CITY COUNCIL MEETING

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at the Pere Marquette Depot at 7:00 p.m. on Tuesday, July 20, 2021.
Mayor Bruce Meyers called the meeting to order at 7:00 p.m. and led with the Pledge of Allegiance.
The City Clerk, Janae Cooper, took the roll call:
Members Present: Bruce Meyers, Doug Feehan, Jorel Davis, Mike Scheid, and Bonita Steele.
Members Absent: None
Moved by Scheid, seconded by Feehan, to approve the Agenda as presented. Motion carried by the following roll call vote: Yes – All.
A. Approve Independent Bank Checks 76463 to 76526 in the amount of $71,226.67
B. Approve Minutes: Regular scheduled meeting, July 6, 2021
Moved by Scheid, seconded by Feehan, to approve the Consent Agenda as presented. Motion carried by the following roll call vote: Yes – All.
Feehan’s Museum Board Meeting will take place next week.
Steele noted that the ZBA will be meeting tomorrow night for a request to put up a pole barn.
Davis stated that he hasn’t had any meetings.
Mayor Meyers reported that he Housing Commission meeting was cancelled. Their next meeting is scheduled for August 19th.
A. Moved by Scheid, seconded by Feehan to designate City Manager John Niemela as Voting Delegate to the MML Business Meeting. City Clerk Janae Cooper advised the council that this is a Resolution that is done yearly; the city manager is appointed to represent the City of Belding at the Annual Michigan Municipal League Business Meeting. Motion carried by the following roll call vote: Yes – all. The Resolution is as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN DESIGNATING JOHN NIEMELA AS VOTING DELEGATE TO THE MML ANNUAL BUSINESS MEETING.
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 20th day of July 2021.
WHEREAS, the annual meeting of the members of the Michigan Municipal League will be held from September 22 – 24, 2021; and
WHEREAS, the annual business meeting of the members will be held on September 22, 2021; and
WHEREAS, it is requested that the governing body designate an official representative to cast the vote of the municipality at the annual meeting.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that John Niemela be designated as the official representative to cast the vote of the City of Belding at the annual meeting.
THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 20TH DAY OF JULY, 2021.
B. Moved by Scheid, seconded by Feehan to approve the Special Event Application and TCO (Traffic Control Order) for Temporary Street Closure for the Annual Neighborhood Block Party. Motion carried by the following roll call vote: Yes – all. The Resolution and Traffic Control Order are as follows:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AUTHORIZING THE REQUEST TO TEMPORARILY CLOSE WEST ISABELLE STREET, BETWEEN PEARL AND BROAS STREETS, FOR A NEIGHBORHOOD BLOCK PARTY
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 20th day of July, 2021.
WHEREAS, a request was received from Daniel Clark, 321 Isabelle Street, to temporarily close Isabelle Street, between Pearl and Broas Streets, for a neighborhood block party Saturday, August 14, 2021 from 12 noon until 12 midnight; and
WHEREAS, the closure will allow for placement of tables and chairs, barbecue grills, bean bag toss (corn hole) tournament and assorted kids games; and
WHEREAS, music will be provided and lowered at 10:00 p.m.; and
WHEREAS, an emergency vehicle access lane will be available during the event; and
WHEREAS, the event will require placement of Class III barricades at Pearl Street and West Isabelle Street and Broas Street and West Isabelle; and
WHEREAS, at the completion of the event Daniel Clark will be responsible for the cleanup and the barricades removed from the roadway; and
WHEREAS, the event will require that Belding Code of Ordinances Section 34 Article IV Noise Control, Section 34-76 and 34-77 be suspended for the event; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Isabelle Street, between Pearl and Broas Streets, will be closed on August 14, 2021 from 12 noon until 12 midnight for a neighborhood block party

TRAFFIC CONTROL ORDER
CITY OF BELDING
COUNTY OF IONIA
STATE OF MICHIGAN
ORDER NO: #0021-01 DATE OF FILING: July 20, 2021
In Accordance with Subsection 2.53, as amended, of Section 82.26 of Chapter 82, we have made an investigation of parking and traffic conditions:
on Isabelle Street, between Pearl and Broas Streets:
and as the result of said investigation, I do hereby direct that the following:
1. Temporary street closure placing Class III barricades at Pearl Street and W. Isabelle and Broas Street and W. Isabelle on Saturday August 14, 2021 between 12 noon and 12 midnight
This order shall expire ninety (90) days from the date of filing, except that upon its approval by the City Council, it shall not so expire.
Sam Mason, 516 West May Street, commented on property setbacks and updating/reviewing ordinances.
Steele commented on the Belding Bugle and the City’s increased presence on social media.
Davis thanked everyone for coming to the meeting.
Feehan requested that Code Enforcement include a monthly report along with the police department’s reports. Feehan also noted that when an item is on the agenda that the person requesting it should attend the meeting.
Mayor Meyers reported that a group from Encounter Church did some repairs to East Riverside Park. John (Niemela) is on vacation. Amanda Hall (Director) is leaving Dial-A-Ride. Rite Aid has submitted all of the required paperwork for the purchase of the Briemayer lot. The attorneys are reviewing it and the plan is to close this Friday. City Council will be doing Niemela’s review during Closed Session at the next City Council Meeting. A current picture of the Council members will be taken at the next meeting as well. Additionally, Mayor Meyers thanked everyone for attending tonight’s meeting.
