City Manager Memo

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and pubic session at 7:00 p.m. on Tuesday, July 7, 2020. 

 

Mayor Brad Miller called the meeting to order at 7:00 p.m. 

 

Mayor Miller gave the Invocation followed by the Pledge of Allegiance.

 

The City Clerk, Janae Cooper, took the roll call:

 

Members present: Bruce Meyers, Doug Feehan, Mike Scheid, Jorel Davis and Brad Miller

 

Approval of Agenda

Moved by Scheid, supported by Feehan to approve the Agenda as presented.  Motion carried by the following roll call vote: yes – all.

 

Consent Agenda

Moved by Scheid, supported by Feehan to approve the Consent Calendar.  Mayor Miller noted one addition to the Consent Calendar:  Add item D. Approve Closed Session Minutes: June 16, 2020. Motion carried by the following roll call vote: yes – all.

 

A.      Approve Independent Bank Checks 74362 to 74445 in the amount of $409,156.52

          B.       Approve Minutes: Regular scheduled meeting, June 16, 2020

          C.       Special Event Application & Resolution – Neighborhood Block Party

         

RESOLUTION NO. 2020-07-31

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AUTHORIZING THE REQUEST TO TEMPORARILY CLOSE WEST ISABELLE STREET,BETWEEN PEARL AND BROAS STREETS, FOR A NEIGHBORHOOD BLOCK PARTY.

 

A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 7th day of July, 2020.

 

PRESENT:          Council Members: Bruce Meyers, Jorel Davis, Mike Scheid, Doug Feehan and Brad Miller

 

ABSENT:            None

 

The following preamble and resolution were offered by Council Member Scheid   and seconded by Council Member Feehan:

WHEREAS,         a request was received from Daniel Clark, 321 Isabelle Street, to temporarily close Isabelle Street, between Pearl and Broas Streets, for a neighborhood block party Saturday, August 8, 2020 from 12 noon until 12 midnight; and

 

WHEREAS,             the closure will allow for placement of tables and chairs, barbecue grills, bean bag toss (corn hole) tournament and assorted kids games; and

 

WHEREAS,      music will be provided and lowered at 10:00 p.m.; and

 

WHEREAS,      an emergency vehicle access lane will be available during the event; and

 

WHEREAS,      the event will require placement of Class III barricades at Pearl Street and West Isabelle Street and Broas Street and West Isabelle; and

 

WHEREAS,      at the completion of the event Daniel Clark will be responsible for the cleanup and the barricades removed from the roadway; and

 

WHEREAS,      the event will require that Belding Code of Ordinances Section 34 Article IV Noise Control, Section 34-76 and 34-77 be suspended for the event; and   

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Isabelle Street, between Pearl and Broas Streets, will be closed on August 8, 2020 from 12 noon until 12 midnight for a neighborhood block party

 

Upon vote for the adoption of said resolution, the vote was:

 

YEAS:           Council Members:  Bruce Meyers, Jorel Davis, Mike Scheid, Doug Feehan and Brad Miller

 

NAYS:          None

RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 7TH DAY OF JULY, 2020.

 

D.      Approve Closed Session Minutes: June 16, 2020

                   

Reports by Council Liaisons

Feehan reported that he attended the Museum Board meeting and stated that they are working on their new website.

 

Mayor Miller met with the Library Board.  The items discussed at the meeting were payment of bills, online reading for kids and curbside pick-up of books.

 

New Business

A.   Moved by Scheid supported by Feehan to discuss a request from Holly Noble for a temporary street closing for a 5K Run.  Niemela apprised the council members of Noble’s request to benefit the Freedom Park.  Moved by Scheid, supported by Feehan to approve the temporary street closing for a 5K run.  Motion carried by the following roll call vote:  yes-all.  The Resolution is as follows:

 

CITY OF BELDING

RESOLUTION NO. 2020-07-32

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN GRANTING THE USE OF CITY STREETS, EQUIPMENT AND SERVICES FOR A 5K RUN/WALK ON AUGUST 1, 2020 TO BENEFIT THE FREEDOM PARK.

 

A regular meeting of the City Council of the City of Belding, County of Ionia, Michigan, was held in said City on the 7th day of July, 2020.

 

PRESENT:      Council Members:  Bruce Meyers, Jorel Davis, Mike Scheid, Doug Feehan and Brad Miller

 

ABSENT:       None

 

The following preamble and resolution were offered by Council Member Scheid and seconded by Council Member Feehan.

