Motions

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at the Belrockton, 108 Hanover Street at 7:00 p.m. on Tuesday, April 19, 2022.                         

 

Mayor Bruce Meyers called the meeting to order at 7:00 p.m.

 

Council Member Scheid gave the Invocation.

 

Mayor Meyers led the Pledge of Allegiance.

 

City Clerk, Janae Cooper took the roll call:

 

Members present: Bonita Steele, Jorel Davis, Ron Gunderson, Mike Scheid and Bruce Meyers

 

Approval of Agenda

Moved by Scheid, seconded by Steele to approve the Agenda as presented.  Motion carried by the following roll call vote:  Yes – All.

 

Consent Agenda

Moved by Scheid seconded by Gunderson to approve the Consent Agenda as presented. Motion carried by the following roll call vote: Yes – All. 

The Consent Agenda is as follows:

  1. Approve Independent Bank Checks 77833 to 77894 in the amount of $82,116.86.

  1. Approve Minutes:  Regular scheduled meeting, April 5, 2022

                              

Reports by Council Liaisons

Gunderson reported that there will be a book sale Wednesday through Saturday at the Library.

 

Steele was not able to attend the Rec Board meeting.  City Manager Jon Stoppels advised that the city was not made aware of baseball and soccer starting so there were no port-a-potties available, however he got them installed the next day.  All parties involved were satisfied and Stoppels has established a good rapport with both entities.  They will speak weekly.

 

Davis advised that the Planning Commission did not meet in March.  The April meeting will be cancelled as well as there is no pending business to address.

 

Mayor Meyers noted that the Housing Commission meeting has been rescheduled to April 28th.

 

New Business

  1. Moved by Scheid, seconded by Steele to approve the Mayor’s Arbor Day Proclamation.  Motion carried by the following roll call vote:  Yes – All.  The Clerk read the Proclamation aloud.  The Proclamation is as follows:

 

Arbor Day Proclamation

 

WHEREAS,  in 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and

 

WHEREAS,  this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska, and Arbor Day is now observed throughout the nation and the world; and

 

WHEREAS,  trees reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife, and

 

WHEREAS,  trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products; and

 

WHEREAS,  trees in our city increase property values, enhance the economic vitality of business areas, and beautify our community, and

 

WHEREAS,  trees, wherever they are planted, are a source of joy and spiritual renewal; and

 

WHEREAS,  the City of Belding has been recognized as a Tree City USA by The National Arbor Day Foundation for the nineteenth year and desires to continue its tree-planting practices.

 

NOW, THEREFORE, I, Bruce Meyers, Mayor of the City of Belding, do hereby proclaim April 29, 2022 as Arbor Day in the City of Belding, and urge all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands, and

 

FURTHER,   I urge all citizens to plant trees to gladden the heart and promote the well-being of this and future generations.

 

  1. Moved by Scheid, seconded by Davis to approve the Resolution Approving Emergency Service Agreement with Keene Township.  The Agreement was approved in Keene Township at their meeting on April 12th.  Motion carried by the following roll call vote:  Yes – All.  The Resolution is as follows:

 

CITY OF BELDING

RESOLUTION NO. 2022-04-18

 

   A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPROVING AN EMERGENCY SERVICE AGREEMENT BETWEEN THE TOWNSHIP OF KEENE AND THE CITY OF BELDING

 

A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 19th day of April, 2022.

 

The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Davis.

WHEREAS,  the City of Belding provides emergency service to Keene Township under contractual agreement; and,

WHEREAS, the agreement expired on March 31, 2022; and,

WHEREAS, both the township and the City of Belding wish to extend this contract for a   period of three (3) years.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the City Manager and City Clerk are authorized to execute a contract with Keene Township for fire service.

Upon vote for the adoption of said resolution, the vote was:

AYES:            Council Members Scheid, Davis, Gunderson, Steele and Meyers

 

NAYS:           None

 

THIS RESOLUTION DECLARED ADOPTED THIS 19m DAY OF APRIL, 2022

              

  1. Moved by Scheid, seconded by Steele, to approve the final draft of the 2022/23 Budget and set a Public Hearing.  The Public Hearing will be held on Tuesday, May 17th at 7:00 p.m.  Motion carried by the following roll call vote: Yes -All.
  2. Moved by Scheid, seconded by Gunderson to approve Fleis & Vandenbrink’s Proposal for Underwater Bridge Inspections.  Motion carried by the following roll call vote:  Yes – All.
  3. Discussion took place regarding the regularly scheduled City Council Meeting set for May 3rd due to the fact that there is a School Election on that day and the Belrockton is used as a polling place.  As the Pere Marquette Depot is closed for repairs and no public meetings can be held at City Hall due to inaccessibility and no other locations are available, it was the consensus of the council members to cancel the May 3rd meeting as allowed by the City Charter.  Motion carried by the following roll call vote:  Yes – All. 

 

Public Comment

Jim Mason, 208 Broas, commented on the upcoming book sale hosted by Friends of the Library.

 

Tim Lubitz, Fire Chief, commented on the sprinkler service in the mall.   

 

City Manager Comments

Stoppels reported that the City received a $60,000 Grant for Lightning Bend from the Greenville Community Foundation.  This Grant will cover all but $15,000 of the City’s match.

 

The Veterans are making progress on the new pavilion by the park.

 

Stoppels has established a good working relationship with the soccer and baseball leagues.

 

Stoppels is working on new procedures with DPW Director Todd Frisbie and working on changing some equipment and staff.

 

Bid requests on the work to be performed at the Depot has been submitted and resubmitted.  Nine bids were requested with only two responses.  The State is now requiring personal contact to be made with the other seven as to why they didn’t respond to the request.  Bids received are for the exterior work only.  No bids have been received for the interior work.  The City has inquired with the State as to whether the plaster and lathe can be replaced with wall board and textured paint.  A response has not been received at this time.    

 

Council Comments

Scheid commented that things are going smoothly.

 

Gunderson thanked everyone.  He commented on the veteran’s wall.  He thanked Chief Lubitz and Tate Jeske (the new owner of the mall) for their work on the mall sprinkler system.

Steele commented on the parks.

 

Davis thanked everyone.  He commented on the book sale.  He thanked Chief Lubitz and Jeske for their work on the mall.  He commented on the Greenville Community Foundation Grant.

 

Mayor Meyers commented on DPW looking at new ways to do things.  He commented on the Greenville Community Foundation Grant.  He commented on the port-a-potties and restrooms at the parks.  He thanked everyone for coming tonight.
