CITY COUNCIL MEETING

VIRTUAL MEETING

7:00 P.M.

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session via a virtual meeting at 7:00 p.m. on Wednesday, December 1, 2020.

 

Mayor Mike Scheid called the meeting or order at 7:00 p.m.

 

The City Clerk, Janae Cooper, took the roll call:

 

Members present:          Bruce Meyers, Doug Feehan, Jorel Davis, Bonita Steele and Mike Scheid         

 

Approval of Agenda

Moved by Steele, supported by Feehan to approve the Agenda as presented.  Motion

carried by the following roll call vote: yes – all.

 

Consent Agenda

Moved by Feehan, supported by Steele to approve the Consent Agenda as presented.  Motion carried by the following roll call vote:  yes – all.

A.   Approve Independent Bank checks 75299 to 75353 in the amount of $71491.68

C.   Property Maintenance Code Board of Appeals reappointment – David Mierendorf

 

RESOLUTION NO. 2020-12-42

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN REAPPOINTING DAVID MIERENDORF TO THE PROPERTY MAINTENANCE CODE BOARD OF APPEALS.

 

WHEREAS,   the term of office of David Mierendorf on the Property Maintenance Code Board of Appeals will expire on December 19, 2020; and

 

WHEREAS,   Mr. Mierendorf has indicated his willingness to serve another term on the board.

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Belding, Michigan that David Mierendorf be reappointed to the Property Maintenance Code Board of Appeals with a term to expire on December 1, 2023.

 

D.   Library Board reappointment – Annette Visser

 

RESOLUTION NO. 2020-12-43

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN REAPPOINTING ANNETTE VISSER TO THE LIBRARY BOARD.

 

WHEREAS,     the term of office of Annette Visser on the Library Board will expire on December 31, 2020; and

 

WHEREAS,   Ms. Visser has indicated her willingness to serve another term on the board.

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Belding, Michigan that Annette Visser be reappointed to the Library Board with a term to expire on December 1, 2023*.

 

E.    Zoning Board of Appeals reappointment – Jeremy Cesar

 

RESOLUTION NO. 2020-12-44

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN REAPPOINTING JEREMY CESAR TO THE ZONING BOARD OF APPEALS.

 

WHEREAS,   the term of office of Jeremy Cesar on the Zoning Board of Appeals expired on May 5, 2020; and

 

WHEREAS,   Mr. Cesar has indicated his willingness to serve another term on the board.

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Belding, Michigan that Jeremy Cesar be reappointed to the Zoning Board of Appeals with a term to expire on December 1, 2023.

 

Reports by Council Liaisons

Davis informed the council members that the Planning Commission met and that new officers were appointed.

 

Meyers advised that the Housing Commission met on the 19th.  They covered their normal agenda, their accountant attended, they went over new financial statements, RAD Rehab contracts, and proceeded to award the low bidder the RAD Rehab contract.  Work should begin later this month and be completed by late April/early May.

  

City Manager Comments

City Manager, John Niemela, updated the City Council members on a water main leak that surfaced near Broas and Main Streets.  A sonar company was able to pinpoint the exact location of the leak to the east.   A contractor will be coming in on Monday to repair the leak.  The water will be shut off for approximately two hours to make the necessary repair.  Those affected by the temporary water shut-off have been notified.  The City was approached by the owners of the Jacklyn Apartments who are requesting a PILOT (Payment In Lieu Of Taxes).  Niemela will bring the matter to the Council for discussion at the next meeting or the first meeting in January.  Niemela noted that the ZBA will be meeting on December 22nd.  Steele, who is Chair to the ZBA was recently elected to the City Council.  She is eligible to stay on the ZBA Board, however she cannot be the chair per the City Ordinance relating to the ZBA.  Steele advised that she would like to remain on the ZBA as a member. 

 

Council Comments

Steele commented on communication, the City newsletter and the City Facebook page.

 

Meyers inquired about leaf pick-up, Fleis and Vandenbrink taking over the wastewater treatment (lagoons) and bridge rehab.

 

Davis commented on the amount of people attending tonight’s virtual meeting, the cost of Fleis and Vandenbrink and funding bridge repairs.

 

Mayor Scheid inquired as to whether the City is having a Christmas decorating contest this year.  Niemela advised that the Chamber of Commerce is the one in charge of that event.

 

Meyers briefly asked for clarification on the bridge funding program that Neimela discussed earlier.  Niemela advised that the Bridge Preservation Program is a grant where 85% federally funded, 10% state funded and 5% is city funded.

Moved by Feehan, supported by Davis to adjourn the meeting at 7:27 p.m.  Motion carried by the following roll call vote: yes – all.
