City Manager Memo

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, June 21, 2016.

 

Council Member Scheid delivered the invocation.

 

The Mayor led the audience in the Pledge of Allegiance.

 

The Acting Clerk took the roll call:

 

Members Present:        Council Members Mike Scheid, Tom Jones, Douglas Feehan and Ronald Gunderson

 

Members Absent:        None

 

Approval of Agenda

 

Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Feehan.

 

The question on the motion was called and the result of the voting is as follows:

 

            Ayes:               Council Members Scheid, Jones, Feehan and Gunderson

            Nays:               None

Consent Agenda

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Feehan.           

 

The question on the motion was called and the result of the voting is as follows:

 

Ayes:               Council Members Scheid, Feehan, Jones and Gunderson.

            Nays:               None.

           

Reports by Council Liaisons

 

 

Council Member Scheid said he didn’t make it to the housing commission meeting.

 

Council Member Jones said the Rec Board held a community forum meeting last Tuesday. JJR design firm was engaged to work on Central Riverside Park and the Electrolux property. There have been three public meetings held to look at proposed drawings. JJR took the information and narrowed it down to one drawing. He then presented and described the layout as proposed and what is there now and how it will be changed. He said it will be convenient for the Fred Meijer Trail. The Electrolux property will feature an amphitheater, sitting/reading areas, boardwalk, etc. It is still in the planning stage and each project will be done in stages. There will be more meetings as we move along.

 

Council Member Feehan said there will be meeting until next week.

 

Council Chairperson Gunderson said the Library meeting is on Monday.  He talked about Bruce’s help and the Michigan Historical Society’s help.

  1. FY 2015/16 Budget amendments

 

The Acting Clerk read the preamble to the resolution.

 

Council Member Scheid moved the passage of the resolution and the motion was supported by Council Member Feehan.

 

RESOLUTION NO. 2016-06-36

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AMENDING THE FISCAL YEAR 2015/16 BUDGET.

 

WHEREAS,   on May 19, 2015, the Council of the City of Belding, Michigan adopted its 2015/16 Fiscal Year Budget for the administration of all funds and activities; and,

 

WHEREAS,   unanticipated revenues and expenditures are projected which may exceed budget appropriations listed in said budget; and,

 

WHEREAS,   the Fiscal Year 2015/16 Budget must be changed to reflect these adjustments;

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the Fiscal Year 2015/16 Budget be amended pursuant to the attached worksheet.

 

Discussion

           

Becky said a lot of it is because insurance went up. CIP was for S. Bridge as they had to front some money for that. Mike asked what amount has to be moved and Becky said it was $400,000.

Public Comments

 

County Commissioner, Dave Hodges, 4833 Flat River Trail. He gave an overview of happenings at today’s meeting of Otisco Twp.  He also said that the Sheriff came in and talked about updates to the jail; intercom, cameras, computer needs to be hooked up as it has over 400 wires. The Health Dept. gave a paper copy of what’s been going on in the past few months, as did the County Clerk, Ron Schaefer from Circuit Ct., the Drain Commissioner, and several others. They talked about types of cases they specialize in. There was also a presentation of the County’s Pension Plan, and the Central dispatch project. Drug Court did contract with Randy’s House in Greenville; stays are covered with Federal grant fund.  He talked about security in buildings and where they are moving the different departments. He said the old State Police building near Menard’s can be rented but not sold.  They will be replacing boilers that are more efficient resulting in about $10,000. He has concerns about security issues and some of the changes will include a basement to drive down for keeping inmates away from public.

 

Jeff Hunter, 6302 Zahm. He voiced concerns over the design for the park and specifically the overlook platform at the Electrolux property. He feels there is still contamination draining into river, as it has for years.  He wanted to know if Electrolux knew about it. He also received a list of what he can and cannot talk about at meetings. He didn’t appreciate receiving it, and didn’t appreciate having to sign for it.  He was told the Housing Commission employees’ job is none of his business. He feels his money is being stolen.

 

City Manager Comments

 

Manager Brown has nothing at this time.

 

 

Council Comments

 

Council Member Jones gave a brief comment regarding Mr. Hunter’s concerns about Electrolux. He said it’s not final yet and yes, we will have to have it approved by Electrolux. It will be done in stages but will be approved by DEQ/DNR/ Electrolux. It’s still a rough draft. Planning Commission meets next Tuesday.

 

Council Member Feehan had nothing.

 

Council Member Scheid had nothing.

 

Mayor Gunderson said interviews are set for the 30th for Council.

Council Member Scheid moved to adjourn the meeting, supported by Council Member Feehan.
