commission completed their second reviews of the proposed ordinances for Short-term Rentals and Marijuana Facilities and completed their first review on Rental Properties. The items that have had second reviews are being sent to the City Attorney.
Gladding reported that the ZBA has not met.
Mayor Meyers reported that the Housing Commission did not meet. Their next regularly scheduled meeting is set for Thursday, May 11th at 6:15 p.m.
Mayor Meyers relayed reports from Leary advising that the Museum Board met on March 28th. They have been cleaning the basement and organizing. The Spring into the Past event is scheduled for May 6th and 7th. They are looking into speaker for their fall event.
The Library Board met on March 27th. Sherri Hughes was appointed to the Personnel Committee. The summer adult reading programs have been scheduled.
A. Moved by Gladding, seconded by Steele to appoint Audra Geister to the Planning Commission. Motion carried by the following roll call vote:

B. Moved by Gladding, seconded by Steele to open discussion on the 2023/24 Proposed Budget. City Manager Jon Stopples advised that the budget is prepared conservatively, with expenses being overestimated and revenues being underestimated. The budget was discussed through the General Fund (101) Contingency (941). Discussions will resume beginning with the Major Street Fund (202) at the next regularly scheduled City Council meeting.
Stoppels commented on the following topics of interest:
· The DPW is working at removing extensive amounts of scrap from the WWTP and cleaning the area.
· Plans for the new facility are at 60% with EGLE providing good comments
· Working with Councilmember Leary regarding offering community service for students to work in the cemeteries.
· DPW crew is working on long-overdue preventative maintenance.
· Stoppels has extended an invitation to State Representative Pat Outman seeking assistance with funding the new WWTP.
· A 36’ storm sewer has discovered on Congress Street. It has sunk into the river. If it is broken, it will require extensive repair.
· Ball fields are being prepped and a new road was put in at Demorest for accessibility.
· DPW has been cleaning out buildings.
· Stoppels and Ortego are working on scheduling Music in the Park events. 2 bands have committed.
· Stoppels commended Mary Brown and Jane Forth for cleaning the Depot Building in preparation for tonight’s meeting and for Dial-A-Ride’s move back to the Depot in the next few days.
Davis commented on the following topics of interest:
· Inquired about who to contact for Music in the Park
· If a feed could be done at the Depot to broadcast meetings
· Congratulated Geister on her appointment to the Planning Commission
· Thanked the City Staff for their work on the Budget
· Commented that having CIPs (Capital Improvement Plans) is making things easier to budget moving forward
Gladding commented on the following topics of interest:
· Thanked the board for the flowers in regards to her recent illness
· Commented on Geister’s appointment to the Planning Commission
Steele commented on the following topics of interest:
· Her main focus has been to get handicap accessibility at Lightning Bend. She contacted DPW regarding some boulders on Sunday and they were moved on Monday and they are adding gravel in the spring for wheelchair access. Steele commended DPW for their (quick) efforts.
Mayor Meyers commented on the following topics of interest:
· Congratulated Geister on her appointment to the Planning Commission.
· Thanked the Becky (Schlienz), Department Directors and staff for their work on the budget
Moved by Davis, seconded by Gladding to adjourn the meeting at 8:42 p.m. Motion carried by the following roll call vote:
