A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Wednesday, November 4, 2020.
Mayor Brad Miller called the meeting or order at 7:00 p.m.
The Invocation was given by Council Member Scheid followed by the Pledge of Allegiance.
The City Clerk, Janae Cooper, took the roll call:
Members present: Bruce Meyers, Doug Feehan, Jorel Davis, Mike Scheid and Brad Miller
Moved by Scheid, supported by Feehan to approve the Agenda as presented. Motion carried by the following roll call vote: yes - all.
Moved by Scheid, supported by Feehan to approve the Consent Agenda as presented. Motion carried by the following roll call vote: yes - all.

B. Approve Minutes - Regular scheduled meeting, October 20, 2020
C. Amend August 18, 2020 Minutes - Two resolutions were both identically numbered in error as 2020-08-39. Amend the number of the Resolution of the City Council of the City of Belding, Michigan Authorizing the Request for Bids and Seeking a Funding Source for the Purchase of a New Fire Truck to 2020-08-40.
Feehan advised the Council that his work hours changed and subsequently as a result of that he was unable to attend the Museum Board meeting.
Meyers reported that the Rec. Board will be meeting this upcoming Monday evening.
Mayor Miller gave an update on the library. In light of the pandemic the library is making house calls to patrons by delivering and picking up books as well as doing demonstrations and book reading online. The library is roped off into sections to allow for social distancing. They have incurred some funding problems; however they have received some large donations to keep running. They are working on things to do after COVID. Mayor Miller also gave an update on the Planning Commission citing a proposed addition of a Pro Shop to the Candlestone Golf Course and an update on Botanical Biologics.
Moved by Schied, supported by Feehan to offer a Resolution of Appreciation to Mayor Brad Miller for his service on City Council. Mayor Pro Tern Bruce Meyers commented on Miller's tenure setting a great tone of inclusion and respect for the city. The Resolution of the City Council of the City of Belding, Michigan, Expressing Appreciation to Brad Miller for his Service on the Belding City Council was adopted by the following roll call vote: yes - all. The Resolution is as follows:
CITY OF BELDING
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN EXPRESSING APPRECIATION TO BRAD MILLER FOR HIS SERVICE ON THE BELDING CITY COUNCIL
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 4th day of November, 2020.
PRESENT: Council Members Mike Scheid, Doug Feehan, Bruce Meyers, Jorel Davis and Brad Miller
ABSENT: None
The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Feehan.
WHEREAS, Brad Miller was appointed to the Belding City Council on July 30,2016, and elected on November l, 2016 for a four-year term; and
WHEREAS, Brad served as Mayor from November 20, 2018 to November 4, 2020; and
WHEREAS, Brad served as an appointed member of the Historic District Commission, and Planning Commission and liaison to the Library Board; and
WHEREAS, Brad had a deep commitment to his mayoral position and was very visible at many city related and community events; and
WHEREAS, during his tenure on the city council, Brad has striven to be well prepared and informed, and has based his decisions on the good of all residents of the city.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that sincere appreciation is extended to Brad Miller for his years of service to the City of Belding.
Upon vote for the adoption of said resolution, the vote was:
YEAS: Council Members Scheid, Feehan, Meyers, Davis and Miller
NAYS: None
THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 4rn DAY OF NOVEMBER, 2020.
City Manager John Niemela gave updates on grants. Through the CARES Act the City is eligible to receive $64,000 to reimburse the police and fire departments for April and May and $1,100 towards the reimbursement of COVID-related items. The State of Michigan amended their revenue sharing and the City received 50% more than we would have originally received with revenue sharing. There was also a water arrearages program where 27 names were turned in and three residents qualified. The City will be applying for a comprehensive management program for water. The program is 100% funded with no match from the city required.
Feehan thanked Mayor Miller for serving on City Council. Feehan inquired on leaf pickup. Niemela advised that the loader is back in for repairs.
Miller thanked Mayor Miller for serving on City Council and congratulated Bonita Steele on her election to City Council.
Davis thanked Mayor Miller for serving on City Council and congratulated Bonita Steele on her election to City Council. Additionally, he thanked everyone who was in attendance for coming.
Scheid thanked Mayor Miller for serving on City Council.
Mayor Miller presented City Clerk Janae Cooper with the Good Neighbor Award for her ability to morph into the changing clerk position and for her service, passion and commitment to the City of Belding and for supporting the 2020 elections. Mayor Miller then presented all of the City Council members and the City Manager with Good Neighbor Awards. He thanked them for their service and their hard work.
The location of the next meeting was discussed and was determined to be held at the Belrockton. The format of the meeting was briefly discussed as Mayor Miller did not seek reelection and a new City Council member, Bonita Steele, will be taking office. Meyers was reelected to another term. Board and commission appointments will take place at the next meeting.
