City Manager Report

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at the Pere Marquette Depot, 100 Depot Street at 7:00 p.m. on Tuesday, October 19, 2021.

 

Mayor Bruce Meyers called the meeting to order at 7:00 p.m.

 

Councilmember Mike Scheid gave the Invocation.

 

Mayor Meyers led the Pledge of Allegiance.

 

The City Clerk, Janae Cooper took the roll call:

         

Members present:          Jorel Davis, Bonita Steele, Mike Scheid, Ron Gunderson and Bruce Meyers

 

Members absent:           None

 

Approval of Agenda:

Moved by Scheid, seconded by Steele to approve the Agenda as presented.  Motion carried by the following roll call vote:  Yes - All.

 

Consent Agenda

Moved by Scheid, seconded by Gunderson to approve the Consent Agenda as presented.  Motion carried by the following roll call vote: yes – all. 

A.   Approve Independent Bank Checks 76929 to 77000 in the amount of $139,891.09

B.    Approve Minutes: Regular scheduled meeting, October 5, 2021

 

Reports by Council Liaisons

Davis noted that the Planning Commission is scheduled to meet next Tuesday.

Mayor Meyers stated that the Housing Commission will be meeting on October 21st.  The Rec Board met on October 11th.  Items of discussion were the resignation of Mike Baker, the Lightning Bend Grant Application, the Rec Board 5- Year Plan and the Community Survey questions for the 5-Year Plan were reviewed.  The next Rec Board meeting is scheduled for Monday, November 8th.

 

 

New Business

A.           Mayor Meyers opened up nominations to appoint a Mayor Pro Tem.  Scheid nominated Gunderson.  No second was offered.  Mayor Meyers nominated Davis, seconded by Steele.  Motion to appoint Davis as Mayor Pro Tem carried by the following roll call vote: Yes – All.

 

B.            Council members made adjustments to some of their committee assignments.  Moved by Scheid, seconded by Steele to appoint Gunderson to the Library Board, reassign Steele from the Library Board to the Rec Board and reassign Mayor Meyers from the Rec Board to the Museum Board.  Motion carried by the following roll call vote: Yes – All.

 

C.       Moved by Scheid, seconded by Steele to appoint Sherri Hughes as a Library Trustee with a partial term expiring 12-31-22.  Motion carried by the following roll call vote:  Yes – All.  The Resolution is as follows:

 

CITY OF BELDING

RESOLUTION NO. 2021-10-55

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPOINTING SHERRI HUGHES TO THE LIBRARY BOARD.

 

A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 19th day of October, 2021.

 

          The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Steele.

 

WHEREAS,    a vacancy was created on the Library Board due to the resignation of a member; and,

 

WHEREAS,   the partial term will expire on December 31, 2022; and

 

WHEREAS,    Ms. Hughes has indicated her willingness to serve the remainder of the partial term on the board; and

 

WHEREAS,   the Library Board recommends the appointment of Ms. Hughes to serve the remainder of the partial term expiring December 31, 2022; and

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Belding, Michigan that Sherri Hughes be appointed to the Library Board with a partial term to expire on December 31, 2022.

 

THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 19th DAY OF OCTOBER, 2021.

 

D.   Moved by Scheid, seconded by Davis to appoint Thomas Cameron as a Library Trustee, with the term expiring 12-31-24.  Motion carried by the following roll call vote:  Yes – All.  The Resolution is as follows:

 

CITY OF BELDING

RESOLUTION NO. 2021-10-56

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPOINTING THOMAS CAMERON TO THE LIBRARY BOARD.

 

A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 19th day of October, 2021.

 

          The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Davis.

 

WHEREAS,   a vacancy was created on the Library Board due to the resignation of a member; and,

 

WHEREAS,   the term will expire on December 31, 2024; and

 

WHEREAS,   Mr. Cameron has indicated his willingness to serve on the board; and

 

WHEREAS,   the Library Board recommends the appointment of Mr. Cameron to serve the term expiring December 31, 2024; and

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Belding,    Michigan that Thomas Cameron be appointed to the Library Board with a term to expire on December 31, 2024.

 

THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 19th DAY OF OCTOBER, 2021.

 

E.    Moved by Scheid, seconded by Gunderson to approve the MDOT Master Agreement for Dial-A-Ride.  This is a routine practice that is done every four years.  Motion carried by the following roll call vote: Yes- All.  The Resolutions are as follows:

 

CITY OF BELDING

RESOLUTION #2021-10-57

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN TO CONTRACT WITH MDOT

 

A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 19th day of October, 2021.

 

The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Gunderson.

 

Whereas,     the City of Belding, County of Ionia, Michigan, has the authority to contract with the Michigan Department of Transportation for state and/or federal funds for passenger transportation related services; and,

 

NOW THEREFORE, BE IT RESOLVED that the Mayor of the City of Belding, be authorized and directed to execute said Agreement 2022-0018 for and on behalf of the City of Belding.

 

RESOLUTION ADOPTED THIS 19TH DAY OF OCTOBER, 2021.

