A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, May 1, 2018.
Council Member Scheid delivered the invocation.
The Mayor led the audience in the Pledge of Allegiance.
The City Clerk took the roll call:
Members Present: Council Members Brad Miller, Bruce Meyers, Mike Scheid, Douglas Feehan and Ronald Gunderson
Members Absent: None
Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Feehan.
Mayor Gunderson stated the request by Joe Hulliberger for a waiver to install a well would be added as Business Item E.
The question on the motion was called and the result of the voting is as follows:

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Feehan.
The question on the motion was called and the result of the voting is as follows:

Mayor Gunderson opened the public hearing at 7:03 p.m.

Council Member Feehan stated the Museum Board will be holding Spring into the Past, and there will be bridal pictures on display. They are touching up the painting. Spring into the Past will be held on May 5 and 6 from 11 a.m. to 5 p.m.
Council Member Miller stated the Planning Commission met on April 24. There was a public hearing for an application from Dan W. Blunt to rezone property on Merrick from R-2 – Single Family Residential District to I-1 – Industrial District. The vote was 2-1 against the request. At the next meeting, a public hearing will be held on Steve Leach’s request regarding sidewalks along the Candlestone property. There will also be a public hearing on a rezoning request for the former Belding Hardware property for a high end car dealership, from B-1 – Community Business District to B-2 – General Business District. They will continue working through the revisions of the zoning ordinance.
Council Member Meyers stated the May meeting for the Rec Board has been cancelled. The Housing Commission met on April 19 and discussed the RAD conversion. Sharon has plans for updates for the city council, education wise, on the relationship between the two. They discussed the Woodhaven sprinkler system. As director for the Housing Commission, Sharon is attending the North Central Regional Council of NAHRO. She received the Charles A. Thompson award for distinguished service, outstanding leadership abilities and interest in the citizen serviced. She is very involved in the community, as a member of the Rec Board and DDA. It is well deserved and he extended his congratulations.
Council Member Scheid had no report.
Mayor Gunderson attended the Library Board meeting. Bills were paid and they are working on the landscaping for the Centennial Celebration on May 19. They are working on the Third Party Agreement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AUTHORIZING THE REQUEST TO TEMPORARILY CLOSE ORCHARD STREET BETWEEN W. STATE (M-44) AND THE SERVICE DRIVE TO WOODVIEW ELEMENTARY SCHOOL.
WHEREAS, a request was received from Spectrum Health – Belding Family Medicine to temporarily close Orchard Street, between W. State (M-44) and the service drive to Woodview Elementary School, for the “Bike to School Day” event on Wednesday, May 9, 2018 from 8 a.m. to 9 a.m.; and
WHEREAS, the closure will provide a safe area for third through fifth grade students from Woodview Elementary to participate in the event.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Belding,
Michigan that Orchard Street, between W. State (M-44) and the service drive to Woodview Elementary School will be closed on Wednesday, May 9, 2018 from 8 a.m. to 9 a.m. for the “Bike to School Day” event.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN GRANTING PERMISSION TO JAMES MASON, PRESIDENT OF THE FRIENDS OF THE ALVAH N. BELDING MEMORIAL LIBRARY, FOR THE USE OF THE BELROCKTON AND THE GATHERING PLACE FOR THE LIBRARY 100TH YEAR CELEBRATION.
WHEREAS, James Mason, President of the Friends of the Alvah N. Belding Memorial Library, submitted a Special Event Application for the Library 100th Year Celebration; and
WHEREAS, the events will be held at the Belrockton and the Gathering Place from 12 noon to 6 p.m. on Saturday, May 19, 2018.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding,Michigan that permission is hereby granted to James Mason to use the Belrockton and Gathering Place from 12 noon to 6 p.m. on Saturday, May 19, 2018 for the Library 100th Year Celebration.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPROVING BY-LAWS FOR THE RECREATION ADVISORY BOARD.
WHEREAS, the Recreation Advisory Board approved by-laws for the board at the meeting on April 9, 2018; and,
WHEREAS, approval by the City Council is required for the by-laws to become effective.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the Recreation Advisory Board by-laws are hereby approved.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AWARDING THE BID TO KARASIEWICZ CONSTRUCTION INC. TO INSTALL INSULATION, DRYWALL AND FIRE TAPE AS A PART OF THE POLICE GARAGE PROJECT IN THE AMOUNT OF $11,775.00.
WHEREAS, Karasiewicz Construction Inc. was awarded the bid for the police garage roofing project; and
WHEREAS, Nederveld Engineering has recommended that insulation, drywall and fire tape be installed to complete the project; and;
WHEREAS, this construction was not included in the original bid for the roof project.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the bid to install insulation, drywall and fire tape as a part of the police garage roof project is awarded to Karasiewicz Construction Inc. in the amount of $11,775.00.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN
GRANTING A WAIVER TO JOE HULLIBERGER TO INSTALL A WELL ON THE PROPERTY AT 951 HUMMINGBIRD LANE.
WHEREAS, Joe Hulliberger has purchased property at 951 Hummingbird Lane and wishes to construct a home; and
WHEREAS, Mr. Hulliberger wishes to install a well on the property, rather than connect to the city water system; and
WHEREAS, Ordinance 86-44(g) states the city council may grant variances from the provisions of this section for the installation of wells to serve new residential structures where the applicant’s property line is located more than 200 feet from a city water main and the application demonstrates unnecessary hardship in connecting to public water service. The decision of the city council shall be final; and
WHEREAS, Mr. Hulliberger has requested a waiver from connecting to the city water system as his property line is further than 600 feet from the water line and he indicates that the cost of a new city water line would cause “unnecessary hardship” to his project.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Joe Hulliberger is hereby granted a waiver from connecting to the city water line and may install a well on the property at 951 Hummingbird Lane.

