A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, June 18, 2019.
Council Member Scheid delivered the invocation.
The Mayor led the audience in the Pledge of Allegiance.
The City Clerk took the roll call:
Members Present: Council Members Mike Scheid, Jorel Davis, Bruce Meyers, Douglas Feehan and Brad Miller
Members Absent: None
Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Feehan.

Jeff Hunter, 6302 Zahm Road, stated regarding the Recreation Advisory Board appointment, that it was about time they let some people in the area be on the boards, as some are not even in the school district.

Following are the resolutions contained in the Consent Agenda.
C. Recreation Advisory Board reappointment – Sharon Carlson
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPOINTING SHARON CARLSON TO THE RECREATION ADVISORY BOARD.
WHEREAS, the term of office for Sharon Carlson on the Recreation Advisory Board will expire on July 5, 2019; and
WHEREAS, Ms. Carlson has indicated that she is interested in serving another term on the board; and
WHEREAS, the members of the Recreation Advisory Board have recommended the appointment of Ms. Carlson to the board.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Sharon Carlson be appointed to the Recreation Advisory Board with a term to expire on June 18, 2022.
Council Member Davis stated there was no ZBA meeting.
Council Member Meyers stated the Housing Commission will meet on June 20 at 6 p.m. The Rec Board met on June 10. There were updates, including the kayak launch project, and they discussed the term expiration of Sharon Carlson.
Council Member Feehan stated the Museum Advisory Board meeting was next Tuesday.
Mayor Miller stated the Planning Commission and Library Board had no meetings.
There was no unfinished business.
Council Member Scheid moved the passage of the resolution and the motion was supported by Council Member Feehan.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN GRANTING PERMISSION TO THE BELDING LABOR DAY CELEBRATION COMMITTEE FOR THE USE OF CITY STREETS, CITY PROPERTY AND TO APPROVE EVENTS, GRANT A NOISE VARIANCE AND GRANT A WAIVER OF ORDINANCE #424.
WHEREAS, the Belding Labor Day Celebration Committee requests permission from the City of Belding for the use of the south section of the East Mall Parking Lot for midway attractions beginning at 8 a.m. on Thursday, August 29, 2019, the north section of the lot beginning at 5 p.m., and the West Mall Parking Lot in front of city hall beginning at 6 p.m. on Thursday, August 29, 2019 through Monday, September 2, 2019 at midnight, and the Gathering Place to accommodate an entertainment stage, beer tent and car show from Thursday, August 29, 2019 at 5 p.m. until Tuesday, September 3, 2019; and
WHEREAS, permission is requested to use Central Riverside Park for the Fireworks
Spectacular on Sunday, September 1, 2019, with a rain date of Monday, September 2, 2019; and
WHEREAS, permission is requested to use Central Riverside Park restroom facilities and a portion of the Gibson Lot for carnival personnel storage and camping from Monday, August 19, 2019 to Friday, September 6, 2019; and
WHEREAS, permission is requested to close Main Street, between Bridge Street and Alderman Street, from Friday, August 30 through Monday, September 2, 2019 and Main Street, between Bridge and Ashfield Streets for the Drum Line Car Show on Saturday, August 31 at 7 a.m.
WHEREAS, permission is requested to close Bridge Street, from Depot to Congress Streets from Saturday, August 31, 2019 at 7 a.m. through midnight on Sunday, September 1, 2019, for craft booths and vendors on Saturday and Sunday, with temporary openings for parades on Friday, Saturday and Monday; and
WHEREAS, permission is requested to use Demorest Field on Saturday, August 31, 2019 for a Kick Ball Tournament; and
WHEREAS, permission is requested for the Twilight and Labor Day Parades to begin at Bridge and High Streets, continuing on Bridge St. to E. Ann Street; and
WHEREAS, permission is requested to stage the Twilight Parade on High Street and the Labor Day Parade on High, Riverside, Morton, Gooding and Reed Streets; and
WHEREAS, permission is requested for the Saturday Kiddie Parade to use Bridge Street, from Depot Street to Washington Street, beginning at 10:00 a.m. on Saturday, August 31, 2019; and
WHEREAS, permission is requested for a permit for a fireworks display for the Annual Labor Day Celebration, to be held on city owned property at Central Riverside Park; and,
WHEREAS, permission is requested for a noise variance until 12:00 a.m. from August 30, 2019 through September 2, 2019; and,
WHEREAS, permission is granted for a waiver of Ordinance #424 to vendors in the East Mall Parking Lot and Bridge Street; and,
WHEREAS, permission is requested to use city streets for a Chamber 5K Run on Saturday, August 31, 2019.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the preceding requests are hereby granted in their entirety.

