A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, October 18, 2016.
Council Member Miller delivered the invocation.
The Mayor led the audience in the Pledge of Allegiance.
The City Clerk took the roll call:
Members Present: Council Members Brad Miller, Mike Scheid, Douglas Feehan and Ronald Gunderson
Members Absent: None
Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Miller.
Mayor Gunderson wished to add the acceptance of the letter of resignation of Thomas Jones from City Council to the agenda, after approval of the agenda.
The question on the motion to approve the agenda, as amended, was called and the result of the voting is as follows:
Ayes: Council Members Miller, Scheid, Feehan and Gunderson
Nays: None
Council Member Scheid made a motion to approve the resignation of Council Member Thomas Jones, effective October 14, 2016, supported by Council Member Feehan.

Denny Craycraft stated progression is moving forward as planned. There will be a dedication at 5 p.m. or 6 p.m. on Veteran’s Day. Five pillars will be placed before, and dedicated on Veteran’s Day for five vets killed in Vietnam. He described the pillars. This is a statewide monument, but this will be a Belding thing here. The pillars were paid for by businesses in this town. There may also be seven pillars from Greenville, as they have been instrumental in donations for the park already constructed. There can be twelve pillars for a walkway of honor. Other donations are from all over the state, but the twelve pillars are to be paid for by local people. On Veteran’s Day, they will have the foundations put down and completed. They need electrical lighting for the pillars. The next step will be for Memorial Day. They have to raise $40,000 to get 2,654 names on the wall. They sent letters to 300 VFW Posts, including raffle tickets for the big wall funding. Every donor will get an invitation to the Memorial Day dedication.

Following are the resolutions contained in the Consent Agenda.
D. Approval for Halloween street closure
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN SUPPORTING THE FIRE DEPARTMENT’S REQUEST TO TEMPORARILY CLOSE A PORTION OF WEST CONGRESS STREET FOR THE FIRE DEPARTMENT’S ANNUAL HALLOWEEN PARTY AND OPEN HOUSE.
WHEREAS, the Belding Fire Department would like to temporarily close West Congress Street from Bridge Street to Pleasant Street on Monday October 31, 2016 from 5:00 P.M. until 9:00 P.M. for the purpose of hosting their annual Halloween Party and Open House.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Belding, Michigan supports the temporary closure of West Congress Street.
Council Member Feehan stated there have been no meetings.
Council Member Miller stated the Historic District Commission meets this Thursday at 6 p.m. at city hall.
Council Member Scheid stated the Housing Commission meets Thursday at 6 p.m.
Mayor Gunderson stated there will be an opening on the Planning Commission with Tom gone, which they will entertain after the election. There is a meeting next Tuesday night.
Council Member Miller volunteered to fill the opening.
There was no unfinished business.
The City Clerk read the preamble to the resolution.
Council Member Scheid moved the passage of the resolution and the motion was supported by Council Member Miller.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AUTHORIZING THE PURCHASE OF A 2017 CHEVROLET DUMP TRUCK WITH PLOW FROM BERGER CHEVROLET INC.
WHEREAS, the City of Belding wishes to purchase a dump truck with plow; and
WHEREAS, Berger Chevrolet Inc. participates in MiDEAL, the State of Michigan Purchasing Program; and
WHEREAS, funds have been allocated in the FY 2016/17 budget for the purchase.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that a 2017 Chevrolet dump truck with plow be purchased from Berger Chevrolet Inc. through MiDEAL, the State of Michigan Purchase Program, in the amount of $48,903.84.

The city manager had no comments.
DPW Director Thomas stated there will be a MDOT project mill and fill from M-91 to the Memorial Bridge It was to be a 2017 project, but it was moved up to this year. The contractor will be allowed 10-12 days to complete the project. MDOT said the project will start Wednesday and there will be flagging so traffic can get through, but there may be some delays.
Council Member Scheid had no comments.
Council Member Feehan had no comments.
Council Member Miller thanked everyone for coming out tonight. Belding Community Events is a great publication on what is happening in the community. It will only grow and get better. It really does support things going on and is a good piece of literature.
Mayor Gunderson thanked DPW and the Fire Department for removing the logs from the river. He thanked the students for coming. Council received a letter from a local person about concerns about lead in the water and they will give an update.
Council Member Scheid moved to adjourn the meeting, supported by Council Member Miller.