Jim Mason thanked Dale. He stated after they cut the ribbon at the library, there will be tours and a dedication of the mural downstairs, which was given by a donor. There will be refreshments at the library. The Friends of the Library are very busy and are working hard to get the 100th Anniversary going. They had a successful book/bake sale and earned $850.00. On May 7, there will be a talk on the Mighty Mac, sponsored by the Friends at 6 p.m. He serves on the Housing Commission and Sharon Carlson sent an email about the award. He wrote back to her. He said before they go, there may be a Sharon Carlson Award in her name. She is known across the nation. After her award, she thanked the Housing Commission and the City of Belding for what they do and how they perform. He believes Belding is number one in the State of Michigan in running a Housing Commission. She has done a wonderful job. He is anxious for the library celebration. The Governor cannot attend. He is hoping the Lieutenant Governor can come. He is a cool man, not a nerd.
City Manager Niemela stated, in reference to the police garage renovation, the city will add sidewalk in front of the building. He would like to extend the sidewalk to the bus garage. There is a vacant parcel between the two that the owner wants to donate to the city. The transfer process has to be completed. The city is doing due diligence, by having a Phase I Environmental evaluation done. Then they would have to deal with it. There is funding through the Ionia County Brownfield to qualify to get clearance, so they would have no liability exposure in the future. He asked council to approve his request for vacation on May 7, 8, 9, 10, 14, 15, 16, 17 and 21.
Council Member Scheid made a motion to approve the vacation request of the city manager for May 7, 8, 9, 10, 14, 15, 16, 17 and 21, supported by Council Member Feehan.

Council Member Miller thanked everyone for coming out tonight.
Council Member Meyers thanked Jim Mason for the work he has done and for the Friends of the Library. It should be a great day. It has been a lot of effort. He asked what was going in the capsule?
Mr. Mason stated they will keep what is in it on display until July. They have involved the schools for art work and an essay. The winners will have their picture taken and that will be put in the capsule. The sister library in Massachusetts is sending something. Ideas are open for now. They will have to get a bigger capsule. Now it is in a copper box. They should let him know of suggestions.
Council Member Scheid thanked everyone for coming.

Mayor Gunderson thanked Sharon Carlson. He thanked everyone for coming. He thanked the staff for their work on the budget.