Council Member Scheid moved the passage of the resolution and the motion was supported by Council Member Feehan.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN GRANTING PERMISSION TO GUS MACKER FOR THE USE OF CITY STREETS, BREIMAYER LOT, ELECTROLUX LOT, EAST MALL PARKING LOT, AND A NOISE VARIANCE FOR A 3-ON-3 BASKETBALL TOURNAMENT.
WHEREAS, Gus Macker requests permission from the City of Belding for the use of the following streets, east mall parking lot, Breimayer lot and Electrolux lot to run a 3-on-3 basketball tournament on August 3 and 4, 2019, with closure on Friday, August 2, 2019 at noon:
· Breimayer Lot for retail tent, charitable organizations, and police and fire parking
· Gathering Place for team registration
· Bridge Street, from Depot Street to mid-block between Congress and Washington Streets
· Congress Street, from Bridge Street to Alderman Street
· Main Street, from Bridge Street to Hanover Street
· Alderman Street, from Main St. to the Post Office Alderman Street entrance
· East mall parking lot between Depot Street and City Hall (north section to be used for setup of the hoops on Thursday, August 1, 2019 with access open to Chemical Bank)
WHEREAS, Gus Macker requests a noise variance until 11:30 p.m. on August 3 and 4, 2019.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding,
Michigan that permission is hereby granted to Gus Macker for the use of the fore mentioned city streets and properties and a noise variance for the 3-on-3 basketball tournament on August 3 and 4, 2019.

Council Member Scheid moved the passage of the resolution and the motion was supported by Council Member Feehan.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPROVING THE USE OF CENTRAL RIVERSIDE PARK PAVILIONS FOR KIDS WORSHIP CAMP VACATION BIBLE SCHOOL, AND TO SUSPEND THE NOISE VARIANCE FOR THE EVENTS.
WHEREAS, a special event application for July 21 - 25, 2019 was submitted by Jennifer Schumaker, director of Kids Worship Camp Vacation Bible School of the United Methodist Church; and
WHEREAS, the event will be held at the Lions Pavilion on July 21-25, 2019 and other Central Riverside Park pavilions may be used throughout the week from 5 p.m. to 8:30 p.m.;
WHEREAS, Belding Code of Ordinances, Section 24, Article IV Noise Control, Section 34-76 and 34-77 will be suspended for the events.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding,
Michigan that permission is granted for the use of Central Riverside Park pavilions for the Kids Worship Camp Vacation Bible School from July 21-25, 2019, and Belding Code of Ordinances, Section 24, Article IV Noise Control, Section 34-76 and 34-77 will be suspended for the events.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPROVING A PUBLIC PARK USE AGREEMENT WITH SHUFFLEBOARD.
WHEREAS, the City of Belding wishes to enter into a Public Park Use Agreement with Shuffleboard; and
WHEREAS, the term of the Agreement began on June 3, 2019 and will end on November 1, 2019.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that a Public Park Use Agreement with Shuffleboard is hereby approved.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN
AUTHORIZING THE PURCHASE OF A 2020 INTERNATIONAL DUMP TRUCK WITH SNOW REMOVAL EQUIPMENT FROM WEST MICHIGAN INTERNATIONAL
WHEREAS, the City of Belding wishes to purchase a dump truck with snow removal equipment; and
WHEREAS, West Michigan International participates in MiDEAL, the State of Michigan Purchasing Program; and
WHEREAS, funds have been allocated in the FY 2019/20 budget for the purchase.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that a 2020 International dump truck with snow removal equipment be purchased from West Michigan International through MiDEAL, the State of Michigan Purchase Program, in the amount of $166,320.18.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AMENDING THE FISCAL YEAR 2018/19 BUDGET.
WHEREAS, on May 15, 2018, the Council of the City of Belding, Michigan adopted its 2018/19 Fiscal Year Budget for the administration of all funds and activities; and,
WHEREAS, unanticipated revenues and expenditures are projected which may exceed budget appropriations listed in said budget; and,
WHEREAS, the Fiscal Year 2018/19 Budget must be changed to reflect these adjustments;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the Fiscal Year 2018/19 Budget be amended pursuant to the attached worksheet.