 

 

CITY OF BELDING

RESOLUTION #2021-10-58

 

BLANKET SIGNATURE RESOLUTION FOR MASTER AGREEMENT 2022-0018

 

          A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 19th day of October, 2021. 

 

          The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Gunderson.

 

Whereas,     the City of Belding has the authority to contract with the Michigan Department of Transportation for State and/or Federal funds for passenger transportation related services; and,

 

Whereas,     the City of Belding does hereby approve Master Agreement No. 2022-018,

 

Now, Therefore, be it resolved that the Mayor of the City of Belding, be authorized and directed to execute said Agreement 2022-0018 for and on behalf of the City of Belding;

 

PROJECT AUTHORIZATION RESOLUTION

 

Whereas,     this resolution shall also approve execution of Project Authorizations for any programs designated by the City of Belding and/or Project Authorizations for any amount determined by the City of Belding with the Michigan Department of Transportation which are issued under Master Agreement Number 2022-0018,

 

NOW THEREFORE, BE IT RESOLVED that the Mayor of the City of Belding is authorized to enter into and execute on behalf of the City of Belding all such project Authorizations with the Michigan Department of Transportation for passenger transportation related services for the Agreement period.

          F.       Moved by Scheid, seconded by Steele to select the slate of candidates as presented for the MML Pool Director Election.  Motion carried by the following roll call vote: Yes – All.  (a copy of the correspondence and ballot are on file in the Clerk’s Office). 

 

          G.      Moved by Scheid, seconded by Gunderson to approve the Resolution to Approve the Contract with Quality Maintenance Contractors, Inc.  Motion carried by the following roll call vote: Yes-All.  The Resolution is as follows:

 

CITY OF BELDING

RESOLUTION NO. 2021-10-59

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN ACCEPTING THE PROPOSAL SUBMITTED BY QUALITY MAINTENANCE CONTRACTORS, INC. TO APPLY A NEW COATING SYSTEM AT THE CHEMICAL STORAGE BUILDING AT THE WASTE WATER TREATMENT PLANT.

 

At a regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, held in said City on the 19th day of October 2021.

 

The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Gunderson.       

 

WHEREAS,  the city Waste Water Treatment Plant is in need of maintenance of its chemical storage building; and,

 

WHEREAS,  the city has determined that the secondary containment area is in need of a coating to seal the area from potential groundwater intrusion; and,

 

WHEREAS,  the city received two quotes for the project.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that we accept the proposal the lowest quote from Quality Maintenance Contractors, Inc. to remove existing coating, patch spalled areas and apply a new coating system in the amount of $14,950.00

 

BE IT FURTHER RESOLVED by the City Council of the City of Belding, Michigan that the mayor be authorized to execute the document.

 

RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 19TH DAY OF OCTOBER, 2021.

 

Public Comments

Sharon Carlson commented as a representative of the Rec Board.  She advised Council of the 5-Year Rec Plan that they are working on.  Currently they just launched a 15-question survey and then they will form focus groups to help derive their new plan.  

         

City Manager Comments

City Manager John Niemela reported that the paving of the parking lots and road is completed at Woodhaven; just the pavement markings need to be addressed.  Additional funds have become available, so the city is looking at paving an additional five blocks.  Niemela advised that he participated in the Belding Urban Area for Federal Aid, which will provide grants of $375,000 - $385,000 over the next few years with a 20% match.  Monies from the CARES Act and the American Rescue Funds have become available.  EGLE is reviewing the Land Application Project.  They have approved the installation of some test wells at the WWTP starting the first week of November.  The target date for the new fire truck is now December 1st. The delay is reported to come from issues with supply chains. The rescue vehicle is on target for delivery.  Steele inquired on the status of the water testing on the Flat River Trail.  Niemela advised that a low level of PFAS was detected, but has not been updated any further.  Davis inquired if the City has always paved the roads.  Niemela advised that they typically do, but sometimes it is contracted out.  Davis also inquired if there will be an overlap when the firetruck is out of commission and the new one is delivered. Niemela advised no, that the Fire Department staff will be doing the final additions to the new fire truck here, such as hoses, ladders, etc.

 

Gunderson commented on Bridge Inspections.

 

Mayor Meyers inquired on the status of the bridge funding that was applied for some time ago for the Bridge Street Bridge and the Ashfield Bridge.  Niemela advised that he has not heard anything on the matter.            

 

Council Comments

Steele welcomed Gunderson and commented on the Rec Board.

 

Scheid thanked everyone for coming.

 

Davis thanked everyone for coming and thanked Sheri Hughes and Thomas Cameron for the interest in serving on the Library Board, and additionally welcomed Gunderson to the City Council.

 

Gunderson thanked those who have reached out to him and thanked the City Council members for his appointment and commented on benefiting the City.

 

Mayor Meyers welcomed Gunderson back.  He thanked the Council Members for moving their liaisons to boards around.  He thanked Carlson and the Rec Board and thanked Neimela for his work on the Federal Aid programs and getting money back to the City.  Mayor Meyers reminded everyone of open positions on different boards/committees and thanked everyone who is currently serving on a board or committee.
