A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, September 15, 2015.
Council Member Lallo delivered the invocation.
The Mayor led the audience in the Pledge of Allegiance.
The City Clerk took the roll call:
Members Present: Council Members Dennis Cooper, Mike Scheid, Jerome Lallo, Tom Jones and Ronald Gunderson
Members Absent: None
Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Cooper.
Mayor Gunderson asked to add Item F to the Consent Agenda, to consider DART transportation for the “B” Foundation event.
Council Member Scheid made a motion to approve the agenda, as amended, supported by Council Member Cooper.
The question on the motion was called and the result of the voting is as follows:
Ayes: Council Members Cooper, Scheid, Lallo, Jones and Gunderson
Nays: None
There were no public comments.
A. Approve Independent Bank Checks 64808 to 64878 in the amount of $123,271.69

B. Approve Minutes: Regular scheduled meeting, September 1, 2015
C. Appointment of City Manager as Zoning Administrator for the City
D. Street closures and Noise Ordinance suspension for “B” Foundation Run
E. Declare city owned property as surplus property
Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Cooper.

Following are the resolutions contained in the Consent Agenda.
C. Appointment of City Manager as Zoning Administrator for the City
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN DESIGNATING BRUCE BROWN AS ZONING ADMINISTRATOR.
WHEREAS, Section 1.24 of the Zoning Ordinance of the City of Belding states that the Zoning Administrator shall be designated by the city council to administer the provisions of the zoning ordinance.
WHEREAS, Bruce Brown will be assuming the duties of Zoning Administrator.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Bruce Brown be designated as the Zoning Administrator for the City of Belding, Michigan.
D. STREET CLOSURES AND NOISE ORDINANCE SUSPENSION FOR ‘B’ FOUNDATION RUN
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AUTHORIZING THE USE OF CITY STREETS AND GRANTING A NOISE CONTROL SUSPENSION FOR A 5K RUN/WALK TO SUPPORT THE “B” FOUNDATION.
WHEREAS, a request was received to use city streets after a Belding High School football game for a 5K Run/Walk to support the “B” Foundation on October 2, 2015 from 9:45 to 11:45 p.m.; and
WHEREAS, the route will include Hall, E. Washington, Hanover, Congress, Broas, Depot, N. Bridge, W. Ellis to the Candlestone drive; and
WHEREAS, W. Ellis to Storey Rd. (M-91) will be closed during the race; and
WHEREAS, intersections along the route will be blocked by barricades and guarded by volunteers and Police Department full time and reserve officers; and
WHEREAS, the Belding Code of Ordinances Section 34, Article IV Noise Control, Section 34-76 and 34-77 will be suspended for the event.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the designated city streets may be used for a 5K Run/Walk on October 2, 2015 to benefit the “B” Foundation from 9:45 p.m. to 11:45 p.m.; and
BE IT FURTHER RESOLVED that Belding Code of Ordinances Section 34, Article IV Noise Control, Section 34-76 and 34-77 is suspended for the event.
E. DECLARE CITY OWNED PROPERTY AS SURPLUS PROPERTY
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN DECLARING CITY-OWNED PROPERTY AS SURPLUS PROPERTY.
WHEREAS, Section 2.392 of Chapter 2 of the Code of the City of Belding states that City Council may declare city-owned property that is no longer needed as surplus; and
WHEREAS, the surplus property may be sold through an online bid process.
NOW, THEREFORE, BE IT RESOLVED by the City Council that the City-owned property be declared as surplus and sold through an online bid process.
F. DART TRANSPORTATION FOR ‘B’ FOUNDATION EVENT
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AUTHORIZING THE USE OF BELDING DIAL-A-RIDE BUSES FOR SHUTTLE SERVICE.
WHEREAS, a request was received to use a City of Belding Dial-A-Ride bus to shuttle participants for the “B Foundation Glow Walk/Run” from Candlestone Golf Resort to Rudness Field.; and
WHEREAS, one City of Belding Dial-A-Ride staff will donate their time and expertise to transport the participants.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the City of Belding Dial-A-Ride buses may be used for transporting participants for the “B Foundation Glow Walk/Run” on October 2, 2015.
Council Member Cooper stated the Rec Board was last night. He was not there, but they may start a pickleball court on a tennis court. They will raise funds. There was an expense form for the park and a few other things.
Council Member Scheid stated there would be a Housing Commission meeting on Thursday.
Council Member Lallo stated there were no meetings. The Labor Day Committee asked that if there were any comments or concerns, please contact them.
Council Member Jones stated the Planning Commission meets next Tuesday. They need three members to fill the board. John LaClear and Delbert Linebaugh talked about it. John turned his paperwork in.
Mayor Gunderson stated the DDA met. They will meet with the Planning Commission on the Master Plan update. Gary Knowlton will talk to the Planning Commission about setting it up. They talked about the flower beds in the mall lot. A map is available for the beds to be adopted. The Library Board held a special meeting to discuss interview questions and review the applications they received.
There was no unfinished business.

City Manager Brown stated he had dinner with Shelley Gladding and Tonda Rich. They discussed what went well and what didn’t for Labor Day. By and large everything went well. They talked about things they would like for next year – new ideas, how to raise more money. All three left feeling good about what happened this year and what could happen next year.
Council Member Scheid stated he thought Labor Day went fine. The flower beds look good.
Council Member Lallo thanked the Labor Day Committee for their work, and city staff for making it possible. Tom, Ron and he went to the Metron tour. He thanked Maria and Lisette for their hospitality. The Bill Bates walk is this Saturday. He would like a good turnout to support him. He will try to run the last one-half mile.
Council Member Jones thanked everyone for so much effort for Labor Day. It was a very successful year. He thanked the staff for the extra work, the Labor Day Committee and the community for the support they show. It was one of the bigger parades with a good turnout as well as fireworks. He thanked Jerry for buying candy for the city council to hand out. It made a lot of kids happy.
Council Member Cooper thanked the Labor Day Committee. It was a great time and event. He looks forward to it. He thanked everyone for being here tonight.
Mayor Gunderson echoed everything about the Labor Day Committee. They put in a lot of effort year round and on those few days. They give up a lot of time with family. How great it was to have the Electrolux property to sit on for the fireworks. It was a great place and wide open. There were a lot of people setting there. They hope to use it all year. He will miss the next council meeting, and Tom will chair that meeting.
Council Member Scheid moved to adjourn the meeting, supported by Council Member
Cooper.
