CITY COUNCIL MEETING
TUESDAY, JUNE 7, 2022

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at the Belrockton, 108 Hanover Street at 7:00 p.m. on Tuesday, June 7, 2022.
Mayor Bruce Meyers called the meeting to order at 7:00 p.m.
Council Member Scheid gave the Invocation.
Mayor Meyers led the Pledge of Allegiance.
City Clerk, Janae Cooper took the roll call:
Members present: Bonita Steele, Jorel Davis, Ron Gunderson, Mike Scheid and Bruce Meyers
Moved by Scheid, seconded by Steele to approve the Agenda as presented. Mayor Meyers noted the following additions to the Agenda as presented: Under New Business, add Item E. Partial Term Library Trustee Appointment – Kathleen Lehman; Item F. Museum Board Annual Report – Bruce Feuerstein; and G. Lawn Mower Purchase. Motion carried by the following roll call vote: Yes – All.
Joshua Baragray, 221 S. Broas, started to comment on funds and the handicap launch. Mayor Meyers requested him to speak at the second public comment as the first public comment period is to speak on agenda items.
Moved by Scheid seconded by Steele to approve the Consent Agenda as presented. Motion carried by the following roll call vote: Yes – All.
The Consent Agenda is as follows:
Approve Independent Bank – ACH Notifications (5)
Gunderson reported that the Library and the Museum. The library is working on replacing some flooring, the summer reading program and filling a vacancy on the Library Board. The museum replaced boilers and heat exchangers.
Davis reported that the Planning Commission meeting was cancelled.
Mayor Meyers reported that housing commission worked on the proposed budget and relayed the Housing Commissions thanks to Chief Nelson for his assistance during his tenure.
A. Moved by Davis, seconded by Gunderson to approve the United Way Labor Day Duck Races. Motion carried by the following roll call vote: Yes – All.
CITY OF BELDING
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN
REAPPOINTING JAMES MASON TO THE BELDING HOUSING COMMISSION
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 7th day of June, 2022.
The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Davis.
WHEREAS, the term of office for James Mason on the Belding Housing Commission will expire on June 30, 2022
WHEREAS, James Mason has indicated that he is interested in serving another term on the board; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that James Mason be reappointed to the Belding Housing Commission Board with a term to expire on June 30, 2027.
THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 7TH DAY OF JUNE, 2022.
C. Moved by Scheid, seconded by Davis to reappoint Sharon Carlson to the Downtown Development Authority. Motion carried by the following roll call vote: Yes – All. The Resolution is as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN
REAPPOINTING SHARON CARLSON TO THE DOWNTOWN DEVELOPMENT AUTHORITY
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 7th day of June, 2022.
The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Davis.
WHEREAS, the term of office for Sharon Carlson on the Downtown Development Authority will expire on June 30, 2022
WHEREAS, Sharon Carlson has indicated that she is interested in serving another term on the board; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Sharon Carlson be reappointed to the Downtown Development Authority with a term to expire on June 30, 2026.
THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 7TH DAY OF JUNE, 2022.
CITY OF BELDING
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN
REAPPOINTING WENDY RODE TO THE DOWNTOWN DEVELOPMENT AUTHORITY
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 7th day of June, 2022.
The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Steele.
WHEREAS, the term of office for Wendy Rode on the Downtown Development Authority will expire on June 30, 2022
WHEREAS, Wendy Rode has indicated that she is interested in serving another term on the board; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Wendy Rode be reappointed to the Downtown Development Authority with a term to expire on June 30, 2026.

E. Moved by Scheid, seconded by Davis to appoint Kathleen Lehman to fill a partial term vacancy on the Library Board. Motion carried by the following roll call vote: Yes – All. The Resolution is as follows:
CITY OF BELDING
RESOLUTION NO. 2022-06-29
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN
APPOINTING KATHLEEN LEHMAN TO FILL A PARTIAL TERM DUE TO A VACANCY ON THE LIBRARY BOARD
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 7th day of June, 2022.
The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Davis.
WHEREAS, a vacancy has occurred on the Library Board.
WHEREAS, Kathleen Lehman has indicated that she is interested in filling the partial term vacancy on the Library Board; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Kathleen Lehman be appointed to the Library Board with a partial term expiring December 31, 2023.
THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 7TH DAY OF JUNE, 2022.
F. Bruce Feuerstein gave the Museum Board’s Annual Report. Feuerstein advised that the wood floors have been sanded and refinished. There are three displays on Women’s Suffrage. They had a back to the 80’s theme when the museum reopened after Covid. They had a quilt show and their “Spring Into The Past” event. He thanked their donors and sponsors.
G. Moved by Scheid, seconded by Steele to authorize the purchase two Gravely mowers that were previously rentals with 200-600 hours of use on them at half the purchase price of $6,500 each. Funds of $13,000 will come from the Capital Equipment Fund. Motion carried by the following roll call vote: Yes – All.
Joshua Baragray, 221 S. Broas, commented on fund use and the handicap launch and accountability.
Sam Mason, 516 W. Main Street., commented on the Community Garden and inquired if there was an update on the drone report for the roofs at the Belrockton and City Hall.
City Manager, Jon Stoppels advised Baragray that the budget is a public process and that budgets can be found on the City’s website. Stoppels advised Mason that he received the drone report this afternoon and he has not had a chance to review it.
Mike Tefft, 715 S. Bridge Street, commented on four-day work weeks.
City Manager Jon Stoppels gave an informational update on the following topics of interest:
Steele commented on the Community Garden and the City Website.
Davis commented on United Way bringing back the Duck Race, thanked members of Boards and Commissions for serving and everyone who commented this evening.
Gunderson additionally commented on United Way bringing back the Duck Race, thanked members of Boards and Commissions for serving and everyone who commented this evening. Gunderson also commented on the kayak launch being from a DNR Grant and the Ash Foundation.
Mayor Meyers thanked the members that were appointed/reappointed to Boards/Commissions, he thanked Bruce Feuerstein for giving the Museum Board’s Annual Report, thanked United Way for bringing back the Duck Race and for the citizen comments.
Mayor Meyers announced that the new fire truck is outside and everyone is welcome to come and see it after the meeting.
Moved by Scheid seconded by Steele to adjourn the meeting at 7:52 p.m. Motion carried by the following roll call vote: Yes – All.