Chuck Robinson, 712 Crawford Street, stated on behalf of Denny Craycraft he is trying to take over and help out. He needs commitment by the City and Rails to Trails to put in three more monuments for Dessert Storm, Afghanistan, and the conflicts. They would like Depot Street to be open for them to go down through. He would like his name of the docket for the next meeting to show their plans.
Jeff Hunter, 6302 Zahm Rd., stated it was interesting when he asked about a report that was due in 30 days, someone said they didn’t have to listen to him, and they voted in someone to be on a board that is not even in the school district. He has been mowing city property for 46 years. The Bridge St. Café is looking nice and the new owners are doing a nice job. He asked if they had stopped in to welcome them to town? They should put effort in on welcoming businesses to town.
City Manager Niemela stated Jeff Hunter has been very diligent in going to the Otisco Twp. Board the last few months and talking to them about helping support the purchase of a UTV rescue vehicle for the trail, as there will be a connection between here and Greenville and here and Lowell. Jeff encouraged the township to participate in the project, and the township set aside 50% of the cost of a vehicle and rescue equipment. Their fiscal year ends in March. He is trying to get city funds together in the $13,000 to $14,000 range. The fire chief will submit a grant request to the DNR for the rescue equipment to go on the vehicle. He is not sure of the timing on that. The equipment is about $10,000 to be put on the vehicle. They may contribute up to $5,000 on that.
Mayor Miller asked if they could get clarification on the war monument, if the Craycraft family would approve of naming it for Denny? They owe it to him and his service.
Council Member Scheid thanked everyone for coming.
Council Member Davis said thank you for coming.
Council Member Meyers wished to thank the gentleman who was picking up for Denny and everyone in the effort. What Denny left here is a testament to him and what he was made of. They appreciate that. He thanked Sharon for re-upping on the Rec Board. He enjoys working with her, and admires her passion and dedication to the Rec Board and the committees of the city. She is always willing to step up and help.
Council Member Feehan stated he would second what Bruce is talking about. He thanked Chuck for stepping in and said he would do well and he appreciates that.
City Manager Niemela stated Ernie and the crew started the repaving of N. State yesterday. They got all the way around the curve. This afternoon they were close to the last turn heading north of town. They should be able to complete that tomorrow. In about a month, they will start over and do some more. He secured funding for a little over one-third of what was done last year.
Council Member Meyers thanked Ernie and his guys, as they did a great job.
Mayor Miller thanked the department heads on the amended budget. He attended the Beatnik Bazaar. That event amazes him on how it grows. There are a variety of products and it is a part of our fabric. He thanked Jeff for the appropriation to get a vehicle that is needed. He would echo the comments on Sharon Carlson. He thanked everyone serving on the committees. Those are not paid positions and they are trying to make an impact. He will have to get to the Bridge Street Cafe. It is interesting to see a house for sale and two days later it is sold. It is good to see that growth. There are a lot of really positive things going on, and new revenue coming in. He thanked everyone.
