CITY COUNCIL MEETING
TUESDAY, March 15, 2022

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at the Belrockton, 108 Hanover Street at 7:00 p.m. on Tuesday, March 15, 2022.
Mayor Bruce Meyers called the meeting to order at 7:04 p.m.
Council Member Scheid gave the Invocation.
Mayor Meyers led the Pledge of Allegiance.
City Clerk, Janae Cooper took the roll call:
Members present: Bonita Steele (arrived at 7:06 p.m.), Jorel Davis, Ron Gunderson, Mike Scheid and Bruce Meyers
Members absent: None
Moved by Scheid seconded by Davis to approve the Agenda as presented. Motion carried by the following roll call vote: Yes – all.
Moved by Scheid seconded by Davis to approve the Consent Agenda as presented. Motion carried by the following roll call vote: Yes – All.

Closed Session minutes, March 1, 2022
Steele reported that the ZBA met. Andy from Williams & Works attended the ZBA meeting and provided a report on the setback request. The setback was approved. The Rec Board met and discussed needed repairs to the various parks and also discussed some future “wants” for the parks. Andy from Williams and Works gave an update on Lightning Bend Park.
Davis reported that the planning Commission will meet next week.
Mayor Meyers reported that the Housing Commission will be meeting on March 24th at 6:00 p.m.
A. Moved by Scheid, seconded by Steele to approve the Bridge Maintenance Application. Elaine Venema of Fleis & Vandenbrink reported that they have submitted an application for a 95% grant through the State of Michigan (the city would pay 5% of the costs plus engineering). The Resolution is needed to keep the process moving. Motion carried by the following roll call vote: Yes – all. The Resolution is as follows:
CITY OF BELDING
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPROVING THE SUBMITTAL OF AN APPLICATION FOR PREVENTATIVE MAINTENANCE OF THE ASHFIELD STREET BRIDGE OVER THE FLAT RIVER
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan was held in said City on the 15th day of March, 2022.
WHEREAS, the Michigan State Legislature and the U.S. Congress have appropriated funds for preventative maintenance of local bridges in the State of Michigan, and
WHEREAS, the Ashfield Street bridge over the Flat River is deteriorated and in need of maintenance, and
WHEREAS, the Council supports the application requesting funding for this project,
NOW THEREFORE, BE IT RESOLVED, that the City of Belding hereby approves of the filing of applications with the Michigan Department of Transportation requesting funds through its Local Bridge Program for preventative maintenance of the Ashfield Street bridge over the Flat River and further, that the City is seeking the Department's active participation in the project.
Upon vote of the adoption of said resolution, the vote was:
YEAS: Steele, Gunderson, Scheid, Davis and Meyers
NAYS: None
ABSENT: None
THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 15TH DAY OF MARCH, 2022.
B. Moved by Scheid, supported by Davis to approve engineering costs in the amount of $39,200 to Fleis & Vandenbrink for project P17367 Ellis Street – Lincoln Street to Bridge Street (MDOT LAP JN 215663). Motion carried by the following roll call vote: Yes - All.
C. Moved by Scheid, seconded by Gunderson to authorize the engineers at Fleis & Vandenbrink to prepare the project plan and funding application to obtain funding through the Clean Water State Revolving Fund (CWSRF) program in an effort to move forward with compliancy with the state mandated Administrative Consent Order pertaining to the city’s lagoon wastewater system. Motion carried by the following roll call vote: Yes – All.
Sam Mason, 516 W. Main Street, commented on the $428,000 COVID money the city received.
Jon Stoppels, City Manager, advised the council members that a third-party inspector will be giving estimates on the roof at the Belrockton and City Hall. This inspector will not be bidding on the work. Two bids have been received on the roof at the Depot. MDOT will make the recommendation of who receives the it. No bids were received on the interior work; it will need to be rebid. Stoppels has spoken with Tate Jesky. Approximately a dozen businesses plan to be in the Covered Village Mall by summer. EGLE accepted the offer of $104,000 over a five-year period. (The original amount assessed by EGLE was $175,000.)
Gunderson thanked everyone for attending and thanked those who provided reports.
Davis thanked everyone for coming.
Steele thanked the Fire Chief (Tim Lubitz) and the Clerk (Janae Cooper) for putting the curtain up in front of the counsel tables. She commented on the parks and possibly creating a catalog of items that people could look at if they wanted to donate money to the city parks. Stoppels noted to fix what is broken before adding additional items, or to include repairs as one of the catalog items.
Mayor Meyers commented on the parks and legacy costs. He expressed his appreciation to those who attended the meeting.
Moved by Steele seconded by Scheid to adjourn the meeting at 7:48 p.m. Motion carried by the following roll call vote: Yes – All.
