Approve Independent Bank – ACH Notifications (4)
Approve Mercantile Checks 1321 to 1326 in the amount of $35,953.36
Gunderson reported that the Museum Board met but did not have a quorum. A discussion took place, but no votes were taken. Items of interest that were discussed with no action taken were as follows:
· Gifted a Gilbert Organ that is in working order and is being shipped here
· Working on the sign in front of the Bel
· Working on the Museum’s Anniversary Celebration
· Quilt Show is November 6
· Artifacts received from the Rumner family
Gunderson additionally reported on the Library Board. Items of interest are as follows:
· New flooring is down
· Bills were paid
· The new boilers are installed and ready for use
· Friends of the Library made $900 on their book sale
· Soup and Annual Meeting is October 12th
· Jody Edwards is the new Vice President for Friends of the Library
A. Moved by Scheid, seconded by Steele to approve the recommendation for appointment of Clinton Hewartson the Downtown Development Authority. Motion carried by the following roll call vote: Yes – All.
B. Moved by Scheid, seconded by Steele to reappoint Robert Gasper to the Property Maintenance Code Board of Appeals. Motion carried by the following roll call vote: Yes – All.
C. Moved by Scheid, seconded by Steele to approve ending Dial-A-Ride Saturday hours, beginning in November 2022. The last Saturday service will be provided on October 8, 2022. Saturday hours will be revisited in April, 2023. Dial-A-Ride will extend hours if need be for residents to continue to visit the food truck on the third Friday of every month. Motion carried by the following roll call vote: Yes – All.
D. Moved by Scheid, seconded by Steele to approve the Resolution between the Michigan Department of Transportation and the City of Belding for the Ellis Street Renovation Project (on file in the Clerk’s Office). Resolution adopted by the following roll call vote: Yes – All. The Resolution is as follows:
A RESOLUTION BETWEEN THE MICHIGAN DEPARTMENT OF TRANSPORTATION AND THE CITY OF BELDING FOR THE ELLIS STREET RENOVATION PROJECT
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 4th day of October, 2022.
MEMBERS PRESENT: Council Members Mike Scheid, Bonita Steele, Ron Gunderson and Bruce Meyers
MEMBERS ABSENT: Council Member Jorel Davis
The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Steele.
WHEREAS, that CONTRACT No. 22-5338, Control Section STUL 34000, Job Number 215663CON by and between the MICHIGAN DEPARTMENT OF TRANSPORTATION and the CITY OF BELDING is hereby accepted.
WHEREAS, The following Official(s) is/are authorized to sign the said contract: Jon E. Stoppels, Belding City Manager.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Belding, Michigan that CONTRACT No. 22-5338, Control Section STUL 34000, Job Number 215663CON by and between the MICHIGAN DEPARTMENT OF TRANSPORTATION and the CITY OF BELDING is hereby accepted and that Jon E. Stoppels, Belding City Manager, is authorized to sign the said contract.
Upon vote for the adoption of said resolution, the vote was:
YEAS: Council Members Scheid, Steele, Gunderson and Meyers
NAYS: None
ABSENT: Council Member Davis
THIS RESOLUTION WAS THEREUPON ADOPTED THIS 4TH DAY OF OCTOBER, 2022.
Jeff Hunter, Zahm Road, commented on ambulance services.
Clinton Hewartson, 5305 Palmer Road, commented on the Belding Highschool Fundraiser and thanked the Board for appointing him to the DDA.
City Manager Jon Stoppels gave an informational update on the following items topics of interest:
· The City is eligible for a Parks and Rec Grant with no in-kind match. Stopples will meet with Fleis & Vandenbrink next week to discuss our options. The grant should be submitted in the next few weeks.
· The roof study equated to over $750,000 of needed repairs. The City will do temporary repairs, such as patching, to protect the infrastructure. Stoppels is working with the Museum Board to help with the cost of repairs on the roof of the Belrockton.
· Stoppels continues to work on the WWTP timeline. He reports that the City has been diligent in maintaining the plant.
Gunderson advised Stoppels that he has been contacted about road patching.
Mayor Meyers inquired about the principal forgiveness amount that the city will be awarded from the state (re: WWTP). The mayor also noted that a check for $35,000 to replace service lines was in the check register in the meeting packet. This reflects incredible strides in replacing the water lines. There is no high lead content in the water. He commended the DPW for their work.
Gunderson commented on the following:
· Thanked everyone that attended the meeting.
· Thanked Hewartson for his interest in the DDA.
· Commented on ambulance service and the past history on the services
Mayor Meyers commented on the following:
· Thanked Hewartson for his interest in the DDA
· Thanked Robert Gasper for his interest in reappointment to the Property Maintenance Code Board of Appeals
· Thanked Stoppels and city staff
· Thanked Stoppels for meeting with the Museum Board regarding the roof at the Bel
· Thanked Val Conklin, Dial-A-Ride Director for her work on Dial-A-Ride
