A meeting of the City Council of the City of Belding, Michigan was convened via a virtual meeting in open and public session at 7:00 p.m. on Tuesday, April 7, 2020.
Mayor Brad Miller called the meeting to order.
The City Clerk, Janae Cooper, took the roll call:
Members present: Jorel Davis, Bruce Meyers, Doug Feehan and Brad Miller
Members absent: Mike Scheid
Moved by Feehan, supported by Meyers to approve the excused absence of Council Member Scheid. Motion carried by the following roll call vote: yes-all.
Mayor Miller cited one change to the Agenda under New Business : Add Item A. Request to Change Water Bill Billing Date. Moved by Feehan, supported by Meyers to approve the amended agenda. Motion carried by the following roll call vote: Yes – all.
A. Approve Independent Bank Checks 73883 to 74023 in the amount of $217,198.17.
B. Approve Closed Session Minutes from March 3, 2020
C. Approve Regular Session Minutes from March 17, 2020
Moved by Meyers supported by Feehan to approve the Consent Agenda as presented. Motion carried by the following roll call vote: Yes – all.
A. City Manager, John Niemela requested the City Council to consider moving the April 1, 2020 water bill billing date to May 1, 2020. The billing date was delayed to April 15th at the prior City Council meeting on March 17th, however that was prior to the Governor’s Executive Order to Stay at Home due to the Covid-19 Pandemic. Moved by Feehan, supported by Meyers to extend the April 1st billing date to May 1st. Motion carried by the following roll call vote: yes-all.
Niemela reported that the fire department has been busy but is following protocol, asking a battery of questions and when necessary to enter a home, only one person goes in with a gown and mask. The fire department has been on lockdown since this past Monday.
Davis commented that he was glad that we could figure out how to have a meeting.
Meyers stated that he hopes this is over soon (pandemic).
Feehan wished the fire department to be safe.
Mayor Miller stated that he received an invitation from the Mayor in Ionia to be part of an acknowledgment program for our first responders where citizens would step out on their front porches every Friday at a specific time to honor these people.
Moved by Feehan, supported by Meyers to adjourn the meeting at 7:24 p.m. Motion carried by the following roll call vote: Yes – all.
