CITY COUNCIL VIRTUAL MEETING

A meeting of the City Council of the City of Belding, Michigan was convened via a virtual meeting in open and public session at 7:00 p.m. on Tuesday, May 5, 2020.
Mayor Brad Miller called the meeting to order.
The City Clerk, Janae Cooper, took the roll call:
Members present: Jorel Davis, Bruce Meyers, Doug Feehan, Mike Scheid and Brad Miller
Moved by Scheid, supported by Feehan to approve the Agenda as presented. Motion carried by the following roll call vote: Yes – all.
Moved by Scheid, supported by Feehan to enter into a Public Hearing at 7:05 p.m. to discuss the Fiscal Year 2020/21 Budget. Motion carried by the following roll call vote: yes-all. Mayor Miller explained to the public who were in attendance virtually how to use Zoom if they would like to comment. Hearing no comments from the public, Mayor Miller closed the Public Hearing.
A. Approve Independent Bank Checks 74094 to 74159 in the amount of $128,317.02.

CITY OF BELDING
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN
REAPPOINTING JANE FORTH TO THE MUSEUM ADVISORY BOARD.
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held virtually in said City on the 5th day of May, 2020.
PRESENT: Council Members Mike Scheid, Jorel Davis, Bruce Meyers, Doug Feehan and Mayor Brad Miller
ABSENT: None
The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Feehan.
WHEREAS, the term of office for Jane Forth on the Museum Advisory Board will expire on May 16, 2020; and
WHEREAS, Jane Forth has indicated that she is interested in serving another term on the board; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Jane Forth be reappointed to the Museum Advisory Board with a term to expire on May 16, 2023.
Upon vote for the adoption of said resolution, the vote was:
YEAS: Council Members Scheid, Davis, Meyers, Feehan and Mayor Miller

D. Museum Board reappointment & Resolution – Angie Terry (expires 5-16-20)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN
REAPPOINTING ANGIE TERRY TO THE MUSEUM ADVISORY BOARD.
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 5th day of May, 2020.
PRESENT: Council Members Mike Scheid, Jorel Davis, Bruce Meyers, Doug Feehan and Mayor Brad Miller
ABSENT: None
The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Feehan.
WHEREAS, the term of office for Angie Terry on the Museum Advisory Board will expire on May 16, 2020; and
WHEREAS, Angie Terry has indicated that she is interested in serving another term on the board; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Angie Terry be reappointed to the Museum Advisory Board with a term to expire on May 16, 2023.

Moved by Scheid, supported by Feehan to approve the Consent Agenda as presented without any separation of items. Motion carried by the following roll call vote: yes-all.
Meyers stated that the Rec Board meeting was cancelled. In regards to the Housing Commission, Sharon Carlson has met with the contractors for the RAD Rehabilitation. The Housing Commission is taking bids until May 15th at which time the interested contractors and bids will be reviewed. Meyers stated that there are four contractors and several subcontractors interested in the project. Deeds will be signed this week by Mayor Miller. The essential work plan was reviewed and extended. The Housing Commission has spoken to the City Manager, John Niemela, regarding the streets and the budget.
A. Moved by Scheid, supported by Feehan to enter into discussion regarding the Second Amendment to Purchase Agreement with Rite Aid and Resolution. City Manager, John Niemela stated that Rite Aid has not been able to meet with their corporate people due to the virus outbreak. They are looking to extend the Purchase Agreement to August of 2020. Meyers inquired to Niemela if Covid-19 was the only issue with the Purchase Agreement. Niemela responded to Meyers that the inability to meet due to Covid-19 is the only issue he is aware of. The City Council approved the Motion to Extend the Purchase Agreement and Resolution by the following roll call vote: yes- all. The resolution is as follows:
CITY OF BELDING
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AUTHORIZING THE EXTENSION OF THE PURCHASE AND SALE AGREEMENT FOR REAL PROPERTY WITH MCV PROPERTIES.
A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 5th day of May, 2020.

The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Feehan
WHEREAS, the City of Belding (seller) entered into a Purchase and Sale Agreement, dated October 3, 2019, and amended per First Amendment, dated March 13, 2020, with MVC Properties (purchaser) with respect to the Property located at 149 W. Congress Street, Belding, Ionia County, Michigan (the "Original Agreement"); commonly known as the Breimayer Lot; and
WHEREAS, the Purchase and Sale Agreement remains in full force and effect pending full execution of this Amendment by Purchaser and Seller; and
WHEREAS, Seller and Purchaser desire to amend the Purchase and Sale Agreement.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Belding, Michigan that approval of an amendment to Article 5 (B) of the Purchase and Sale Agreement, as amended per Section 2 of the First Amendment changing the date of May 15, 2020 in Section 2 to August 17, 2020 is hereby granted; and
BE IT FURTHER RESOLVED that the Mayor and City Clerk of the City of Belding, Michigan, are hereby authorized to sign the Purchase and Sale Agreement, as well as any other required documents regarding the sale of the property, on behalf of the City of Belding.

Niemela informed the City Council members of signs on M-44 and M-91 regarding construction which is targeted to be completed by August. There will be some joint repair on M-91 to Montcalm Avenue, shoulder work, pavement markings and chip and fog seal.
Signage has been installed on M-44 by Wesco and Marathon as of last Friday indicating the Veteran’s Memorial Park location.
Niemela directed the Council Member’s attention to the Fire Chief’s Report in the City Council Packet. He stated that we have the UTV as a result of Jeff Hunter’s efforts. The Fire Department has been working on it, adding lights, etc. They are waiting on a hose apparatus and are applying for a grant to equip it with medical capabilities.
Niemela stated that he has met with Sharon Carlson regarding the streets at Woodhaven and their possible participation in the upcoming fiscal year.
Davis mentioned that Fire Chief Lubitz does not include a list of what is obsolete or what needs replaced in the Fire Department. Niemela stated that Lubitz rattled off a list from the top of his head however Lubitz and his staff are working on a list. The same thing is being done with the Police and DPW to assess their needs.
Meyers asked for an update about the No Parking signs on Wells Street near the trail head. Niemela noted that there was some miscommunication between himself and DPW. DPW has been advised to take down the signs on the north side of the road. Davis inquired as to the time frame and Niemela advised the council members that that task should be completed soon.
Mayor Miller commented that the report from the Fire Department was good. He also gave a shout out to those members reappointed to the Museum Board. Great job!
