A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, October 16, 2018.
Council Member Miller delivered the invocation.
The Mayor led the audience in the Pledge of Allegiance.
The City Clerk took the roll call:
Members Present: Council Members Brad Miller, Bruce Meyers, Mike Scheid, Douglas Feehan and Ronald Gunderson
Members Absent: None
Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Feehan.
Council Member Miller asked to add under Unfinished Business the purchase of the police car from the October 2, 2018 meeting.
The question on the motion was called and the result of the voting is as follows:
Ayes: Council Members Miller, Meyers, Scheid, Feehan and Gunderson
Nays: None
There were no public comments.

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Feehan.
The question on the motion was called and the result of the voting is as follows:
Ayes: Council Members Miller, Meyers, Scheid, Feehan and Gunderson.
Nays: None.
Council Members Miller, Scheid, Feehan and Gunderson had no reports.
Council Member Meyers stated the Rec Board met on October 8. They discussed the use of city parks and the Park Agreement documents, and will update some. The Housing Commission meets this Thursday.
a) Purchase of police car
Council Member Miller made a motion to rescind the motion for Resolution 2018-10-61 that was considered at the October 2, 2018 meeting, supported by Council Member Meyers.

Nays: None
Council Member Miller made a motion to purchase a 2018 Ford Explorer from Ed Koehn Ford, through the State purchasing program, and the purchase of new equipment, graphics and changeover services for the vehicle in the amount of $40,096.68, covered by Resolution 2018-10-61, supported by Council Member Scheid.
Ayes: Council Members Miller, Scheid, Feehan and Gunderson
Nays: Council Member Meyers
The City Clerk read the preamble to the resolution.
Council Member Scheid moved the passage of the resolution and the motion was supported by Council Member Miller.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AMENDING THE FISCAL YEAR 2018/19 BUDGET.
WHEREAS, on May 15, 2018, the Council of the City of Belding, Michigan adopted its 2018/19 Fiscal Year Budget for the administration of all funds and activities; and,
WHEREAS, unanticipated revenues and expenditures are projected which may exceed budget appropriations listed in said budget; and,
WHEREAS, the Fiscal Year 2018/19 Budget must be changed to reflect these adjustments;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the Fiscal Year 2018/19 Budget be amended pursuant to the attached worksheet.

David Hodges, County Commissioner, stated they approved the $9.8M budget. He thanked Ron for his service and said he will be a hard guy to replace. He is a good example to follow. He will do something he loves. They wouldn’t have the trail if it wasn’t for him. He is running the trail authority.
City Manager Niemela expressed thanks to Ernie and the crew for the terrific job on the street program. They still accomplished other things. The small crew does a lot of work. He has a meeting scheduled for next Thursday with the Right Place, which has economic development tools. They will meet with those in the mall on what could be done and see what the owners have to say about it. They will see if others can help with that process. He would like to schedule a joint meeting with the Planning Commission next Tuesday. There is a sidewalk moratorium through October. The discussion will be held at the end of the Planning Commission meeting next Tuesday at 6:30 p.m. There is nothing else on the agenda. He will get the packet out tomorrow.
Council Member Feehan thanked Ernie and his crew for all the hard work.
Council Member Miller stated he would say the same thing. He has heard more about the roads in Belding and thanked him. The workshop with the Planning Commission on sidewalks is important, as the issue needs to be addressed.
Council Member Meyers had no comments.
Council Member Scheid stated the streets look amazing, and to get that much done they have worked very hard.
Mayor Gunderson thanked Ernie for keeping up with everything else at the same time. He thanked John for getting the budget amendments around to get it finished. He thanked Mr. Hodges for the compliments and comments. He thanked everyone for coming to the meeting.
Council Member Scheid made a motion to enter closed session at 7:29 p.m., supported by Council Member Miller.

Council Member Scheid made a motion to return to open session at 9:18 p.m., supported by Council Member Miller.

Mayor Gunderson stated the evaluation was completed and it was satisfactory to council members.
Council Member Scheid moved to adjourn the meeting, supported by Council Member Miller.
