City Manager Memo

 

Motions

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at the Belrockton, 108 Hanover Street, at 7:00 PM on Tuesday, November 1, 2022.                         

 

Mayor Bruce Meyers called the meeting to order at 7:00 PM.

 

Council Member Scheid gave the Invocation.

         

Mayor Meyers led the Pledge of Allegiance.

 

City Clerk, Janae Cooper took the roll call:

 

Members present: Bonita Steele, Mike Scheid, Ron Gunderson, Jorel Davis and Bruce Meyers

 

Members absent:  None

 

Approval of Agenda

Moved by Scheid, seconded by Davis to approve the Agenda as amended.  Motion carried by the following roll call vote:  Yes All.

 

Public Comments

Rob Kaliniak, 11290 Seven Mile Road commented on the proposal they submitted (Davis Construction/Williams & Works) regarding the WWTP.

 

Bob Wilcox, Flies & Vandenbrink Vice President of Operations introduced himself and advised that the was available for questions regarding their WWTP proposal. 

 

Consent Agenda

Moved by Scheid seconded by Steele to approve the Consent Agenda as presented. Motion carried by the following roll call vote: Yes All. 

The Consent Agenda is as follows:

  1. Approve Independent Bank Checks 78883 to 78943 in the amount of $161,445.93

Approve Independent Bank – ACH Notifications (6)

  1. Approve Minutes:  Regular scheduled meeting, October 18, 2022

 

Reports by Council Liaisons

Gunderson advised that the library is working on podcasts and also has co-ops for loaning out books, averaging 98 per day, not including online.  Gunderson advised that the Museum Board will be hosting a quilt show this Sunday and mentioned their other upcoming events.  A Gilmore Organ that used to reside in a Belding church is being donated to the museum. 

 

Davis commented that the Planning Commission meeting was rescheduled.

 

Mayor Meyers advised that the Housing Commission met on October 22nd.  Routine reports were given with no work session.  Their next meeting is November 17th.   

 

New Business

A.  Moved by Steele, seconded by Davis to approve the Agreement with Progressive A&E re: City Hall study.  Motion carried by the following roll call vote:  yes – all.                

B.  Moved by Scheid, seconded by Steele to approve the ICEA Annual Investment.  Motion carried by the following roll call vote:  yes - all.       

C.  Moved by Steele, seconded by Gunderson to approve the Resolution of Appreciation for Ron Gunderson.  Resolution approved by the following roll call vote:  yes – all.  The Resolution is as follows:

 

CITY OF BELDING

RESOLUTION NO. 2022-11-40

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN

EXPRESSING APPRECIATION TO RON GUNDERSON FOR HIS SERVICE ON THE BELDING CITY COUNCIL

 

A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 1st day of November, 2022.

 

WHEREAS,            Ron Gunderson, former Mayor of the City of Belding, was appointed to the Belding City Council on October 5, 2021 to fill a partial-term due to a vacated City Council Member seat; and

 

WHEREAS,            Ron served in this capacity from October 5, 2021 to November 1, 2022; and

 

WHEREAS,            Throughout his partial-term appointment, Ron served as a liaison to the Museum Advisory Board and the Library Board; and

 

WHEREAS,            Ron has a deep commitment to his position and to the residents of Belding, noted by the fact that numerous residents encouraged him to seek the appointment to the vacancy he is being recognized for presently; and

 

WHEREAS,            during his tenure on the city council, Ron has striven to be well prepared and informed, and has based his decisions on the good of all residents of the city.

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan, that sincere appreciation is extended to Ron Gunderson for his service once again, to the City of Belding.  We wish you the best and will miss you. 

 

THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 1st DAY OF NOVEMBER, 2022.

 

D.  Moved by Steele, seconded by Gunderson to approve the Resolution of Appreciation for Mike Scheid.  Resolution approved by the following roll call vote:  yes – all.  The Resolution is as follows:

                                     

CITY OF BELDING

RESOLUTION NO. 2022-11-41

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN

EXPRESSING APPRECIATION TO MIKE SCHEID FOR HIS SERVICE ON THE BELDING CITY COUNCIL

 

A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 1st day of November, 2022.

 

WHEREAS,  Mike Scheid was elected to the Belding City Council on November 3, 2009; and

 

WHEREAS,  In the November 3, 2009 City Council Election, Mike received the highest number of votes in all three precincts in the City of Belding; and

 

WHEREAS,  Mike has served as a liaison to various boards and commissions throughout this tenure; and

 

WHEREAS,  Mike served as the Mayor of Belding from November 17, 2020 to May 4, 2021; and

 

WHEREAS,  during his tenure on the city council, Mike has provided valuable insight to many issues and has been involved in numerous important decisions affecting the city while basing his decisions on what was best for the residents of the city; and,

 

WHEREAS,  Mike made it a priority to be visible and available to his constituents; and

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that sincere appreciation is extended to Mike Scheid for his many years of service to the City of Belding.  We wish you the best and you will be missed.

E.  Moved by Scheid, seconded by Steele to select F&V Construction as the Engineer to complete Wastewater System Improvements Project.  Resolution approved by the following roll call vote:  yes – all.  The Resolution is as follows:

 

CITY OF BELDING

RESOLUTION NO. 2022-11-42

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN DESIGNATING F&V CONSTRUCTION (FVC) AS THE ENGINEER TO COMPLETE WASTEWATER SYSTEM IMPROVEMENTS PROJECT

 

At a regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 1st day of November, 2022.  

 

NOW THEREFORE BE IT RESOLVED, that the City of Belding, County of Ionia, Michigan, does hereby select F&V Construction (FVC) as the design builder to complete the design, permitting and construction of the proposed Wastewater System Improvements project (CWSRF Project 5830-01) and designates Jon Stoppels as the Owner’s representative to administer the contract.

 

This Resolution declared adopted this 1st day of November, 2022.

 

F.  City Manager Jon Stoppels gave an update on Lightning Bend park.

Jeff Hunter, 6302 Zahm Road, commented on the following topics:

·         Wastewater Treatment Plant

·         Leaves

·         Graves

·         Rules and laws

 

Jenny Bennett, 1125 Kenwood, gave an update on this year’s Beatnik Bazaar.

 

Maxine Poling, 213 W. May commented on marijuana dispensaries.

 

Mike Tefft commented on boards and commissions. He thanked Gunderson and Scheid for their service.

 

Rebecca Reinink, 825 Harrison, commented on boards and commissions.

 

City Manager Comments

City Manager Jon Stoppels gave an informational update on the following items topics of interest:

·         Took advantage of the new format of the Belding Bugle and included two surveys.  Response regarding the newsletter and to the survey was excellent.

      

Council Comments

Steele commented on having work sessions when there are new board members.

 

Gunderson commented on city boards and commissions and the City Charter. He commented that it has been a pleasure to serve.

 

Davis thanked all of the candidates for participating at the City Council Candidate Forum.

 

Scheid commented on his service, but it is time to step down.  He will miss it.

 

Mayor Meyers thanked Gunderson and Scheid for their service as well as Steele and Davis for their community involvement.
