SPECIAL CITY COUNCIL MEETING

9:00 A.M.

 

A special meeting of the City Council of the City of Belding, Michigan was convened in open and public session at the Pere Marquette Depot, 100 Depot Street at 9:00 a.m. on Saturday, December 11, 2021.

 

Mayor Bruce Meyers called the meeting to order at 9:00 a.m.

 

Council Member Mike Scheid gave the Invocation.

 

Mayor Meyers led the Pledge of Allegiance.

 

City Clerk, Janae Cooper took the roll call:

                

Members present:          Jorel Davis (via Zoom), Bonita Steele, Mike Scheid, Ron Gunderson, and Bruce Meyers

 

Members absent:           None

 

Approval of Agenda

Moved by Scheid, seconded by Steele to approve the Agenda as presented. Motion carried by the following roll call vote: Yes – All.

 

New Business:

A.   Moved by Scheid, seconded by Steele to conduct City Manager Interviews. Motion carried by the following roll call vote:  Yes – all.  The interviews were conducted in the following order:

1.     Joseph Erickson:  Interviewed from 9:15 a.m. – 10:29 a.m.

2.    Jon Stoppels:  Interviewed from 10:34 a.m. – 11:32 a.m.

 

          The City Council took a break from 11:35 a.m. to 12:15 p.m.; no formal   action was taken by the City Council members.

  

3.    Michael Womack:  Interviewed from 12:15 p.m. – 1:24 p.m.

4.    Anton Graff:  Interviewed from 1:28 p.m. – 2:31 p.m.

 

B.    Deliberation and Consideration of Motions – The Facilitator Jerry Richards provided a few suggestions as to how to move forward in selecting a candidate.  Suggestions included:

·         Concentrate on the positives each candidate displayed; or,

·         Do a straw poll of each council member’s top two candidates and then concentrate on the positives of the agreed upon candidates.

 

Richards then advised the councilmembers that Mike Womack withdrew his application after the interview.

 

Mayor Meyers polled the council on their top candidates.  The results are as follows:

 

Council Member Davis -  Stoppels & Womack

Council Member Steele – Stoppels & Womack

Council Member Gunderson – Stoppels & Womack

Council Member Scheid – Stoppels & Womack

Mayor Meyers – Stoppels & Graff

 

As Womack withdrew his application Mayor Meyers noted that the decision was clear.  Each council member then stated their positive comments regarding Stoppels.

 

Mayor Meyers briefly stated his positive comments regarding candidate Graff.

 

Moved by Councilmember Gunderson, seconded by Councilmember Steele, to extend a conditional offer of employment to Jon Stoppels and direct the MML to complete a background investigation and conduct further reference review.  Motion carried by the following roll call vote:

Yeas:  Councilmembers Davis, Steele, Gunderson, Scheid and Meyers

Nays:  None

Moved by Councilmember Steele, seconded by Councilmember Scheid, to authorize Mayor Bruce Meyers to initiate discussions with Jon Stoppels on terms of a mutually acceptable employment agreement.  Such contract will be presented to the entire City Council for approval prior to signature and execution.

Richards suggested working through the City Attorney.  MML can provide a model employment agreement. 

Yeas:  Councilmembers Davis, Steele, Gunderson, Scheid and Meyers

Nays:  None

Richards noted that Stoppels is available to start.

Richards also noted that two of the candidates will be submitting requests for the $250 reimbursement to him and he will forward them to the Clerk.

Council Comments:

Scheid commented on the interviews.

Davis commented on the interviews and inquired as to why Womack withdrew his application.

Gunderson commented on the interviews and offered thanks to all those who applied and those who attended the meeting.

Steele commented on the interviews.

Mayor Meyers commented on the interviews and thanked Richards and the City Council.

 

Adjourn  

Moved by Scheid and seconded by Steele to adjourn the meeting at 3:03 p.m. The motion passed by the following roll call vote: Yes – All.
