City Manager Memo

 

Motions

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at the Belrockton, 108 Hanover Street, at 7:00 PM on Tuesday, July 5, 2022.                         

 

Mayor Bruce Meyers called the meeting to order at 7:00 PM.

 

Council Member Scheid gave the Invocation.

         

Mayor Meyers led the Pledge of Allegiance.

 

City Clerk, Janae Cooper took the roll call:

 

Members present: Bonita Steele, Mike Scheid, Ron Gunderson, Jorel Davis, and 

                               Bruce Meyers

 

Approval of Agenda

Moved by Scheid, seconded by Davis to approve the Agenda as presented.   Mayor Meyers noted the following changes to the Agenda:  Remove Items C. and I. under New Business and place on the July 19th Agenda, with Item C. being a presentation and Item I. being held during a Closed Session.  Amended Agenda approved by the following roll call vote:  Yes All.

 

Consent Agenda

Moved by Scheid seconded by Davis to approve the Consent Agenda as presented. Motion carried by the following roll call vote: Yes All. 

The Consent Agenda is as follows:

  1. Approve Independent Bank Checks 78204 to 78261 in the amount of $71,230.70.

Approve Independent Bank – ACH Notifications (2)

  1. Approve Minutes:  Regular scheduled meeting, June 21, 2022

 

Reports by Council Liaisons

Davis reported that the Planning Commission met.  It was Jinne Esposito’s first meeting since being appointed to the Planning Commission.

 

Gunderson reported on the Museum Board and the Library Board:

Museum Board -

·         The Museum Board revised some responsibilities

·         brick work to the back of the building has been completed and matches the building

·          Labor Day weekend was discussed

·          an electrical issue was discussed

·          the original chandelier was reinstalled in the Rose Ball Room

Library Board –

·         Boilers will be worked on

·         Ritz the Reading dog was brought in and the kids enjoyed him

·         Monthly financials were discussed

 

Mayor Meyers reported that the Housing Commission will meet on July 21st at 6:15 p.m.

 

New Business

A.  Moved by Scheid, seconded by Steele to authorize staff to solicit bids for roof repairs at City Hall and the Public Works Building.  Motion carried by the following roll call vote:  Yes – all.

B.  Moved by Scheid, seconded by Steele to authorize staff to solicit proposals from qualified design firms to develop plans to renovate City Hall to include accessibility issues.  Motion carried by the following roll call vote: Yes - all.

C.  Moved by Davis, seconded by Scheid at approve the Planning Commission’s recommendation to appoint Jenny Bennett to the Planning Commission.  Motion carried by the following roll call vote:  Yes – all.  The Resolution is as follows:

 

CITY OF BELDING

RESOLUTION NO. 2022-07-32

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN

APPOINTING JENNY BENNETT TO THE PLANNING COMMISSION

 

A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 5th day of July, 2022.

 

The following preamble and resolution were offered by Council Member Davis  and seconded by Council Member Scheid.

 

WHEREAS,    there is a partial-term vacancy on the Planning Commission; and,

 

WHEREAS,    Jenny Bennett has indicated that she is interested in serving on the Planning Commission; and  

 

WHEREAS,     the Planning Commission has recommended the appointment of Jenny   Bennett to the Planning Commission; and

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Jenny Bennett be appointed to the Planning Commission with a term to expire on June 30, 2023.

 

THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 5TH DAY OF JULY, 2022.

 

D. Moved by Steele, seconded by Scheid to permit the serving of wine in the Gathering Place Park as part of the Beatnik Bazaar events for a period of one year.  Motion carried by the following roll call vote:  Yes – all.

E.  Moved by Scheid, seconded by Davis to discuss the Precinct 2 Post-Election Audit.  City Manager Jon Stoppels and City Clerk Janae Cooper advised the City Council that Precinct 2 was randomly selected by the State of Michigan Bureau of Elections for an audit of the May 3, 2022 Special Election.  Cooper explained the audit process and advised that the purpose is mainly to pin point areas in the process that may need additional training.  With so much focus on election integrity, Stoppels and Cooper wanted to inform the Council and the public that the audit was deemed “perfect”.                            

F.  Moved by Davis, seconded by Scheid to cancel the August 2, 2022 City Council Meeting as that is Election Day and the Belrockton will not be available as it is used as a polling place and the Clerk would not be available for the meeting as she will be running the election.  Motion carried by the  following roll call vote:  Yes – all.           

G.  Moved by Scheid, supported by Steele to approve the Budget Amendments for the 2022/23 Fiscal Year.  Motion carried by the following roll call vote:  Yes – all.  The Resolution is as follows:

 

 

CITY OF BELDING

RESOLUTION NO. 2022-06-34

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AMENDING THE FISCAL YEAR 2022/23 BUDGET.

 

The following preamble and resolution were offered by Council Member Scheid and supported by Council Member Steele.

 

WHEREAS,   on the 5th day of July 2022 the Council of the City of Belding, Michigan adopted its 2022/23 Fiscal Year Budget for the administration of all funds and activities; and,

 

WHEREAS,   unanticipated revenues and expenditures are projected which may exceed budget appropriations listed in said budget; and,

 

WHEREAS,   the Fiscal Year 2022/23 Budget must be changed to reflect these adjustments;

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the Fiscal Year 2022/23 Budget be amended pursuant to the attached worksheet.

         

This Resolution declared adopted this 5th day of July, 2022.

                       

Public Comments

Jenny Bennett, 1125 Kenwood, commented on the city hiring a part-time Rec Director.

 

Jeff Hunter, 602 Zahm Road, commented on the Historic Committee liaison position.  Council member Gunderson advised that the Historic Committee is no longer in place.

   

City Manager Comments

City Manager Jon Stoppels gave an informational update on the following topics of interest: 

·         Music in the Park will be on Monday, July 18th featuring the band Flashback.

·         The City website and Facebook page have a new feature called “In the Spotlight Now!” which is highlighting new hires and existing employees.

·         Public Works employees have been fitted for uniforms.

·         The quarterly newsletter, Belding Bugle, has had a facelift and some fun additions are planned for the future.

·         An offer has been made to Dion Sower for the Chief of Police position.  The background check is pending.  He will begin the first part of August.

 

Council Comments

Steele commented on the Belding Bugle, social media staff updates, the election audit and the candidate selected for Chief of Police.

 

Davis commented on Bennett’s appointment to the Planning Commission, the election audit and renovations to City Hall.

 

Gunderson commented on Bennett’s appointment to the Planning Commission, and the election audit. He thanked everyone who came to the meeting.

 

Mayor Meyers commented on the selection of Chief of Police and commented on all of the candidates who applied for the position.  He commented on the election audit and the clerk’s work all year long, the roof repairs, Bennett’s appointment to the Planning Commission and thanked Stoppels for his work.

Moved by Scheid seconded by Davis to adjourn the meeting at 8:01 p.m.  Motion carried by the following roll call vote:  Yes – All.