 

           WHEREAS,    a request has been made by Holly Noble for the use of city streets, facilities and equipment for event on Saturday, August 1, 2020; and

 

          WHEREAS,     a 5k walk/run, will be held on August 1, 2020 from 7a.m. to 10 a.m. to benefit the Freedom Park with the installation and maintenance of memorials; and         

 

          WHEREAS,     the 5K Run/Walk has been scheduled on Memorial Day in the past, however due to the Covid-19 Pandemic the event was postponed until August 1st; and

 

          WHEREAS,     the use of city streets involved are Depot, Bridge, Bricker, Root, Reed, Gooding, Morton, Ashfield, E. Congress, Hanover and E. Main Streets; Kiddville Road and

 

          WHEREAS,     the police officers will escort the lead runner on the course; and

 

          WHEREAS,     Freedom Park volunteers will be providing security at all the intersections along the route; and

 

          WHEREAS,     workers will be required to wear traffic vests to identify them as part of the group and for safety while in the street; and

 

          WHEREAS,     the DPW will not have to supply any barricades for the event; and

 

          WHEREAS,     traffic on the before mentioned streets will not be impacted by the runners, except for a short delay at the beginning of the race as the group leaves the starting line; and

 

          WHEREAS,     the runners and walkers will stretch out along the course and the event will be complete in about an hour and a half for all participants; and      

 

          NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding,

Michigan that use of city streets, facilities and equipment for the 5K walk/run to benefit Freedom Park with the installation and maintenance of memorials is hereby granted for August 1, 2020 for 7:00 a.m. to 10:00 a.m.

 

Upon vote for the adoption of said resolution, the vote was:

 

          YEAS:  Council Members: Mike Scheid, Doug Feehan, Bruce Meyers, Jorel Davis and Brad      Miller

 

          NAYS:  None

 

THIS RESOLUTION WAS THEREUPON DECLARED ADOPTED THIS 7TH DAY OF JULY, 2020.

 

Mayor Miller noted to add Kiddville Road to the list of possible temporary road closures and reminded Noble to practice safety guidelines and social distancing during sign-up and the event itself. 

 

Public Comments

Dane Mlynarckek, 805 Morgan Drive, discussed his property tax assessment.

City Manager Comments

The East Riverside handicap kayak launch should be completed next week.

Spectrum Health will be conducting Covid-19 testing tomorrow in the Belding High School parking lot.

The City experienced an issue with the City’s Facebook page; it was shut down for a few days and then and brought back up again. 

There will be significant changes to the City of Belding website. Niemela met with a web designer and is patterning our site after the City of Alma.  Some new photographs will be taken, the layout and some enhancements such as property values, taxes and possibly water billing history may be included.  The target date for completion is the end of July.

Meyers inquired about Labor Day.  Niemela advised that a zoom meeting will be taking place.  If the event is held the activities will be limited, but there will not a full schedule.

Four complaints have been received regarding speeding down North State Street.  Residents have reached out without resolve.  Niemela will discuss with matter with Chief Nelson.

Road paving is being put on hold due to local funding.  Bridge street will be repaired as a result of the countywide road funding, tentatively in early August.

Niemela explained the assessor’s relationship with the City-it is an assessing service via a contact.  Niemela has had brief conversations with the property owners who addressed the City Council during Public Comment.  Neimela commented that the Assessor will be in the office tomorrow and he will address the Mlynarcheks’ concerns with him.

 

 

Council Comments

Meyers commented on the difficulty Covid is making as we go thru life.  He expressed his sympathies for the high school seniors.  He thanked everyone for attending tonight.

Davis thanked those who attened tonight for coming.  He appreciated the voices who addressed the Council in Public Comment.  Davis commented on the upcoming Freedom Park 5-K run.  He thanked the city and the community for their help.

Feehan thanked everyone for their hard work.

Mayor Miller commented on the 4th of July and the many fireworks in town and the pride in the community.  He thanked everyone for coming out.

 

Mayor Miller called for a brief recess at 7:41. 

 

Moved by Scheid, supported by Feehan to enter into Closed Session 7:47 p.m. to discuss the Firefighter Collective Bargaining per MCL 15.268c.

 

Moved by Schied, supported by Feehan to return to Open Session at 8:03 p.m.

 

8:04 p.m. back in Regular Session.

 

Closed Session

A.   Moved by Schied, supported by Feehan to approve the Resolution Approving the Collective Bargaining Agreement with Local 2451 of the International Association of Firefighters Contract.    

Motion carried by the following roll call vote yes-all.  The Resolution is as follows:

 

RESOLUTION NO. 2020-07-33

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPROVING THE COLLECTIVE BARGAINING AGREEMENT WITH LOCAL NO. 2451 OF THE INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS FOR A NEW FOUR YEAR CONTRACT EFFECTIVE 7/1/2020 -6/30/2024.

 

The following preamble and resolution were offered by Council Member Sheid and seconded by Council Member Feehan.

 

WHEREAS,    the Fire Fighters Union contract expired on 6/30/2020; and

 

WHEREAS,    City staff has negotiated various proposals with the Fire Fighters union; and

WHEREAS,     a tentative agreement has been reached between city staff and the Fire Fighters union.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan, that the collective bargaining agreement be approved for a new contract between the City and Local No. 2451 Of The International Association Of Fire Fighters effective 7/1/2020 through 6/30/2024 .

 

YEAS:   Council Members Mike Schied, Doug Feehan, Jorel Davis, Bruce Meyers and Brad Miller.

ABSENT:         None
