CITY COUNCIL MEETING

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at the Belrockton, 108 Hanover Street at 7:00 p.m. on Tuesday, April 5, 2022.
Mayor Bruce Meyers called the meeting to order at 7:00 p.m.
Council Member Gunderson gave the Invocation.
Mayor Meyers led the Pledge of Allegiance.
City Clerk, Janae Cooper took the roll call:
Members present: Bonita Steele, Jorel Davis, Ron Gunderson, and Bruce Meyers
Members absent: Mike Scheid
Moved by Steele, seconded by Gunderson to approve the absence of Scheid per section 4.5f of the City Charter. Motion carried by the following roll call vote: Yes – All.
Mayor Meyers noted one addition to the Agenda under New Business: Add Item B. Summary of Response Actions -Central Riverside Park. Moved by Gunderson, seconded by Steele to approve the Agenda as amended. Motion carried by the following roll call vote: Yes – All.
Moved by Davis seconded by Steele to approve the Consent Agenda as presented. Motion carried by the following roll call vote: Yes – All.
The Consent Agenda is as follows:

Budget Workshop, March 29, 2022
Gunderson attended the Library Meeting and the Museum Board meeting.
Davis noted that the Planning Commission meeting was cancelled. They are scheduled to meet on April 26th.
Mayor Meyers attended the Housing Commission meeting. The April meeting is rescheduled to meet on April 28th.
A. Moved by Davis seconded by Steele to approve the Utility Financial Solutions Cost of Service Study Agreement. Motion carried by the following roll call vote: Yes – All. The Agreement is on file in the Clerk’s Office.
B. Moved by Davis, seconded by Gunderson to discuss the Summary of Response Actions -Central Riverside Park. City Manager, Jon Stoppels gave an informational report to the council members advising them that there will be some excavation activities forthcoming at Central Riverside Park to remove and properly dispose of some residual contaminants in soil and groundwater. The Summary of Response Actions is on file in the Clerk’s Office. As this report was for informational purposes only, no action was taken at this time.
Public Comments
Jennifer Stone, 522 S. Broas, commented on becoming a business owner in the City of Belding.
Sam Mason, 516 W. May Street, commented on the budget and fixing public buildings.
City Manager Comments
Stoppels advised the Council that their requests are being applied to the proposed budget.
Dial-A-Ride is working on a cost analysis of their rates.
Repairs have been done to the park pavilion. He is looking at ways to make it vandal-proof.
Stoppels continues to look at City Hall accessibility.
He is doing a park maintenance survey with some DPW workers to look at what needs to be repaired before adding anything new to the existing parks.
Research is being conducted to implement a Parks Donation Catalog. A rough draft should be available in the next few weeks.
Steele commented on prosecuting the parents of the youth vandals. Stoppels continues to research this with the city attorney.
Mayor Meyers requested Stoppels to put together a highlight of the budget changes.
Davis thanked (Jennifer) Stone for her interest in Belding. He thanked everyone for coming. He thanked the Daily News reporter, Karen Bota for coming.
Steele commented on each council member/department head saying something positive at the beginning of each scheduled meeting. She commented on doing more Good Neighbor Awards. She thanked DPW for their work on Water Street Park.
Gunderson thanked the Stoppels and Stone. He thanked everyone for coming. Gunderson commented that he sees people taking ownership of their property.
Mayor Meyers thanked everyone for coming. He wished Stone good luck in her business. He thanked the DPW and thanked Stoppels and his staff regarding the budget.
Moved by Davis seconded by Steele to adjourn the meeting at 7:28 p.m. Motion carried by the following roll call vote: Yes – All.
