A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, December 18, 2018.
Council Member Scheid delivered the invocation.
The Mayor led the audience in the Pledge of Allegiance.
The City Clerk took the roll call:
Members Present: Council Members Mike Scheid, Jorel Davis, Bruce Meyers, Douglas Feehan and Brad Miller
Members Absent: None
Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Feehan.
Council Member Scheid asked to add moving the January 1, 2019 council meeting to January 3, 2019 to the Consent Agenda.
The question on the motion was called and the result of the voting is as follows:
Ayes: Council Members Scheid, Davis, Meyers, Feehan and Miller
Nays: None
There were no public comments.
Approve Chemical Bank Checks 7297 to 7302 in the amount of $4,261.77

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Feehan.
Council Member Meyers asked to separate Item D and move it to New Business A.
Mayor Miller stated moving the city council meeting would be Consent Agenda Item G.
The question on the motion was called and the result of the voting is as follows:

Following are the resolutions contained in the Consent Agenda.
C. Board of Review reappointment – Douglas Lamborne
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPOINTING DOUGLAS LAMBORNE TO THE BOARD OF REVIEW.
WHEREAS, the current term of office of Douglas Lamborne on the Board of Review will expire on 01/01/19; and
WHEREAS, Mr. Lamborne has indicated his willingness to serve another term on the Board of Review.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan
that Douglas Lamborne be appointed to the Board of Review with a term of office to expire on 01/01/20.
E. Board of Review reappointment – Marjorie Hansen
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPOINTING MARJORIE HANSEN TO THE BOARD OF REVIEW.
WHEREAS, the current term of office of Marjorie Hansen on the Board of Review will expire on 01/01/19; and
WHEREAS, Ms. Hansen has indicated her willingness to serve another term on the Board of Review.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan
that Marjorie Hansen be appointed to the Board of Review with a term of office to expire on 01/01/20.
Council Member Scheid had no report.
Council Member Davis stated there was no ZBA meeting
Council Member Meyers stated he did not attend the Rec Board meeting, but John would give the report. The Housing Commission will meet on Thursday.
Council Member Feehan had no report.
Mayor Miller stated the Planning Commission meeting would be held on December 27.
There was no unfinished business.
A. Board of Review reappointment – Dave Mierendorf
Council Member Scheid moved the passage of the resolution and the motion was supported by Council Member Davis.

WHEREAS, the current term of office of David Mierendorf on the Board of Review will expire on 01/01/19; and
WHEREAS, Mr. Mierendorf has indicated his willingness to serve another term on the Board of Review.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan
that David Mierendorf be appointed to the Board of Review with a term of office to expire on 01/01/20.
The question on the resolution was called and the result of the voting is as follows:

Nays: Council Members Davis and Meyers
There were no public comments.
City Manager Niemela stated the Rec Board met last Monday and he talked with the board about coming up with a list of potential projects for the next round of funding through the DNR, which is the same funding source as the trail and Gathering Place. By February, they will have a list of projects to submit, which can be add ons to projects or new projects. They may apply to the Greenville Foundation as well. At the previous meeting they met with BYBL and Jenny Bennett from the Beatnick Bazaar to see how their seasons went. They will continue with other organizations that use the parks on a regular basis, such as pickleball, soccer, disc golf and shuffleboard. They will look at the signs at the skate park which are showing wear and tear. They will freshen up or replace the signs.
He was hoping to have the formal form for the offer from Miller and Bliss, LLC, who are buying Ranney Village. It was submitted to the city attorney, who had suggestions. It has been submitted to the buyers, they have verbally OK’d it, and will get a hard copy back to the city. They have provided a deposit. The finalized document will be submitted to council at a January meeting. If the weather permits, there may be some activity sooner than they might think. They will continue with the original layout of the property, with two and three unit condominiums. They talked about the undeveloped acreage, which could be a multi-story apartment complex. They will see where the market goes. There is a 4.5 to 5 acre carve out in the NW corner that the city will retain, that could ultimately be used for an additional well in the future. There would be access to a 12’ watermain. That is a part of the agreement, and it will be surveyed for that particular undeveloped parcel.
He met with a developer for the Breimayer lot and they looked at the potential placement of a building. The developer has not stated the retail use, but said they would soon. It would have to be identified at the time of sale of the property.
Council Member Meyers asked if there was parking room on Congress?
City Manager Niemela stated there could be no perpendicular parking, as they cannot narrow the street more than it is. There are restrictions on how far you have to be away from the fire station, which he is checking on.
Council Member Meyers asked if there would be a drive from Bridge to Pleasant?
City Manager Niemela stated they would have to buy the property. They have been in negotiations.
City Manager Niemela stated he would be out from December 26 until 3 p.m. on January 3. He will be available during that time.
Council Member Feehan had no comments.
Council Member Scheid wished everyone a Merry Christmas and hoped they would enjoy the holidays.
Council Member Davis wished everyone a Merry Christmas and Happy New Year.
Council Member Meyers expressed thanks for the candy cane and wished a Merry Christmas to everyone.
Mayor Miller stated he would echo the same. He and Jorel went to a MML conference and it was very interesting. He brought back resources to share. He asked John to look at email addresses from the city for council members. He wished everyone happy and safe holidays.
Council Member Meyers congratulated John on the article in the Sentinel. It had a good picture of him. It was a good article and he is glad to have him here.
City Manager Niemela stated he is glad to be here.
Council Member Scheid moved to adjourn the meeting, supported by Council Member
Feehan.
